PROJECT TITLE: North Avenue 66-Inch Sewer Trunk Main

PROJECT LOCATIONS: North Avenue between west of State Route 99 to west of Golden State Boulevard

PROJECT DESCRIPTION: The City’s North Avenue sewer trunk main is structurally unstable and requires replacement in order to maintain
service essential to the public health and safety. The
project will install approximately 3,230 LF of fiberglass reinforced polymer mortar pipe, approximately 1,420LF
of steel casing, and manholes. The new pipe will safely transport the same volume of daily wastewater to the
Fresno-Clovis Regional Wastewater Reclamation Facility
as was transported by the damaged sewer trunk main.

The Project is exempt under Section s 15302/Class 2 and 15269 of the California Environmental Quality Act (CEQA) Guidelines.

Section 15302(c)/Class 2 (Replacement or Reconstruction) of the CEQA Guidelines consists of the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. Section 15269 (b) (Emergency Projects) of the CEQA Guidelines consists of emergency repairs to publicly or privately owned service facilities necessary to maintain service essential to the public health, safety or welfare. Emergency repairs include those that require a reasonable amount of planning to address an anticipated emergency.

The proposed project is consistent with the aforementioned exemptions.

The existing sewer trunk main in North Avenue conveys an average of 11.5 million gallons of wastewater per day to the Fresno- Clovis Regional Wastewater Reclamation Facility.

This project, involving the construction of 3,230 linear feet of sewer pipeline to bypass the existing 57-inch pipeline will result in negligible expansion of capacity. The replacement

507975v1
sewer trunk will be constructed in the same local site on an alignment offset and parallel to the existing trunk.

None of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2, apply:

(a) Location The Project is not located in a sensitive environment or an environmental resource of hazardous or critical
concern as designated by federal, state, or local
agencies.

(b) Cumulative Impact The Project will not have a cumulative negative impact over time that is significant. The installation of a 66-inch sewer trunk main would allow for continued
operations.

(c) Significant Effect The Project will not have a significant effect on the environment due to unusual circumstances.

(d) Scenic Highways The Project will not result in damage to scenic resources, including but not limited to, trees, historic buildings, rock outcroppings, or similar resources,
within a highway officially designated as a state
scenic highway. The Project is not located near
scenic highways.

(e) Hazardous Waste Sites The Project is not located on a hazardous waste site which is included on any list compiled pursuant to
Section 65962.5 of the Government Code.

(f) Historical Resources The Project will not cause a substantial adverse change in the significance of a historical resource.

The Project is limited to North Avenue which is not a
historical resource.

Furthermore, the proposed project is not expected to have a significant effect on the environment. Accordingly, the project is exempt from further CEQA analysis.
