EXPLANATION:

Class 1 exemptions, for projects pertaining to Existing Facilities, consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible, or no expansion of existing or former use. The proposed project involves reconfiguration of accessible pathways and accessible parking locations that constitute a “Minor Alteration” of the existing facility, consistent with the General Plan. The project meets the criteria for the Class 1 exemption as the Project involves minor renovation of existing facilities within Roeding Park and will not result in an expansion of existing or former use. Therefore, the proposed project complies with the conditions described in Section 15301/Class 1 of the California CEQA Guidelines because it proposes newly reconfigured accessible pathways and accessible parking locations.

Class 2 consists of the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replac ed. The Project meets the criteria for the Class 2 exemption as the project involves replacement of existing restroom facilities within Roeding Park in the same location as the existing facilities and will substantially be the same size and have the same purpose and general capacity as the structures replaced.
