CITY OF FRESNO

CATEGORICAL EXEMPTION

THE PROJECT DESCRIBED HEREIN IS DETERMINED TO BE CATEGORICALLY

EXEMPT FROM THE PREPARATION OF ENVIRONMENTAL DOCUMENTS
PURSUANT TO ARTICLE 19 OF THE STATE CEQA GUIDELINES.

APPLICANT: Debbie Bernard
Project Manager
City of Fresno Capital Projects Department
747 R Street, 2nd Floor
Fresno, CA 93721

PROJECT LOCATION: Holmes Park, 212 S. First Street
(City of Fresno Council District 3)

PROJECT DESCRIPTION: The City of Fresno, Parks, After School, Recreation and Community Services (PARCS) Department is proposing to
replace the existing northern restroom building at Holmes Park with a new prefabricated restroom while also updating the existing sewage, water and electrical services. The existing path of travel walkways from the accessible parking spaces will be improved as well to meet all current code requirements. The project will also demolish the existing restroom at the southwest corner of the park that has been out of use for many years.

This project is exempt under Section( s) 15301/Class 1 and Section 15302/Class 2 of the California Environmental Quality Act ( CEQA) Guidelines. None of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.

EXPLANATION:

Class 1 exemptions, for projects pertaining to Existing Facilities, consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project meets the criteria for the Class 1 exemption as the Project involves minor renovation of existing facilities within Holmes Park and will not result in an expansion of existing or former use.

Class 2 exemptions, for projects containing Replacement or Reconstruction, consists of the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The Project meets the criteria for the Class 2 exemption as the Project involves replacement of existing facilities within Holmes Park in the same location as the existing facilities and will have the same purpose and general capacity as the structures 496257v1 Rev. 10.24
replaced.

None of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines Section 15300.2 apply to this project . Section 15300.2(a) specifies that certain classes of exemptions are qualified by consideration of where the project is to be located. The 15300.2(a) exception is not applicable to Class 1 and Class 2 Categorical Exemptions and therefore does not apply to the Project. Section 15300.2(b) specifies that a Categorical Exemption shall not be used when the cumulative impact of successive proj ects of the same type in the same place over time is significant. The review did not identify any potential cumulative projects and therefore the Project would not contribute to potential cumulative impacts, and the Section 15300.2(b) exception does not apply to the Project. The Project is not located in an area where it would potentially have a significant effect on the environment due to unusual circumstances, therefore Section 15300.2(c) exceptions do not apply to the Project. The Project is not located on or near a Scenic Highway or on or near a hazardous waste site, and there are no historical resources within the near vicinity of the Project. Based on these facts, Sections 15300.2(d), (e) and (f) exceptions do not apply to the Project.
