Meeting: City Council on 2026-06-09 9:00 AM - Budget Hearings - Continued from June 8, 2026 Item: ID 26-683 Fresno Animal Center Department
eComment: Dear Members of the Fresno City Council, I am writing to express concern regarding the proposed budget for the Fresno Animal Center, which does not include a dedicated line item for spay and neuter services for community cats, community dogs, or low-income public pet owners. Spay and neuter programs are one of the most effective and humane ways to reduce animal overpopulation, shelter intake, euthanasia rates, and long-term taxpayer costs. Without preventative funding, the City will continue paying significantly more for intake, housing, medical care, and euthanasia rather than addressing the root cause of the problem. Community organizations and volunteers cannot solve this crisis alone. Fresno residents need accessible, affordable spay and neuter options, especially for stray and community animals that continue reproducing throughout our neighborhoods. I respectfully ask the Fresno City Council to amend the proposed budget to include dedicated funding for community and public spay and neuter services. Prevention saves lives, improves public health, reduces shelter overcrowding, and is a fiscally responsible investment for the City of Fresno. Thank you for your consideration. Kris Thompson Fresno TNR

eComment: Dear Mayor Dyer and Fresno City Councilmembers, I am writing in strong support of Community Paws Alliance and the request to include dedicated spay/neuter and TNR funding in the Fresno Animal Center 2026€“2027 budget. Fresno€™s community cat issue cannot be solved only after cats and kittens are already in crisis. The most humane and responsible approach is prevention. Trap-Neuter-Return and accessible spay/neuter services stop the cycle of unwanted litters before it grows larger. Local rescues, trappers, fosters, clinics, and volunteers are already doing this work every day with limited resources. They are helping residents, reducing suffering, preventing more kittens from being born outdoors, and easing pressure on the Fresno Animal Center. But volunteer effort alone cannot meet the scale of the need. Funding TNR and spay/neuter is a practical investment in Fresno. It benefits neighborhoods, reduces nuisance behaviors, lowers future shelter intake, and supports the people already doing this work. Please make spay/neuter and TNR a clear budget priority and fund qualified local organizations that are ready to help Fresno address this issue humanely and effectively. Thank you for your consideration.

eComment: We can't just continue to ignore the overpopulation of animals in our county. We can pretend like it's someone else's problem. There are nonprofits and hundreds of volunteers that work tirelessly daily to control the pet population here in Fresno. There is something that the City of Fresno can do and that is support these. I personally have had three cats fixed through Fresno TNR. It is as affordable as it gets. They've helped me become a better pet parent by being responsible. After seeing how hard they work I decided to volunteer there. These volunteers that are running the nonprofits are just that volunteers. They are not getting paid they actually have full-time jobs and families. Yet they are the ones that get the messages hundreds of day for hurt animals, for pregnant animals for dead animals and they respond. They are the feet on the ground. Please vote in favor of helping cure funds.

eComment: It is absolutely heartbreaking to drive down almost any Fresno street and see the homeless dogs and cats fighting to stay alive. I honestly dread going places now because there is just constant suffering all around us if you look. We have failed these innocent animals and continue to fail them by turning a blind eye. This has to change and we all need to be a part of it.

As a small business owner who tries to donate and volunteer at local organizations I ask you to do something about this. This situation got out of control a long time ago. Time to do the right thing.

eComment: City of Fresno officials, I am writing in support of increasing designated funding for low cost spay/neutering services within the city of Fresno. We are not going to adopt our way out of the animal overpopulation in the Central Valley. Prevention is key. Fresno Animal Center routinely turns animals away and euthanizes cats, dogs, kittens, and puppies to make space.

What if this didn't need to happen? Spay/neuters are expensive at private vets and a large number of people within the city of Fresno simply cannot afford the costs. Animals go unaltered and more litters are born. Low-cost spay and neuter programs will decrease the quantity of animals running free within the city and improve the health and welfare of both the animals and citizens. The best part- No one is asking the city to create its own program. Community Paws Alliance already has a group of rescues and organizations with systems in place to offer low-cost spay/neuters. No re-inventing the wheel, but partnering with proven rescues and offering financial support to help the citizens of Fresno help the animals they care about.

eComment: It is so inhumane to see so many cats and kittens and dogs and puppies running around loose with no one to care for them and just populating the neighborhoods. It is so out of control. Some people who do find the animals do what they can to see that they might have food but that does not stop the problem of them getting pregnant and populating more. I know so many people who say they just can't afford to get these animals spayed and neutered and vaccinated. The city (and county) really must step up and offer help in every way possible. eComment: As an animal lover that has lived in Fresno County for the last 15 years, it breaks my heart to see the ever growing number of stray dogs roaming the streets, or filling the shelters and over initiating staff with the horrible task of euthanasia for many pups. One of the most effective way of controlling the pet population is spay and neuter, this funding has the potential to prevent the over population and support pets with higher rate of adoption or foster. This funding to support our city would also prevent illness and pest from spreading among the most vulnerable animals. Please consider the needs of the community as a whole, a community that cares for the most vulnerable animals is one I want to say that I am a part of, Thank You! View and Analyze eComments

eComment: I encourage the City Council to revise the proposed budget to include specific funding for public and community-based spay and neuter initiatives. Expanding preventative services supports healthier communities, improves animal welfare outcomes, eases pressure on shelter systems, and represents a responsible use of taxpayer resources. Addressing animal overpopulation through accessible spay and neuter services is a practical, cost-effective approach to reducing shelter crowding, shelter intake numbers, and unwanted euthanasia.

Investing in prevention helps reduce future expenses tied to animal housing at the shelter, medical treatment, staffing, and other shelter-related costs. It is imperative that our city officials do more than just acknowledge that Fresno has an overpopulation problem, but actually do something about it and do it at a high scale. Fresno€™s animal welfare challenges continue to impact neighborhoods across Fresno, local and non-local rescues (including out of state), volunteers, and community groups. Volunteer-based entities with limited funds and resources can't carry this responsibility alone. Affordable and accessible services are essential for both owned pets and free-roaming animals that continue contributing to population growth when resources are unavailable. Thank you for your time and consideration of this important issue.

I have lived in Fresno all my life and we continue to poorly support animal welfare effectively. Why are cities like San Francisco and Santa Rosa able to take our rescues???? Because for many many years these communities have supported spay /neuter programs thru the city/county shelter to the degree there is no longer an overpopulation problem there. If it was done effectively elsewhere it can and should be done here. Ultimately reducing costs for overcrowded shelters and the constant turning away of animals in need.

There needs to be PROPER Animal husbandry/ownership classes before an animal can leave with an adopter. It does NOT need to be a long, drawn out process. If they can sit through a half hour or even hour long basic care presentation and answer multiple choice questionnaire, they can have an adoption fees waived or reduced. Please consider this as MANY people do not know what basic care entails.

eComment: Reducing overcrowding at the Fresno Animal Center starts long before animals reach the shelter. The most effective and affordable strategy is preventing unwanted litters in the community. To achieve this, we request a dedicated budget line for feral and community cats and dogs, expanded low€‘cost spay/neuter options for owned pets, and strengthened partnerships with local nonprofit organizations. Investing in prevention saves multiple dollars in shelter operations for every dollar spent, while also improving public safety and overall animal welfare.

eComment: We request a dedicated line item for feral/community cats & dog, expanded low-cost spay/neuter services for owned pets, & partnerships with local nonprofit organizations. Every dollar invested in prevention saves multiple dollars in shelter operations while improving animal welfare & public safety. City Council needs to revise the proposed budget to include specific funding for public & community-based spay/neuter initiatives. Expanding preventative services supports healthier communities, improves animal welfare outcomes, eases pressure on shelter systems & represents a responsible use of taxpayer resources. Addressing animal overpopulation through accessible spay/neuter services is a practical, cost-effective approach to reducing shelter crowding, shelter intake numbers & unwanted euthanasia. medical treatment, staffing & other shelter-related costs. Fresno€™s animal welfare challenges continue to impact neighborhoods across Fresno, local & non-local rescues (including out of state), volunteers, & community groups. Volunteer-based entities with limited funds & resources can't carry this responsibility alone. Affordable & accessible services are essential for both owned pets & free-roaming animals that continue contributing to population growth.

eComment: The City of Fresno is facing a severe pet overpopulation crisis that continues to strain local shelters, rescue organizations, and community resources. Every day, healthy dogs and cats are abandoned, surrendered, or born into situations where adequate homes are not available. The most effective and humane solution is increasing access to affordable spay and neuter services. We respectfully urge the City of Fresno to allocate additional funding for low- cost spay and neuter programs so that responsible pet owners can prevent unwanted litters before they contribute to an already overwhelming problem. Investing in prevention today will save taxpayer dollars, reduce shelter overcrowding, and improve the welfare of animals throughout our community.

eComment: We absolutely must have designated funds for spay and Neuter services both for owned and unowned cats and dogs. There is an out of control unowned/abandoned unfixed cat and dog population in Fresno especially since there is no where that will take them in, that must be a priority in the budget or this will only get worse. I do "TNR" of community/feral cats and have to pay out of my own money to spay/neuter the cats as I am trying to help control the population but I need the city to help burden some of these costs or I won't be assisting anymore. Please allocate 500k at the very least 300K towards spay and neuter services and education, specifically in the budget so that it is protected and used solely for this purpose. It is embarrassing that Fresno is one of the largest cities in California and yet it relies on and burdens small rescue groups to pay for the spay and neuter of its animals. We need to get our act together and get control of this issue. Make it a priority and put in in the budget, please! View and Analyze eComments

eComment: The new budget with zero dollars allocated specifically for spay and neuter services to the community members of the City of Fresno is reckless and dangerous. The City is already in crisis mode based on the modified intake of Fresno Animal Center and are failing at their responsibilities owed to the community. Zero or no cost spay and neuter services to the community is the only way to end the pet overpopulation problem faced in the city of Fresno. It is ridiculous to think that the City of Fresno will allow the continuous mismanagement of the Fresno Animal Center. S

eComment: It is unconscionable that there is no funding for spay and neuter programs. The suffering of unwanted animals running loose on the streets of Fresno County is horrendous. You have an over abundance of staff and completely fail in the care and well being of animals and citizens in this community. Animals running loose are a threat to the health and safety of residents. The only way out of this mess is revise the job descriptions of your employees so that they are working efficiently and effectively caring for animals and work administering spay and neuter programs. Unfortunately, the spay and neuter programs will have to operate with little co- payment from recipients because it i a sad fact of life that many people are not motivated to provide needed care for their pets. That starts with spay and neutering of their pets. My understanding is that you have 72 FTE€™s at a city/county shelter that can only house 300 animals. What are these people doing? They need to be out in the community doing outreach and working at spay/neuter clinics! There needs to a mechanism to enforce spay/neuter and assessment of fines to people that do not comply. Are you monitoring the social media sites where people are selling puppies and kittens? Enforce the current laws! You are throwing good money after bad with a budget that is not focused on eliminating the overpopulation of animals before it starts! DO BETTER!

eComment: The heart of a compassionate community is reflected in how it cares for its most vulnerable animals. Right now, our shelters are overflowing, but the most cost-effective€”and humane€”way to solve this crisis is to prevent unwanted litters before they ever reach the Fresno Animal Center. Behind every overcrowding statistic is a flood of innocent lives, and we can stop this cycle before it starts. We respectfully request a dedicated line item specifically for feral and community cats and dogs, expanded low-cost spay/neuter services for owned pets, and strengthened partnerships with local nonprofit organizations. Every dollar invested in prevention is not just a fiscal victory that saves multiple dollars in future shelter operations; it is an investment in mercy. By funding these proactive measures, we can protect helpless animals from suffering, relieve the immense burden on our dedicated shelter staff, and create a safer, more compassionate community for everyone.

We must continue to fix as many as possible to control the numbers and we need community education and pressure to fix pets. I am asking for dedicated funds earmarked for spay and neuter of owned and unowned cats and dogs added to the budget. This is not a want, it is a very high NEED!

eComment: There is not enough funds proposed for spay and neuter. We have a huge stray cat problem in every neighborhood of Fresno, and it won't get better unless we put real money and effort towards getting these animals spayed and neutered to limit population growth. Less money now means needing 30x the funds later.

eComment: I have witnessed firsthand the suffering caused by animal overpopulation and the lack of resources dedicated to prevention. As you consider the Fresno Animal Center budget, I urge you to increase funding for spay and neuter programs. If we truly want to reduce shelter overcrowding and animal suffering, we must address the root cause rather than simply manage the outcome. Are we really making progress through controlled intake while animals continue to suffer and die on our streets? Reports of injured, abandoned, and neglected animals often go unanswered for days. Many animals never make it into the shelter system and are not reflected in the numbers being reported. No one wants euthanasia to be the outcome. But is being hit by a car, dying from disease, starvation, exposure, or cruelty somehow more humane? We cannot ignore the reality of what animals endure outside the shelter. Fresno won€™t solve this crisis by focusing only on intake and outcomes. Animals are being born faster than there are homes and resources available to help them. Until we make a meaningful investment in affordable and accessible spay and neuter services, we will continue treating symptoms instead of solving the problem. Please invest in prevention. It is the most effective, compassionate, and fiscally responsible way to reduce suffering and create lasting change for Fresno€™s animals View and Analyze eComments

eComment: I appreciate the City€™s investment in many important priorities throughout the FY27 budget. However, I am concerned that there appears to be no dedicated funding for community spay and neuter programs. The previous UC Davis spay/neuter funding has been eliminated, and no replacement funding is identified. This is especially concerning because Fresno Animal Center routinely directs residents with feral and community cats to Fresno TNR for assistance. Fresno TNR is a completely volunteer-run organization that relies on donations and fundraising to provide services that directly benefit the City. Every cat trapped, sterilized, vaccinated, and returned helps prevent future litters, reduces shelter intake, lowers euthanasia, decreases nuisance complaints, and reduces demands on Animal Center resources. If Fresno Animal Center is referring residents to Fresno TNR as part of the solution, then the City should consider providing funding to support that work. Investing in spay and neuter is one of the most cost-effective ways to reduce long-term animal shelter costs and address community cat populations humanely.

We cannot turn a blind eye to this issue any longer. Let€™s take action now to protect our community€™s animals and promote responsible pet ownership! View and Analyze eComments

eComment: More funding should be allocated to spay and neuter. While I don€™t disagree that the shelters also need to be staffed and supplies need to be purchased, we have an issue with overpopulation in the area and the only way to stop it is through spay and neuter. The situation is so bad that I get daily updates for last calls from the shelter. Additionally residents are told to leave animals where they are unless they are injured. It is truly upsetting to see what is going on in our community.

eComment: We respectfully request increased budget support for spay and neuter services.

Opposing the current budget support now it is not enough with the amount of money the current shelter is receiving. Investing in preventive programs now helps reduce the number of animals entering the shelter in the future, benefiting both the animals and the community while making the best use of shelter resources. Please increase the spay and neuter services amount for the budget. Thank you.

Instead of spending a ridiculous amount of the money allocated on lining pockets, we need to spend it on Educating people on the importance of spay and neutering, and expose the incredible suffering of the lost and homeless animals . In the long run spay and neuter clinics will save money, and lives. Fresno has a heartbreaking amount of beautiful, healthy animals in high kill shelters, their precious lives snuffed out because humans have failed them . It is unacceptable and must change.

eComment: Shelters are completely overcrowded, which leads to innocent animals getting euthanized for no reason besides for space! The increase of budget will allow animals to have a fair chance at life and help educate our community on how Important it is to spay and neuter their animals. When there is more budget the more animals and families can be helped and stop the stay population. At the end of the day animals cannot choose for themselves, but us humans can! They are just as important as you are!

eComment: I am writing to express my support for the City of Fresno's Animal Center budget and to encourage continued funding for spay and neuter programs throughout our community.

Pet overpopulation remains a significant challenge in Fresno, contributing to overcrowded shelters, increased numbers of stray animals, and higher costs for animal care services. One of the most effective ways to address these issues is by expanding access to affordable and free spay and neuter services for Fresno residents. Investing in spay and neuter programs helps reduce unwanted litters, lowers shelter intake, improves animal welfare, and saves taxpayer dollars over the long term. Many families face financial barriers to obtaining these services, making city-supported programs an important resource for responsible pet ownership. I support Fresno's commitment to animal services and believe that prevention should remain a priority within the Animal Center budget. Expanding spay and neuter opportunities will benefit pets, residents, shelters, and the community as a whole. Thank you for your dedication to Fresno and for considering continued investment in these important programs. Sincerely, Rachel B View and Analyze eComments

eComment: Fresno looks like a third world country out here with all these poor dogs and cats being abandoned!! Also, so many homeless abandoning their dogs or have no choice in the matter when being removed from area(s) they are living in. With inflation its so expensive to spay and neuter, not everyone can afford it. Sadly, this is what is causing over population animals. So many rescues and shelters are over whelmed. Please have some compassion towards this crisis. Fresno is not what it used to be, its so heartbreaking! View and Analyze eComments

eComment: The city and county of Fresno need to support more Spay and Neuter funding for the city and county of Fresno. There are to many people in our communities who do not spay and neuter their pets or stray animals they try to help because they cannot afford to. They feel there is no option for them. When they do not spay or neuter these animals, they are contributing to the overwhelming overpopulation of cats and dogs in our city and county. If people could depend on FAC to offer low to no cost appointments to our residents, this would help with solving the problem. We as a city and county need to be proactive and not reactive. By helping before the new kittens and puppies are born, this would also help in clearing local shelters, since there would be less unwanted animals being born. We need to step up and start tackling this problem and burying our heads. Every time I speak to people at an outreach event, they are begging for help with the huge colony of cats having kittens in their neighborhood. So many feel helpless. Out a few blocks away from me, there are unwanted dogs and cats being abandoned because people feel they have a better chance in the wild than being euthanized by our local shelters. Why do we have to depend on Animal Balance for spay and nueter services in Fresno.

This is unacceptable! Our city and county should be doing better.

eComment: truly disheartening when we the people of the county try to save stray animals that are most of the time in near death situations, and the first thing we are told when seeking help is to release them back where they were found. it€™s truly sickening, when all of these strays could slowly slow down by simply offering spay and neutering more frequently with budget friendly options. people with go get the help of it was offered more. Every clinic that Fresno has, get filled with families willing to go in the county just needs to sponsor and offer it so we can truly see the difference. With that being said I believe if the budget would be higher it€™d benefit the community by increasing the surgeries being preformed .

eComment: I support adequately funding animal control staff, but prevention is dramatically underfunded. If we want fewer animals on the streets, fewer crowded shelters, and lower long- term costs, we must invest far more aggressively in spay/neuter and prevention programs. The current allocation focuses on managing the consequences rather than reducing the cause. Our shelters are full, rescue groups and volunteers are overwhelmed, and residents are too often told to return found animals to the streets because there is nowhere for them to go. This is distressing and heartbreaking for both the people trying to help and the animals left vulnerable on our streets. A budget is a statement of values. Right now, this budget allocates millions to managing the crisis and only a fraction to preventing it. The animals, shelters, volunteers, and taxpayers of this city deserve better.

eComment: Spending $7.7 million of a $9.6 million FAC budget on salaries, wages and benefits is a gross example of bureaucratic bloat without commensurate delivery of community services.

Based on my 10 years of experience and observation in the Central Valley animal rescue community, the services the City attempts to provide through the Animal Center could be provided better and cheaper by private non-profits. Every single day, Central Valley non-profits provide rescue, medical care, spay/neuter and other services to the Fresno community faster, cheaper and with more expanded service hours than FAC does. If the Council is genuinely interested in addressing the animal control problems as cost-effectively as possible, it should consider allocating half the FAC budget to private sector non-profits and funding their efforts.

eComment: We are in desperate need of more spaying and neutering funds. The only way to get the overpopulation under control is to spay and neuter more animals. Not only is this inhumane for the animals but it is also creating a public safety issue. Between dog attacks and animals running out infront of cars it is a real danger created. We are going to start see more attacks on children if this continues.

eComment: Millions for salaries? But less than 300,000 for spay and neuter. We have a homeless pet crisis in this county. I rescued 3 puppies off the side of the road July 9, 2025. Next month I will have had them for 1 full year. I asked for help from multiple shelters and was told that if I sign my rights over the puppies would be put down. I did not go through all that with them for them to be dead. I was not offered spay and neuter services like what is advertised. I got a call 8 months later from an employee from Fresno animal center saying I was supposed to be given a voucher for spay and neuter services since I was keeping the dogs. You pay those people salaries who can barely do their jobs? We need to stop this homeless dog dumping crisis.

I applied for the snip bus, if you don€™t know about it, look it up. Anyways out of MY OWN MONEY, I got all 3 spay and neutered. People dump dogs because they can€™t afford them or don€™t want them, and then someone like me reaches them asks for help and doesn€™t receive it from any animal shelter in this county. It€™s getting as bad as skid row in LA with the animal crisis. Do better, support the dogs, protect their futures, and get better employees at these shelters who KNOW what they€™re doing, and offer help to those like myself who go out of their way to assist hurt and abandoned animals.

eComment: Spay and neuter is the only way out of the animal crisis. Closing Fresno Animal Center to intakes or severely limiting intakes has only made this crisis worse and placed the burden on the community. Why is there not more money in the budget for mass spay and neuter services? Why is so much being allocated to fund employee positions? For what? To tend to the injured dogs who have been left to suffer on the street? Fund large scale spay and neuter services instead and address the root cause of our animal overpopulation problem.

Meeting: City Council on 2026-06-09 9:00 AM - Budget Hearings - Continued from June 8, 2026 Item: ID 26-683 Fresno Animal Center Department
eComment: To Fresno City Council, I respectfully oppose the current budget proposed for Fresno Animal Center and request to modify and allocate a portion for community spay and neuter surgeries. As president of Halo Café Pet Food Pantry, who subsidize spay/neuters for the community at no cost to them, through our fundraising efforts, we see the direct impact to the community we both serve. Our mission is pet retention and keeping pets out of shelters. We assist by providing free pet food to pet owners who are low-income and struggling, but also who have taken a step in the right direction by fixing their pets or letting us help them get that done through the vouchers we provide. We promote responsible pet ownership. To minimize surrenders, one component of pet retention is assisting the community with spaying & neutering their pets at affordable rates through low-cost or no-cost programs. Fresno has a pet overpopulation problem that cannot be solved with sheltering alone. We need a dedicated city budget item that helps minimize the crisis. With Best Regards, Thalía Arenas President of Halo Cafe

eComment: Spay and neuter is a tried and true method of reducing pet overpopulation. Fresno is in crisis with the number of cats and dogs the city has, that remain intact. Supporting a low-cost spay and neuter will not only save money in the long run for the city, but also reduce suffering for animals. Having a realistic talk with what that support will look like, is necessary, as vet med cost are raising, people are in financial crisis, and animals keep reproducing. Please help support a realistic means to ending the overpopulated streets and shelters, by increasing the budget and proving an understanding of what is needed for this to continue moving in the right direction.

Please allocate less for salaries and MORE for spaying and neutering programs. We will not be able to get ahold of this crisis unless more animals are spayed and neutered for FREE!! Thank you! eComment: As someone who has lived in the Central Valley my entire life, over the last decade I€™ve wanted to leave. One of the biggest reasons is seeing the city I grew up in filled with sick, abandoned and stray animals. Everyday I leave my home, I see a handful of animals wandering the streets, scared hungry and often injured. I€™m appalled the city of Fresno doesn€™t want to do anything more to educate and bring more funds to addressing this issue.

I was just made aware of the tiny budget being allocated for spay and neuter services, and was confused as to why 5 million dollars was going to salaries and only a few hundred thousand for spay/ neuter services. As a concerned resident who has poured my own funds into helping animals I€™ve found I the streets, I think the city of Fresno needs to do more to address the concerns of our residents. There are pages and pages of rescue groups in our community with hundreds of pleads for the community to help stray and injured animals. Thousands of people follow these pages and leave in tears because nothing is being done. I remember visiting a 3rd world country as a child and that€™s exactly what our downtown looks and feels like. Fresno is not a place people want to visit. It€™s become both a depressing and hopeless place to live. I would really like to see our elected officials do more to tackle this issue and allocate more funds to save animals and reduce the population crisis.

eComment: I am currently fostering 4 kittens from Fresno Animal Center, This funding is imperative to keep the stray/feral cat population under control. These kittens and cats did not ask to be homeless or be born wild and vulnerable. As a community we need help with this funding to help these innocent animals and stop the cycle of cruelty. Matthew 25:40. €œAnd the King will answer them, 'Truly, I say to you, as you did it to one of the least of these my brothers, you did it to me.'€ All creatures great and small deserve to be cared for in a humane loving and kindness and that includes responsible spay and neuter to stop this cycle. I am imploring you to make the right decision in helping these innocent animals. Thank you.

In all my 63 years I have never seen so many dumped dogs everywhere. We need low spay and neuters to control this situation! It's heartbreaking to see this yet they get raises! Put more money into helping with the over population instead of filling pockets! Go watch how many dogs they're killing due to over population. Maybe that will open some eyes!

NEGLECT OR CANNOT AFFORD THE HIGH COSTS AT THE VETINARYHOSPITALS TO PREVENT THE PET POPULATION. THERE SHOULD ALSO BE PROGRAMS TO HELP

THOSE COMMUNITY CATS THAT ARE IN COMPLIANCE WITH CLINICS FOR THOSE WHO PROVIDE FOOD AND SHELTER FOR THESE UNHOUSED CATS/DOGS. We are putting to death animals at an alarming rate for room. I understand need for salaries but more need is needed to save lives to prevent further strain on the city.

eComment: We are overrun with stray animals. We should be allocating no more than twice as much for spay and neutering. Reduce salaries, this is a gross misuse of budget. I experience more €œleave the animal where you found it, we€™re over capacity€ than ever in the 50 years I€™ve lived here - the answer is a measles 220k for prevention? I€™m disgusted.

The budget maker should be investigated for misuse of funds.

eComment: We have a serious problem with cat and dog overpopulation and we need more money to help with those trying to solve the issue. These surgeries need to be more affordable because there are many that can't afford them and they can't even get into the Vets to get their animals fixed as well. On top of the Stray and feral problem we have here in Fresno and Clovis.

We don't want kill shelters we lower the population of these animals by getting them fixed. We want to be able to TNR and that requires funding to help those trapping and for those facilitating and completing the operation. Please.... we are changing lives and we can't do it without you! Please increase the funding! It really needs to be in the Millions.

To may animals are left to die and suffer on the streets as well as reproduce adding to our population because our tax funded shelter is turning away animals. eComment: The only way we are going to make a difference is spaying an neutering.. The best way to make a difference is cut down on the unwanted litters. I respectful ask you t reconsider and allocate more funds to help with low cost spay and neuter. We realize there are lots of areas that need funds, but if you would take a moment to realize more funds help put an end to overpopulation and unwanted litters. Which in the end would help with spending money down the road - if you look at the amount youndet aside prior and it's not enough it shows you we have a larger demand for more funds. Unwanted litters are dumped in the streets and then those dogs or cats are unaltered - then they make babies. Please consider what we are all asking for - thank you for your consideration and time

eComment: You have to be genuinely mentally retarded or blind to be incapable of looking around and seeing what a problem we have with loose stray and dumped animals. I€™m not shocked though. The average IQ of a Fresnan doesn€™t reach above room temperature so I shouldn€™t have such high expectations of leadership that they be capable of using the six senses they were born with to take in the world around them. There isn€™t even a point in making a legitimate argument in opposition to this because the cavemen reading this won€™t be capable of understanding the point. Crazy how we dump so much money into education and keep electing dumbfucks into office because we€™re equally braindead as a populace.

eComment: More of the budget needs to go towards helping these animals in our city! Many organizations are doing tremendous work fixing as many cats and dogs as possible, trying to control the massive overpopulation. If we can work to reduce the animal population, it will free up time and resources from people that are already burning out. A higher budget will greatly help this, which in turn will benefit everyone. Way too many cats and dogs are suffering and dying when they don€™t need to be.

Being told to them leave where we find them unless injured is NOT SAFE for the animal our the people in our communities. Spay and neuter programs need to be more mandatory and we need the help to get as many animals as we can spay/neutered or we will never get out from this over population crisis! eComment: Mayor and Councilmembers, I respectfully urge you to increase the proposed funding for spay and neuter services in the City of Fresno budget. Spay and neuter programs are one of the most effective ways to reduce pet overpopulation, decrease shelter intake, and lower long-term costs associated with animal control and shelter operations. Every litter prevented means fewer animals entering an already overwhelmed system. Local shelters and rescues continue to operate at or near capacity, and many pet owners rely on low-cost spay and neuter programs to responsibly care for their animals. The current proposed funding level will not adequately meet community demand or address the ongoing animal overpopulation crisis.

Investing in prevention is far more cost-effective than managing the consequences of unwanted litters, increased shelter populations, and rising animal care expenses. Increased funding for spay and neuter services benefits animals, taxpayers, and the community as a whole. I respectfully ask the Council to reconsider the proposed allocation and provide additional funding for these critical services. Thank you for your time and consideration.

eComment: Please dedicate more funding for spay/neuter, especially for feral and stray animals.

The crisis of unwanted pets in Fresno will never be alleviated without more emphasis on prevention. The suffering is staggering, all year long. Volunteers are working so hard. But without reasonably priced, readily available spay/neuter appointments, these efforts are negated by continued births. Spay and neuter is the foundation of good care for our community's animals.

Help people step up by making spay and neuter accessible. It will pay dividends by lowering pressure on our shelters and rescues and opening up homes for other animals in need.

It is truly remarkable. They save animal control services a tremendous amount of money. This dedicated TNR effort is something Fresnans can be proud of, as it is well run, effecient and an example for every community in the state and beyond. Please adequately fund this group for the benefit to your citizens, the reduction of feline disease, suffering and homelessness. The compassion and effectiveness of this program is truly a priceless gem of Fresno.

Fresno TNR has been so effective in helping me spay and neuter my colony. I really couldn€™t control my population until I found their low- cost program. It was just too expensive and time consuming trying to find help in this area. I appreciate all organizations that provide this beneficial community help. Because it really is all communities- not just property owners-who benefit from controlling cat population. Please increase funding for this important service.

eComment: The amount of money being allocated to spay and neuter programs is not only ridiculous, it is fiscally irresponsible and morally reprehensible. The most cost-effective way to reduce shelter overcrowding is to prevent unwanted litters before they enter the Fresno Animal Center rather than prioritizing inflated salaries. We respectfully request a dedicated line item for feral and community cats & dog, expanded low-cost spay/neuter services for owned pets, and partnerships with local nonprofit organizations. Every dollar invested in prevention saves multiple dollars in shelter operations while improving animal welfare and public safety. It also is an investment in the staff of Fresno Animal Center€™s longevity and wellbeing. It takes a tremendous mental and emotional toll on the staff of FAC to have to humanely euthanize otherwise healthy animals because of shelter overcrowding leading to burnout and resignations.

The FAC cannot afford to lose trained, capable, and compassionate staff - turn over is expensive. As the saying goes, €œAn ounce of prevention is worth a pound of cure.€ To cure our communities of rampant pet overpopulation is to prevent it.

Rescues are cleaning up the cities stray and overpopulation of dogs and cats and we are managing this with our own money and donations. We get no funding to clean up the cities mess when we take in, vet, provide food and housing to these unwanted animals. To know there is not enough money allotted for for spays or neuters and actual care for abandoned animals is this world country Behavior. Our animals ares suffering and the the shelter is miss spending our tax dollars! Money should be allotted once for Animals not staffing or other bureaucracy! View and Analyze eComments

The most cost-effective way to reduce shelter overcrowding is to prevent unwanted litters before they enter the Fresno Animal Center. We respectfully request a dedicated line item for feral and community cats & dog, expanded low-cost spay/neuter services for owned pets, and partnerships with local nonprofit organizations. Every dollar invested in prevention saves multiple dollars in shelter operations while improving animal welfare and public safety."

Every dollar invested in prevention saves multiple dollars in shelter operations while improving animal welfare and public safety.

I am also requesting community education. There needs to be a basic animal husbandry/animal care class MANDATORY for all who adopt. It doesn't need to be long, but if an adopter can sit through a class that is 30 minutes-60 minutes on the importance of basic CARE, perhaps then their adoption fee can either be wauved or reduced.

Free adoptions is dangerous.

We really need accurate numbers that don't just reflect outgoing animals vs euthanized animals. We need the numbers to reflect properly placed animals with committed adopters.

But first, spay and neuter. There is no excuse for There not to be allocated funds for every animal that comes through the shelter doors.

Please add affordable to no cost Spay and Neuter programs for cats and dogs. All zip codes need affordable surgeries.

Many programs have a 4 pet per person in a lifetime. There shouldn't be a limit since the ordinance allows 4 pets per property.

Please assign majority of the budget towards surgeries and veterinarians.

I had to drive to Lompoc to get my pitbull puppy spayed because it was free due to her breed.

All of the Fresno veterinarian offices were quoting me $589 for the spay and some vet offices were requiring blood work and urinalysis before the surgery. That was close to $1,200 for a spay.

I am educated about spay and neuter services, so I make sure my pets are fixed. Fresno communities need access to education and need to experience an easier way to get the surgeries.

Right now, other states are donating to their nonprofits and come to Fresno because they're sick and tired of trying to find homes for over 40,000 Fresno animals each year that they are paying to transport to Washington and other states.

We're paying $9 million dollars to pay for only 200 animals. That's ridiculous Respectfully,
Madrigal

spay/neuter services for community animals. It is detrimental to the future of the shelter to not allocate enough funds for community outreach, education and coverage of spay/neuter.

Continuing to operate the shelter as-is is just a band-aid to the overall problem. If any of you on the council are animal lovers, you should agree that more funds need to be moved to fix these animals that continue to breed and perpetuate the overpopulation and suffering of animals in our community.

eComment: Fresno desperately needs funding to control the cat/dog population through neuter/spay programs. The cat population especially is out of control and unless we make funding available for groups like Fresno TNR to keep working to control populations, we are doomed. We need cats to keep down the rodent population but they cannot be allowed to breed out of control. Please provide the funding necessary for spay/neuter programs so we may maintain a healthy ecological balance of animals/prey.

I support our local rescuers who tirelessly work around the clock to trap, fix, and return cats to their colonies. This is the best practice for the cats. It reduces the masses of unwanted cats, and being fixed is healthier for the cats.

eComment: The organizations in our area need more funding to help with the overwhelming numbers of unaltered animals in our community. We have a growing populations of stray cats in our community that people are paying out of pocket to spay/neuter to help the control the overpopulation. Lots of pet parents are having difficulties finding an affordable option for spay/neuter services. So we have more pets being born into the community that can€™t be taken care of which in turn causes many people to dump or turn pets into the shelters. Which causes our shelter staff to be overworked and overwhelmed. Some unaltered pets will develop tumors or pyometra which will either kill the pet or be another thing an owner can€™t afford.

The shelters are at Max and are constantly turning people away. Animals are being euthanized on a daily just for room. The only way we are going to stop this crisis is to put more money into low cost spay and neuter clinics. I want my tax money to be put towards this and not towards lining your pockets.

eComment: I honestly have no idea why more funds are not allocated to spay and neuter. We are in such a serious crisis with all the animals running around Fresno and I can€™t understand why the city is not willing to help more. All of you have to see how serious the situation is every time you drive around town and see an animal running the streets. We have to stop this. The first way is to make sure they are all spayed and neutered so they at least cannot contribute to more offspring. Please open your eyes and see people people in (Rescue) and Animal Lovers need HELP from you and more funds towards spay and neuter would be a great help. Rescues, shelters and animal lovers are tired. We work hard to take care of this problem and we would like you to be involved a little bit more. Please allocate more funds so we can try to get ahead of this problem.

Good morning. I would like the following letter to be attached to the public record for the Fresno Animal Center budget item being discussed tomorrow, June 9.

Kris Thompson

Fresno City Council
2600 Fresno Street
Fresno, CA 93721
RE: Support for Community Cat Spay and Neuter Funding in the FY 2027 Budget - Item 26-683 Dear Council President and Honorable Councilmembers,
On behalf of Fresno TNR, we would like to express our appreciation for the inclusion of funding for spay and neuter services in the City of Fresno’s proposed FY 2027 budget. Investing in proactive population control is one of the most effective and humane ways to reduce shelter overcrowding, decrease euthanasia, improve neighborhood quality of life, and lower long-term municipal costs.

Fresno TNR is a 100% volunteer-run nonprofit organization dedicated to Trap-Neuter-Return (TNR), education, and community support for owned and community cats throughout Fresno County. Since beginning our work in late 2022, Fresno TNR has helped facilitate the sterilization of more than 23,000 cats. In addition, we have provided vaccines, medical assistance, transport coordination, education, and support for residents who otherwise would not have access to affordable services.

Our organization works directly with residents every day who are struggling with unfixed cat populations in neighborhoods across the City of Fresno. We routinely encounter situations where a lack of affordable spay and neuter access results in exponential population growth, increased shelter intake, complaints to city departments, and unnecessary suffering for animals.

Community cat TNR programs are nationally recognized as an effective and cost-efficient strategy for reducing shelter intake and stabilizing outdoor cat populations. By supporting organizations already performing this work in the community, the City can maximize the impact of public funding while leveraging thousands of volunteer hours and private donations.

We respectfully request that the City consider allocating a portion of the proposed FY 2027 spay and neuter funding to nonprofit community partners actively providing TNR and high-volume sterilization assistance within Fresno. Fresno TNR would welcome the opportunity to collaborate with the City and Fresno Animal Center to expand access to these critical services.

Our volunteers remain committed to supporting the City’s goals of reducing overpopulation, improving animal welfare, and promoting responsible pet ownership throughout Fresno.

Thank you for your consideration and for your continued support of lifesaving spay and neuter efforts in our community.

Sincerely,
Kris Thompson
FTNR Board Member

We are with Dogwood Animal Rescue Project, a 501(c)3 animal welfare non profit (“Dogwood”) based in Sonoma County about 230 miles north of Fresno County. Dogwood began pulling dogs and cats in need to rehome from Central Valley with much of the focus in Fresno County for the past six years. We are a volunteer run non profit. Due to the work Dogwood does to help so many animals, donors have generously supported us. Their generosity has had a huge impact in Fresno County through spay and neuter funding and we want to do even more.

Not just in Fresno County, the need to reduce dog and cat population through high volume spay and neuter has been a top priority of Dogwood’s leadership. While we are inspired and thankful for every dog and cat we’ve saved and found homes for, Dogwood understands that helping 700 to 1,000 dogs and cats each year is the tip of the iceberg. To date, we have helped owners and TNR cat trappers in Fresno County alone spay and neuter over 25,000 animals with a financial investment to date of over $1,700,000.

Fresno County is where we have helped the most dogs and cats through several affordable spay and neuter programs. Dogwood and many other rescues have been working to help out your area for decades, it's not working, we are scooping the ocean with a spoon. The only way to get ahead of the crisis is by continuing to offer more high volume affordable spay/neuter in your county.

Not just in Fresno County but throughout Central Valley, the need to reduce dog and cat population through spay and neuter has been a top priority of Dogwood’s leadership. While we are inspired and thankful for every dog and cat we’ve saved and found homes for, Dogwood understands that adopting 800 to 1,000 dogs and cats each year is the tip of the iceberg. So we have been we been challenge ourselves to do more high volume spay and neuter each year.

It has been brought to our attention that you are currently considering what Fresno County is planning to budget for spay and neuter of dogs and cats in your county. The amount we’ve heard, $200,000, is small in comparison to the need. Dogwood would like to offer to match, dollar for dollar, for the amount you commit in your budget over $200,000 up to $500,000.

Based on this offer, for funding from $200,001 to $500,000, Dogwood will fund up to $300,000 more than is in our current budget for spay and neuter in Fresno County. Not only will we do the work we do every year, but we will pull out the stops to ensure up to $600,000 between the County and Dogwood is invested in further reducing the dog and cat and population in your county.

If you will make this commitment, we will draft an agreement for your review that will outline pricing and other details to ensure the highest number of surgeries for the funding within the agreed upon framework on how the pledge will work. Dogwood will sign on the bottom line

to make this pledge to help even more. Will you join us? --

I respectfully oppose the decision to allocate no funding for spay and neuter programs in the Fresno budget. Preventing unwanted litters is one of the most effective and cost-efficient ways to reduce animal overpopulation, shelter overcrowding, euthanasia rates, and the burden on taxpayers.

Investing in spay and neuter assistance today helps prevent much larger animal welfare and public costs in the future. I urge the Council to reconsider and dedicate funding to support responsible pet population control in our community.

I am writing to urge the City of Fresno to increase funding for spay and neuter programs in the 2026-2027 Fresno Animal Center budget.

Every day, shelters and rescues are overwhelmed by the number of unwanted, abandoned, and homeless animals entering the system. Spay and neuter programs are one of the most effective ways to reduce animal overpopulation, decrease shelter intake, lower euthanasia rates, and reduce long-term costs to taxpayers.

It is concerning to see millions allocated toward salaries and benefits while only a small fraction of the budget is dedicated to preventing the root cause of the problem. Investing more funding into affordable and accessible spay and neuter services will help reduce the number of animals entering shelters and create a more sustainable solution for our community.

As a taxpayer and animal advocate, I respectfully ask the City Council to prioritize increased funding for spay and neuter programs in the Fresno Animal Center budget. Prevention saves lives, reduces costs, and benefits both animals and residents throughout Fresno.

Thank you for your consideration.

Hello,
Wanted to put my 2 cents in regards to the budget being so much for salaries and not enough for S&N: needing spay and neuter is obvious, but I think that there are plenty of people that would work for your organization for less money. If you make pay cuts and people leave, there are an ample number of animal-loving job seekers that will most certainly take their place. You know as well as I do they can be trained to do these jobs efficiently before you say that they may not be as qualified. Please don't pass the proposed budget. Thank you Sincerely,
An animal- lover and job-seeker
Tracy Naron
