CITY OF FRESNO

CATEGORICAL EXEMPTION

ENVIRONMENTAL ASSESSMENT

THE PROJECT DESCRIBED HEREIN IS DETERMINED TO BE

CATEGORICALLY EXEMPT FROM THE PREPARATION OF
ENVIRONMENTAL DOCUMENTS PURSUANT TO ARTICLE 19 OF THE
STATE CEQA GUIDELINES.

APPLICANT: City of Fresno
Planning and Development
Department 2600 Fresno
Street, Third Floor Fresno,
CA 93721

PROJECT LOCATION: Multiple sites throughout the city of Fresno

PROJECT DESCRIPTION: This project involves the operation of two mobile shower trailers, which have been in service since 2021. The se are existing facilities that provide hygiene services to the public. The project does not involve any expansion of
use or physical modification to the trailers or their
operational footprint. Services will continue as previously established, consistent with existing or former use.

This project is exempt under Section 15301/Class 1 of the California Environmental Quality Act (CEQA) Guidelines as follows:

Under Section 15301(b): This subsection exempts projects involving the operation of existing facilities of both investor and publicly owned utilities, provided that the project involves negligible or no expansion of the existing or former use. The rehabilitation of the existing structure for continued housing use qualifies under this provision.

Under these provisions, projects are categorically exempt from CEQA review if they involve repair, maintenance, or rehabilitation of existing facilities with negligible or no expansion of existing or prior use.

Staff has performed a preliminary environmental assessment and determined that this project qualifies for a Class 1 Categorical Exemption. The proposed operation of two mobile shower trailers is limited to an existing structure and does not result in expansion of use.

None of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to the project. Furthermore, the proposed project is not expected to have a significant effect on the environment. A categorical exemption, as noted above, has been prepared for the project and the area is not environmentally sensitive.
