Subject: Vote no to absorbing $2.7 million into the general fund for more police positions and HART expansion Date: Wednesday, June 10, 2026 7:47:21 AM

Hi, my name is Vanessa Hernandez and I’m a resident in the Tower District.
I am writing to urge you to vote NO on absorbing the 27 grant-funded police positions into the general fund during the upcoming budget votes On June 16th and 23rd, and to oppose the Homeless Assistance Outreach team’s
(HART) expansion with more police.
The 27 sworn officer positions were funded by a temporary 3- year grant that is expiring. Permanently funding these positions would cost Fresnans $2.3 million from the general fund this year and $4.7 million every year thereafter.
The new budget hole has been updated to a $35 million deficit, and the Mayor points to programs like the eviction protection program; he conveniently leaves out Fresno's rapidly expanding police force.
Since 2020, Fresno has added nearly 100 police officers, with 80% of the police budget going to staffing.
The city's police hiring spree has become a pattern in the last five years, becoming a clear, significant contributing factor to our budget deficit.
Furthermore, burdening the general fund to absorb temporary police positions is exactly what created this crisis.
In 2020-2021, the city used ARPA grant money to pay for $9 million for personnel, and $10 million for overtime.
When ARPA expired in 2024, our taxpayer dollars had to take the burden of those costs, creating a multi-million dollar funding gap.
In 2023, the city received a $15 million grant to combat organized retail theft and fund 27 officer positions.
Now that it is expiring, the general fund
is once again on the hook.
The Mayor's budget solutions is “savings by attrition,” which means:
Departments that are already understaffed get cut further The massively grown police department budget gets slightly reduced We are perpetuating the cycle of investing in policing over the needs of
Fresnans.
I urge you to:
Vote NO on absorbing the 27 grant-funded police positions.
Let them lapse as they were intended to and use 2.3 million this year to fund:
1. The eviction protection program and other protection against the
2. Advanced Peace is a proven effective program for violence intervention.
3. Support robust youth programming to support our youth at critical development stage.
To oppose expanding the HART team with more police positions that treat the unhoused community with aggression and disdain.
We cannot have a
waste of taxpayer dollars on ineffective carceral approaches during a budget crisis.
Thank you,
Vanessa Hernandez

June 11th, 2026
Dear esteemed members of the Fresno City Council;
I was made aware that Annalisa Perea put forth a motion to allocate funds for a future Tower District Library. I am in favor of this motion to approve funds for a future Tower District Library; not just as a constituent, but as a resident and/or supporter of the Tower District.
I am aware that Fresno City Council cannot directly affect actions of the Fresno County Board of Supervisors or the Fresno County Public Library. However, the approval of funds from Fresno City’s budget toward a future Fresno County Public Library in the Tower District will provide much needed momentum in making it an official Fresno County Public LIbrary capitol project.
All branches of the Fresno County Public Library, no matter its size, offer so much to each community it resides in. It’s not only a place for the borrowing of books, movies, music, and video games. It is a place of accessibility, a safe third space that is open to everyone in the community without discrimination. It gives access to computers, WiFi, and supplemental educational programs for every age. It is a heating and cooling center that provides access to clean water and necessary facilities. A library helps its communities to thrive.
I am in complete support of this motion to allocate funds, as a vote for approval will directly impact the underserved community in and around the Tower District. An investment in a Tower District Library represents an opportunity to strengthen neighborhood resources and your vote continues to build on the momentum that this community has already made.
Sincerely,
Andrea Gillanders

eComment: I am for increasing funding for the spay and neuter of our beloved animals. We need to end the crisis in our area of euthanization of healthy loving animals due to lack of space in our shelters and non profit groups. The only way to achieve this is mandatory spay and neuter and funding to accomplish this. If we work hard to implement this we can actually save money in the future! But most importantly we can end the heartbreak and suffering. PLEASE increase funding and support for our spay and neuter organizations, city shelter and help our many non profit groups who give their all to help these precious animals. We CAN solve this problem. Let€™s do it now!

eComment: Fresno City Council Members, I am writing as a Fresno resident and supporter of animal welfare to ask that you continue and increase funding for Trap-Neuter-Return (TNR) programs through the Fresno Animal Center. TNR is a humane and proven method for reducing the community cat population. By trapping, spaying or neutering, vaccinating, and returning healthy cats to their outdoor homes, TNR prevents countless unwanted litters, improves the health of community cats, and reduces the number of animals entering shelters. I have been a volunteer with Fresno TNR this past year, and I have personally seen the positive impact these programs have on reducing animal suffering and improving our community. Volunteers and rescue organizations dedicate countless hours to helping animals, but we cannot address this issue alone. Continued city support is essential for these efforts to succeed. Funding TNR programs is a smart investment that benefits both animals and residents. It helps reduce shelter overcrowding, lowers costs associated with animal control, and creates a more compassionate community for everyone. I respectfully ask you to prioritize TNR funding in the city budget and ensure these lifesaving programs remain available and accessible throughout Fresno. Thank you for your time, your service to our community, and your consideration of this important issue.
Sincerely, Cindy Curry

I respectfully ask each Council member to support this motion and make prevention a priority in this year's budget. It's definitely a start to getting the population of unwanted and un-housed dogs and cats decreased. As an animal lover, rescue volunteer, and retired veterinary technician I know how important this program will be. Overpopulation is a huge problem in our county. I see day after day people looking to home puppies or kittens who were born accidentally. Day after day citizens are rhoming pets they can no longer care for, the shelters and their staff are feeling the burden, and facilities are bursting at the seams. Rescues from other cities and sometimes out of state feel the need to step in and help Fresno/Clovis shelters. We're in a crisis here. We need something done to ease this burden on our community resources. Please consider the allocation of the maximum funding to help this important issue in our community. Investing in these programs is the most effective, humane, and fiscally responsible way to address our community€™s animal welfare challenges. Over time, consistent spay/neuter access reduces shelter intake, lowers strain on limited resources, and dramatically cuts long-term costs. This is how we fix the problem; not with crisis response, but prevention, compassion, and a commitment to sustainable change.

The program has helped me rescue numerous kittens, cats that otherwise i would not havd been able to fix due to limited income and limited low income programs and availability. Although they are strays and not my pets the least we can fo is get them fixed so they stop the cycle of having unwanted litters over and over. It breaks my heart knowing these babies face a horrible life of troubles and uncertainty living out in the streets. The shelter does not help much they just ask us to place them back where they were found. So that makes it hard on all Rescues and citizens like myself trying to stop this cycle. These low prices they offer help us make this possible. Please help us all by giving them more resources to continue this beautiful project of TNR. Thank you

TNR is an extremely worthy cause. The allocation of more funds will significantly aid in the reduction of feral births and the suffering of helpless animals. With the assistance of volunteers from Fresno TNR I was able to trap and spay/neuter twenty feral cats on my street. To consider the number of kittens (most destined to die in misery) that would be on the scene had it not been for stalwart efforts of Fresno TNR is sobering. The horror of the endless cycle of exponential reproduction resulting in starvation, disease and horrible deaths.TNR needs funding to continue and increase this valuable service. Please pass this! eComment: Please support our local animal shelters. The work they do is instrumental in helping with the epidemic in our society of dumping animals. This funding would help their reach to service more of the valley and offer more lost services for pets.

eComment: Based on my personal experience as a Volunteer with the CC-SPCA, when they held Animal Shelter and Control contracts for both The City and County of Fresno and now with The FAC/Fresno Animal Center. As a Foster Family, Pet Adopter, at Animal Balance Spay/Neuter Events and on and off-site Adoption Events, I stand in support of this proposal to increase the funding provided for spay/neuter services. Not Free but an off-set to the hard cost of providing access to a $35 dollar +/- co-pay program. The City Council can look to the success of the current Low-Cost Programs provided through the partnership with the Vets of Animal Balance and The SF-SPCA, to see that this investment will be a Win-Win. With the broader availability of Low-Cost spay/neuter services the cost of Animal Control Services, Dog running at large, Dangerous Dog reports and dead animal pickup will be reduced in time.

eComment: unfortunately, it hurts my heart to say Fresno is the capital of euthanasia of the United States We need more spay and neutering support by the county and the city. We also need support from the public. I€™m very concerned with overpopulated animal shelters this causes many loose animals on the street without food without water. I have been an advocate for water Spicket near bus stops for animals and the homeless. I believe that all Fresno residence deserve clean hands, a clean face and a place to get a drink of water water fountains used to be without a doubt in every public place now I see nothing but water, plastic bottles being sold. plastic bottles, add to the litter and add to global waste Well, I certainly hope that city officials move forward on giving animal shelters a budget that can help eliminate the problems that other council members have overlooked in the years past this problem isn€™t going to go away I asked this council to leave a legacy of humane kindness thank you sincerely Marie Durney and please consider the water Spicket

eComment: Here€™s the new suggested letter: Greetings Mayor and Council Members, I
respectfully urge you to support Councilmember Annalisa Perea's motion to allocate $1 million for spay-and-neuter services in the FY 2026-2027 budget. Animal overpopulation remains one of the most significant challenges facing Fresno. The most effective and cost-efficient solution is prevention. Spay and neuter programs reduce shelter intake, decrease the number of unwanted litters, improve public health, and lower the long-term costs associated with animal services.
A $1 million investment would provide meaningful access to much-needed spay- and-neuter services throughout our community and help address the root cause of animal overpopulation. This funding would create lasting results by reducing shelter intake, easing overcrowding, and improving outcomes for animals and residents alike. Councilmember Perea's proposal represents a proactive, humane, and fiscally responsible approach. I respectfully ask each Council member to support this motion and make prevention a priority in this year's budget.
Thank you for your consideration and your commitment to the residents and animals of Fresno.

eComment: PLEASE vote to provide more funds for spay & neuters. We have excellent teams out in the city doing great work on helping get the feral/stray animal population under control. I personally have paid out of pocket for three cats to be spayed and neutered in the last year. Plus getting their shots, etc. These are community cats. Strays. This has helped immensely in our apartment complex where we have strays roaming. It makes a big difference in the quality of life in our city to take care of this important issue so the stray animal population gets under control.
Thank you!

eComment: I strongly support more funding for spay and neuter programs. As a Fresno resident my neighborhood has countless stray adult cats and kittens. I participate in the Trap-Neuter- Return programs. These low cost programs assist me greatly. A female can have over 8+ litters in their lifetime. My colony of 10 could easily be a colony of 40+ if there weren't programs to assist with spaying and neutering. The TNR community is large and strong. We support one another and assist when available. Please continue to allocate funding.

eComment: Good evening Mayor and Councilmembers. I urge the City of Fresno to increase funding for spay and neuter services, one of the most effective and cost-efficient ways to address animal overpopulation. Preventing unwanted litters reduces shelter intake, lowers taxpayer-funded care costs, and helps decrease euthanasia rates. Expanding affordable spay and neuter access, especially in underserved communities, addresses the root cause rather than the consequences. This burden has increasingly fallen on local rescues and residents who pay out of pocket to help sick, injured, abandoned, and unaltered animals. Many can barely afford their own expenses, yet continue filling gaps in a system that is struggling to keep up. The growing number of stray and neglected animals also affects quality of life and how people view our city. Addressing overpopulation through prevention can improve animal welfare, reduce costs, and strengthen Fresno€™s image. I urge Fresno to invest in spay and neuter programs and strengthen partnerships with local rescues. By investing in prevention today, we can reduce suffering and create lasting benefits for both animals and our community. Thank you.

Fresno Co has become a horror show of homeless, starving, sick, wounded, dying suffering animals. There are dead animals in the streets. I don't care to support any of your projects until you deal with this mess. This is absolutely embarrassing. Every last dog & cat in county boundaries needs to be spayed or neutered. The citizens have lost their right to choose if they want this or not & you need to step into leadership with this issue before it gets any worse.

To many unwanted kittens and dogs loose, awareness to the Fresno poorer population must be incouraged, as they are not aware of the dangers and run down that overpopulation of animals brings. Immigrants from poorer countryslet their animals roam, mate, free and wild. Fund it, fund it please!

eComment: To stop the bleeding, we must address the problem at its source. Increasing funding for spay and neuter programs is one of the most effective and humane ways to reduce pet overpopulation. Every unwanted litter prevented means fewer animals entering already overcrowded shelters and, ultimately, fewer animals facing euthanasia. Investing in prevention today reduces suffering tomorrow and helps create a sustainable solution rather than continually managing the consequences of overpopulation.

In the best interest of the community , I believe spay and neuter should be free for everyone or very low cost so everyone can afford to fix their pets to stop the overpopulation crisis we have right now

People need to be educated on the importance of spaying and neutering their pets instead of letting them run lose to get knocked up. More money for funding could potentially help. Fresno TNR has fixed over 23,000 cats in the last 3 years and it is hardly a dent in the what this city needs. Something has to give here other than euthanized innocent animals.

Why is our city not working to solve the problem? Why is more money not going into spay and neuter programs. It is not safe for your cities people to have so many animals running wild.
You need to do better. Use the money to solve the issues. We need to do better to care about the animals and safety of our community.

eComment: We need to have more funding for spay and neuter services. An article was recently published citing that almost 2,500 animals were euthanized in 2025. This is absolutely horrific and unacceptable. I do not blame the shelter in the least! This falls on humans. Every day, animals are dumped, left to fend for themselves against the elements, coyotes, other loose dogs, etc. Backyard breeders further contribute to this mess. A mess that is left for others such as myself to clean up. I currently have eight dogs in my home, all of whom came from the streets or were abandoned. There are not enough fosters or adopters for all the dogs and cats. I urge you to recognize and acknowledge the current animal crisis we are in. Our valley needs all the financial support possible so that people can get their pets spayed and neutered. It will not completely solve the problem, but it will go a long way in making a difference. Puppies as young as one week old have been euthanized. This could be prevented if dogs were fixed. With summer upon us, it pains me to think of pregnant dogs and cats bringing puppies and kittens into the world with just the hope that they€™ll survive. Central Valley animals deserve better.
Please consider putting as much funding as possible towards spay and neuter initiatives. Thank you.

eComment: To the members of the Fresno City Council and the Mayor of the City of Fresno: I am writing as a Clovis resident and neighbor to Fresno to express my strong support for Councilmember Annalisa Perea€™s motion to allocate $1 million for spay€‘and€‘neuter services in the FY 2026€“2027 budget. Although I live just outside Fresno city limits, the challenges created by animal overpopulation do not stop at jurisdictional boundaries.
Fresno€™s shelter capacity, intake numbers, and public€‘health impacts directly affect the entire region. The most effective and fiscally responsible way to address these issues is through prevention. Spay€‘and€‘neuter programs reduce unwanted litters, lower shelter intake, improve community safety, and decrease long€‘term costs associated with animal services. A $1 million investment would significantly expand access to essential spay€‘and€‘neuter services and help address the root causes of overpopulation rather than its consequences. This funding would lead to measurable, lasting improvements for animals, residents, and the broader Central Valley community. Councilmember Perea€™s proposal is a proactive, humane, and financially sound approach to a persistent regional problem. I respectfully urge each Councilmember to support this motion and make prevention a priority in this year€™s budget.
Thank you for your consideration and for your commitment to the well€‘being of Fresno€™s residents and animals.

eComment: I support the proposal to allocate funds in our upcoming budget for animal spaying and neutering. Fresno City and its residents need to act responsibly on behalf of animals in our area. Our city has an overpopulation of unhoused animals. We must be their voice and act with care. Spaying and neutering them is the minimal care we can provide. This helps them have healthier lives and prevents needless sickness and death of unwanted feral cats and abandoned dogs. I say yes to allocating funds towards animal spaying and neutering! eComment: The budget in my opinion is not generous enough with a program for spaying and neutering the pets in the City of Fresno. The allocated funds for salaries for Director of Fresno Animal Center and other salaried positions, far outweigh the monies delegated for the spay and neuter program. The crisis as it is in Fresno City and surrounding areas is horrendous. I believe the city should be offering FREE spay and neuter services to anyone who wants it for their pets. I believe the city has created a crisis by NOT offering more funding and inexpensive services for this purpose. I know that the time it takes to neuter a male dog takes only minutes. Maybe 5 or 10 tops. Spaying takes longer. But not by much. These services that people are paying for is a rip off. This money goes back into the city coffers and who knows what it€™s used for. The SOLUTION is FREE SPAY AND NEUTERING SERVICES to all citizens of the City of Fresno.
This would be easily accomplished by showing proof of residency with a utility bill and driver€™s license. The fact that the city has created this crisis by not offering more accessible and affordable services as these, and then are euthanizing perfectly healthy animals in the Fresno City Center is appalling. It is like a third world county in some parts of Fresno where dogs are roaming aimlessly. The City of Fresno needs to do better and BE better. We are known all over the country for this crisis.

eComment: I urge the Council and Administration to support budget motions 35 and 54, by Council Member Arias, which together would add $500,000 in City funding for City-sponsored special events. As we know well in Downtown, the cost of executing street events is substantial.
Insurance, public safety, traffic control, sanitation, and proper payment for performing artists all create real expenses, even before accounting for the significant time and effort organizers invest in planning and preparation. Typically, these costs cannot be covered entirely through admission tickets, vendor fees, or corporate sponsorships. Nor should they be. Keeping price barriers low for community events helps ensure Fresno residents can participate broadly and small businesses can benefit from the resulting foot traffic. Following the PBID management plan, the Downtown Fresno Partnership invests limited assessment resources in public events that support Downtown small businesses. However, an operating deficit of several thousand dollars per event day typically still remains, which is unsustainable. But these events also serve a broader culture-making role for the entire community, beyond the scope of the PBID management plan. That broader public benefit requires public investment to cover the funding shortfall. Motions 35 and 54 would address this challenge, and I respectfully urge Council support.

eComment: There is currently an unprecedented number of homeless animals on our streets.
The majority of them have been abandoned or dumped. Many, if not most, of these animals have not been spayed or neutered, meaning more animals being born on the streets and left to fend for themselves. These animals are starving to death, being attacked by other animals, used as bait, being hit by cars and other terrible things. Our shelters are full and turning away animals that desperately need their help. And people in the community who try to help by fostering these helpless creatures, are being threatened and fined for having €œtoo many animals€ . The city needs to step up and take responsibility in order to make progress on solving this crisis.
Shelters need more funding in order to expand, more shelters need to be built, and more free and low cost spay and neuter services need to be made available. There need to be strict laws made and enforced that fine and jail people found abandoning, dumping or abusing animals.
Until this issue is taken seriously and until our elected officials make the choice to make this problem a priority, it will only continue to get worse. These animals cannot speak for themselves to ask for help. We, the citizens of the city of Fresno and the members of the rescue community, are their voices. And We, are desperately asking our city officials to please step up and help them.

Not mentioning all the negligence that people also need to pay for their actions.

Also to mention the recent racketeering that mayor Jerry dyer has been doing to have this bill proceed. The land that was set to burn off the corner of blackstone and E McKinley Ave. the old Carl€™s Jr location.
Which is the same area that Jerry€™s plan to rebuild part of the trains station and ad to it there. I have video evidence and through cell phone texts and payments for it being done. I advise this bill be pushed and a full investigation be done. I mean you do have the flock cameras there as well.

eComment: I respectfully urge you to support Councilmember Annalisa Perea's motion to allocate $1 million for spay-and-neuter services in the FY 2026-2027 budget. Animal overpopulation remains one of the most significant challenges facing Fresno. The most effective and cost-efficient solution is prevention. Spay and neuter programs reduce shelter intake, decrease the number of unwanted litters, improve public health, and lower the long-term costs associated with animal services. A $1 million investment would provide meaningful access to much-needed spay-and-neuter services throughout our community and help address the root cause of animal overpopulation. This funding would create lasting results by reducing shelter intake, easing overcrowding, and improving outcomes for animals and residents alike. €‹ Councilmember Perea's proposal represents a proactive, humane, and fiscally responsible approach. I respectfully ask each Council member to support this motion and make prevention a priority in this year's budget. €‹ Thank you for your consideration and your commitment to the residents and animals of Fresno.

eComment: I have been providing food and water for dogs I see on the street for years. As a matter of fact, I keep dog food and water in my car for homeless people and their pets. The summer months are the worst for them. I urge you to consider spending more than 2% of the budget on spay and neuter services. At a time when people are struggling to survive, it is critical that the city provide services such as this for people€™s pets. It would certainly prevent the shelter from having to turn away strays and dumped animals. Thank you.

Our petdemic is out of control we are in a crisis the problem is out of control and in order to control the problem we need to start at the root of the problem and that starts with having these animal fixed to prevent unwanted litters roaming the streets fighting for their lives starving to death getting hit by cars etc.I have 6 dogs in my care all of which came from the streets dumped left alone to try and survive we have to do better we have to be their voices View and Analyze eComments

eComment: I support the proposal to allocate a significant amount of funds to spay nueter thee area's animals. I have personally found and fostered 3 dogs in the past year and 1 dog that was reunited with owner. Non were fixed prior. I have also found and fostered too many cats/kittens to keep track of. The area is overwhelmed with strays having babies. The animals seen and posted are dying of starvation, cars, and wild animals as well as other strays. The moms give their whole body to the young and then are impregnated again, and again. Fresno officials need to step up.and do the best thing for these animals starting with fixing them. Fresno residents need options for low cost fixing options. I support Fresno taking responsibility for this situation.

eComment: please consider funding for spay and neuter , there is a already a huge overpopulation and funding will allow more people to be able to safely trap spay/neuter and return animals to their place of belonging. This is also beneficial to shelters since there isn€™t much space or resources for the animals that are already in the care of a shelter due to the high overpopulation. All in all, funding will help minimize the population.

eComment: Please help our community with additional funding for spay and neuter programs throughout the district in order to get ahead of the pet overpopulation crisis that we are currently experiencing. While there are numerous factors that we must consider, spay and neuter programs is by far one of the most effective ways to combat the growing crisis. Granted, there are many additional methods that can help with the problem, but at this very moment, spay and neutering services made available to low income households is by far the fastest way and most effective way to get this problem under control. Thank you for your time and I hope this message finds you well.

eComment: If we truly care to make an effective difference for animals and those who care for them, we will fund the prevention solution of spay/neuter. We know wherehousing animals doesn't work and leaving them unaltered on the streets explodes the population and the suffering. Please fund spay/neuter with sn amount that can start to make a difference. I have worked in Animal Control in this community beginning in 2003 and I'm still in Animal Welfare and I've never seen the situation for animals at this dire of a level. We should beautify the entire community which includes cats and dogs. Thank you for your consideration of this important matter.

eComment: I am writing to encourage the City to consider allocating funding not only to the Fresno Animal Center's services, but also to the nonprofit organizations that work alongside the shelter to address our community's animal welfare challenges. The shelter provides an essential public service, but it cannot solve the animal overpopulation crisis alone. Local nonprofit rescues play a critical role by pulling animals from the shelter, providing medical care, facilitating adoptions, and supporting spay and neuter efforts that help reduce shelter intake over time.
These organizations save lives every day while helping reduce the strain on shelter resources, often operating primarily through donations and volunteer support. By investing in nonprofit rescue partners, prevention programs, and public education efforts, the City can strengthen the entire animal welfare network that benefits both animals and residents. Supporting these organizations is not separate from supporting the shelter€”it is an investment in the partnerships and resources that help the shelter succeed. Thank you for your time and consideration. I respectfully ask that you support funding solutions that strengthen these partnerships, expand community education, and enhance the lifesaving work being done throughout Fresno.

eComment: The most cost-effective way to reduce shelter overcrowding is to prevent unwanted litters before they enter the Fresno Animal Center. We respectfully request a dedicated line item for feral and community cats & dog, expanded low-cost spay/neuter services for owned pets, and partnerships with local nonprofit organizations. Every dollar invested in prevention saves multiple dollars in shelter operations while improving animal welfare and public safety.

Greetings Mayor and Council Members,
I respectfully urge you to support Councilmember Annalisa Perea's motion to allocate $1 million for spay-and-neuter services in the FY 2026-2027 budget.
Animal overpopulation remains one of the most significant challenges facing Fresno. The most effective and cost-
efficient solution is prevention. Spay and neuter programs reduce shelter intake, decrease the number of unwanted
litters, improve public health, and lower the long-term costs associated with animal services.
A $1 million investment would provide meaningful access to much-needed spay-and-neuter services throughout our
community and help address the root cause of animal
overpopulation. This funding would create lasting results by reducing shelter intake, easing overcrowding, and improving outcomes for animals and residents alike.
Councilmember Perea's proposal represents a proactive,
humane, and fiscally responsible approach. I respectfully ask each Council member to support this motion and make
prevention a priority in this year's budget.
Thank you for your consideration and your commitment to the residents and animals of Fresno.
sincerely,
Amber Kraemer

Greetings Mayor and Council Members,
We simply cannot continue to ignore the animal crisis in Fresno. It is so sad to go anywhere in Fresno nowadays because it is almost inevitable that you see animals suffering in our streets.
Hungry, thirsty, terrified, sick, injured, etc., with no help unless a kind hearted person with available resources can help. We can't continue letting these animals down. Humans created this problem and humans keep the problem going. The innocent animals are the ones who pay for the mess that humans create. Please, we need all of the help we can get.
I respectfully urge you to support Councilmember Annalisa Perea's motion to allocate $1 million for spay-and-neuter services in the FY 2026-2027 budget.

Dear Fresno City Council Members,
Re: ID 26-683 Fresno Animal Center Budget
I am writing as a concerned member of the Fresno community to respectfully urge the City Council to increase funding for community-based spay-and-neuter programs in the FY 2026- 2027 budget.
It is concerning that approximately 80% of the Fresno Animal Center budget is dedicated to salaries and wages while prevention programs continue to receive limited funding. If Fresno is serious about addressing animal overpopulation, reducing shelter intake, and creating long- term solutions, it must invest more in proactive programs that address the problem at its source.
I strongly support Councillmember Annalisa Perea's motion to dedicate $1 million to spay- and-neuter funding. This investment would represent a significant step toward reducing animal overpopulation and improving outcomes throughout our community. Spay and neuter programs are widely recognized as among the most effective and cost-efficient tools for reducing the number of unwanted animals entering the shelter system.
Every dollar invested in prevention helps reduce future costs associated with animal intake, housing, medical care, and shelter operations. By focusing resources on prevention, Fresno can make meaningful progress toward a more sustainable and humane approach to animal services.
I respectfully ask the City Council to:
• Approve Councilmember Annalisa Perea's motion for $1 million in spay and neuter funding. • Establish a dedicated annual funding source for community spay and neuter programs • Prioritize prevention-focused solutions that address the root causes of animal overpopulation. • Invest in programs that provide measurable reductions in shelter intake and improve outcomes for animals and the community.
The upcoming budget presents an opportunity to make a lasting investment in prevention. I respectfully urge the City Council to support increased funding for spay and neuter programs and to take meaningful action to address animal overpopulation in Fresno.
Thank you for your consideration and for your service to the residents of Fresno.
Respectfully,

Dear esteemed members of the Fresno City Council;
I was made aware that Annalisa Perea put forth a
motion to allocate funds for a future Tower District Library. I am in favor of this motion to approve funds for a future Tower District Library; not just as a constituent, but as a resident and/or supporter of the Tower District.
I am aware that Fresno City Council cannot directly
affect actions of the Fresno County Board of Supervisors or the Fresno County Public Library. However, the approval of funds from Fresno City’s budget toward a future Fresno
County Public Library in the Tower District will provide much needed momentum in making it an official Fresno
County Public LIbrary capitol project.
All branches of the Fresno County Public Library, no
matter its size, offer so much to each community it resides in. It’s not only a place for the borrowing of books, movies, music, and video games. It is a place of accessibility, a safe third space that is open to everyone in the community
without discrimination. It gives access to computers, WiFi, and supplemental educational programs for every age. It is a heating and cooling center that provides access to clean water and necessary facilities. A library helps its
communities to thrive.
I am in complete support of this motion to allocate
funds, as a vote for approval will directly impact the
underserved community in and around the Tower District.
An investment in a Tower District Library represents an opportunity to strengthen neighborhood resources and your vote continues to build on the momentum that this
community has already made.
Sincerely,
_Denise Porter

I am hearing and reading that the actual facts from Mayor Dyer and Chief Casto that the HART team does not destroy and seize survival and personal and medical supplies and does offer services is an outright lie. This is not true!!!
I have witnessed and have videos of their behaviors.
Please stop defending the lies!!!!
Please do not add another HART team. It is not necessary.
Ya all know the ordinance isn't working, it is costing more monies in legal fees. Is the attempt to add this extra team because your desperate to keeping our unhoused down?? Let's get those safe lots and safe camps with some of that $900,000.
Also..
De-escalation and compassion training for the current day and night HART team Open shelters
Build more affordable housing (Mayor has stated we are 10 yrs behind in building)
Increase Peace Fresnos' monies
Initiate Rent cap
Open more youth centers for our teens at our community centers Open cooling centers when its 100°
Open warming centers the entire months of November, December and January.
Please consider my suggestions, I have seen firsthand the destruction of the HART team.
Oh and as far as the Poverello HOPE team going out on the calls, (REMEMBER they are part
of the HART team) is a LIE!!!!
They are not responding on calls with them.

Subject: Support for Animal Welfare Partnerships

Good morning, Councilmembers
I am writing to encourage the City to consider allocating funding not only to the Fresno Animal Center's services, but also to the nonprofit organizations that work alongside the shelter to address our community's animal welfare challenges. As a District 6 resident, I care deeply about the welfare of animals and the quality of life in our neighborhoods. I have personally observed more roaming dogs and increasing numbers of cats and kittens in our community, which underscores the need for continued investment in animal welfare services, prevention programs, and public education.
In addition to funding shelter and rescue services, I believe the City should invest in community education regarding animal laws, responsible pet ownership, animal health, and available animal welfare resources. Many residents are simply unaware of local ordinances, low-cost veterinary options, spay and neuter programs, licensing requirements, and other resources that can help prevent animals from entering the shelter system in the first place.
Expanding education throughout all areas of Fresno would help create a more informed community and support long-term solutions to animal welfare challenges.
By investing in nonprofit rescue partners, prevention programs, and public education efforts, the City can strengthen the entire animal welfare network that benefits both animals and residents. Supporting these organizations is not separate from supporting the shelter—it is an investment in the partnerships and resources that help the shelter succeed.
Thank you for your time and consideration. I respectfully ask that you support funding solutions that strengthen these partnerships, expand community education, and enhance the lifesaving work being done throughout Fresno.
Respectfully,
Savanna

June 15, 2026
Honorable Mayor and Members of the Fresno City Council, On behalf of Fresno TNR, we respectfully urge the City Council to increase funding for community spay-and-neuter services in the FY 2026-27 budget and to support Councilmember Annalisa Perea's motion to invest $1 million in this critical prevention program.
For more than three years, Fresno TNR has worked alongside residents, rescue organizations, and community partners to address pet overpopulation at its source. Together, we have helped facilitate more than 24,000 spay-and-neuter surgeries for felines, preventing countless unwanted litters and reducing the number of animals entering Fresno's shelter system.
Investing in prevention is one of the most effective and fiscally responsible strategies available to the City. The cost of a spay or neuter surgery is only a fraction of what it costs to house, feed, medically treat, and care for an animal in a shelter. Most shelters must also spay or neuter animals before adoption, which means they often absorb both the cost of daily shelter care and the cost of the surgery itself. Unaltered animals often remain in shelters longer while awaiting surgery appointments, further increasing expenses for staffing, housing, and medical care.
By preventing unwanted litters before they occur, Fresno can reduce shelter overcrowding, lower operating costs, and direct more resources toward lifesaving care. Every animal prevented from entering the shelter system represents savings for taxpayers and a better outcome for the community.
Spay-and-neuter funding also supports public health and safety. Many families want to be responsible pet owners but struggle to access affordable veterinary services. Spay and neuter programs often include rabies vaccinations, helping protect both animals and people. These programs also reduce nuisance behaviors such as roaming, spraying, aggression, and excessive vocalization, which are common reasons pets are surrendered to shelters.
In addition, spaying and neutering improve animal health by preventing certain cancers, infections, and other costly medical conditions. When pet owners cannot afford treatment, animals often end up in shelters, creating additional strain on already limited resources. Expanding access to affordable spay-and-neuter services helps keep pets healthy, keep families together, and reduce shelter intake.

Thank you for your leadership and consideration. We look forward to partnering with the City of Fresno to create a more humane, sustainable, and cost-effective approach to animal welfare.
