The project is exempt from CEQA pursuant to Section 15301(b) (Existing Facilities) and Section 15302(a) (Replacement or Reconstruction) of the CEQA Guidelines. The work consists of the removal of asbestos‑containing materials and the in‑kind replacement of the existing roof. These activities involve maintenance, repair, and replacement of an existing structure with no expansion of footprint, capacity, or use. The project will restore the facility to its pre‑project condition and does not result in any changes that would increase environmental impacts. None of the exceptions to the use of categorical exemptions under Section 15300.2 apply.
