Dear Mayor Dyer and Esteemed Members of the Fresno City Council, On behalf of the BLACK Wellness & Prosperity Center (BWPC), I write to strongly advocate for the City’s $350,000 budget allocation in support of our maternal health initiatives and community infrastructure development efforts.

This funding represents life-saving resources for mothers and families in Fresno —families who have historically been underserved, underrepresented, and disproportionately affected by preventable maternal health outcomes.

Our Impact Is Real, Measurable, and Growing
In the past year alone, BWPC has:
• Provided direct maternal support and culturally centered care coordination to over 700 women, infants, their families, and pregnant persons in Fresno • Offered community-based childbirth education, doula support, case management, and wellness services
• Provided thought leadership to city departments, and partnered with hospitals and educational institutions to build Fresno’s capacity to deliver equitable care through workforce training and healthcare systems change
• Transformed our center into a trusted anchor institution where wellness, advocacy, and access converge
Your support enables us to sustain and expand this work —particularly in neighborhoods most impacted by health disparities.

We Are Building City Infrastructure, Not Just Programs
The $350,000 allocation is an investment in:
• Workforce development: training the next generation of maternal health professionals
• Direct services: providing pregnant women, infants, and families with the social supports they need to thrive
• Public-private collaboration: aligning city and county systems with grassroots solutions
• Built infrastructure: creating safe, accessible, and culturally-rooted spaces for maternal care delivery

Dear Fresno City Council Members,
I’m writing to urge the Fresno City Council to pass an equitable budget that prioritizes and supports vulnerable communities.

As a resident in the City of Fresno, the high cost of living and expensive rent/ housing are affecting working families like mine. I ask city council members to prioritize our community and increase funds for the Eviction Protection Program to $2.5 million, include $3 million for Mobile Home Rehabilitation, and $1 million to start the Tenant Opportunity to Purchase Act (TOPA).

As the cost of living keeps rising, we also need to pass policies like a city-wide rent cap that will stop the growing power imbalance between corporate landlords and renters.

Our community is experiencing a housing and economic crisis. Investing in these programs and services now will prevent evictions and keep people housed in the City of Fresno. I strongly urge the council to pass the above community demands.

Sincerely,
Juana Garcia
