A RESOLUTION OF THE COUNCIL OF THE CITY OF
FRESNO, CALIFORNIA, TO ADOPT THE 2025- 2029
CONSOLIDATED PLAN INCLUDING CITIZEN
PARTICIPATION PLAN , 2025- 2026 ANNUAL ACTION
PLAN, AND ANALYSIS OF IMPEDIMENTS TO FAIR
HOUSING CHOICE; AUTHORIZING SUBMISSION TO THE
U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT (HUD) FOR APPLICATION TO THE
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG),
HOME INVESTMENT PARTNERSHIPS (HOME) ,
EMERGENCY SOLUTIONS GRANT (ESG), AND HOUSING
OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA)
PROGRAMS AND AUTHORIZING THE CITY MANAGER TO
SIGN ALL IMPLEMENTING DOCUMENTS REQUIRED BY
HUD
WHEREAS, the U.S. Department of Housing and Urban Development (HUD ) requires all jurisdictions that receive federal entitlement program funds to prepare a five- year Consolidated Plan, which identifies how the jurisdiction will address housing and community development needs with Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and the Housing Opportunities for Persons with AIDS (HOPWA) funds; and WHEREAS, HUD requires jurisdictions receiving entitlement funds to submit certification of affirmatively furthering fair housing, historically by completing an Analysis of Impediments to Fair Housing Choice which evaluates barriers to fair housing choice and presents strategies and plans to overcome identified impediments; and WHEREAS, the City of Fresno (City) has undergone a comprehensive needs assessment, stakeholder consultation, and citizen participation process; and WHEREAS, the City has reviewed census data, housing market studies, and

facilitated focus groups to identify the housing and community development needs of protected classes and low and moderate-income persons; and WHEREAS, the City has met the regulatory requirements of preparing the five- year Consolidated Plan Including Citizen Participation Plan , Annual Action Plan, and Analysis of Impediments to Fair Housing Choice; and
WHEREAS, the City has completed a required 30-day public review and comment period ending on April 3, 2025, with 27 public comments received; and WHEREAS, the City desires to submit its 2025-2029 Consolidated Plan Including Citizen Participation Plan, 2025- 2026 Annual Action Plan, and Analysis of Impediments to Fair Housing Choice to HUD incorporating citizen comments made during the public hearing.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Fresno as follows:
1. The above recitals are true and correct and incorporated herein.
2. The Council of the City of Fresno, California, adopts and approves submission of the 2025-2029 Consolidated Plan Including Citizen Participation Plan, the 2025-2026 Annual Action Plan, the Analysis of Impediments to Fair Housing Choice to HUD with citizen comments made during the public hearing incorporated.
3. The City Manager is authorized to sign all certifications, applications, instruments, funding agreements, and the like necessary in pursuit hereof, subject to prior approval as to form by the City Attorney.
4. This Resolution shall become effective upon its adoption.
