i. Evaluation will be done following Cal OSHA confined space entry requirements. Carollo will provide the confined space entry safety equipment.
ii. Visually assess safely accessible concrete and metal surfaces of the primary clarifiers and estimate the size of the defect. Rate conditions using indices.
iii. Visually assess the coatings on the metals by noting defect areas and severity in accordance with ASTM D610. Visually assess the coatings on the concrete for defects such as delaminations, blisters or exposed concrete.
iv. Document observations using digital photographs. A minimum of 20 photos will be obtained.
b. The following additional testing services will be conducted to provide sufficient information during the inspections to develop robust recommendations.
i. Assess the concrete condition by “sounding” to listen for shallow delamination within the concrete substrate. Sounding will be performed on the lower 7 feet of the walls and on the structure's floor (if accessible). Delaminated areas will be marked with chalk for reporting purposes. Areas higher than 7 feet will be assessed visually.
ii. Conduct penetration measurements on concrete using a chipping hammer to find the depth to sound material at 4 locations per structure.
iii. Measure the surface pH of the concrete surface at the concrete penetration test locations described above. The pH of concrete can substantiate the extent of degradation.
iv. Measure the coating dry film thickness (DFT) at up to 20 locations around the clarifier. A schematic showing the number and location of the measurements will be provided.
v. Collect one paint sample from the immersed interior metal of each clarifier (total of 6 samples) and have them analyzed at an "'%

independent laboratory for the 17 heavy metals regulated by California Title 22 hazardous materials, including lead, total chromium, and zinc.
c. The following additional testing services are considered optional. A determination of whether these tests are recommended will be provided following the initial site visit.
i. Measure the thickness of concrete protecting the reinforcing steel using surface penetrating radar at up to 4 easily accessible locations in each structure.
ii. Measure the metal wall thickness using A-scan ultrasonic testing (UT) at up to 20 locations on the pump housing piping and clarifier mechanisms. A schematic showing the number and location of the measurements will be provided.
iii. Measure pit depth w here significant metal corrosion pitting is observed and UT measurements are not successful. A pit depth gauge will be used for measurements.
iv. Perform a coating adhesion test per ASTM D6677 on the immersed metal surfaces or another coating adhesion test may be performed on the tank interior if there is intact and accessible coating. d. Evaluate electrical failures between the electrical room in blower building and pump house 1 and 2 ,and the primary clarifiers. Provide recommendations to address deficiencies identified as part of the evaluation. The City will support Carollo by conducting wire counts in the field at locations requested by Carollo. If additional investigation is needed into the field conditions of the electrical infrastructure, Carollo has included optional services for an electrical in spector to conduct a field visit for additional testing, which may include continuity testing, insulation resistance (Megger) testing, or simila r activities, including summarizing findings and recommendations.
3. Prepare for and conduct four (4) meetings with City of Fresno staff to discuss issues related to electrical systems, sludge pumps, and primary clarifiers. The City will provide available relevant information such as work order history, repair records, operational constraints, and applicable record drawings. Where available, the City will also provide cable schedules to support information gathering and analysis.
4. Prepare a Draft Technical Memorandum with findings from the site visits, inspections, and meetings with City staff, and provides recommendations aligned with the available budget and operational constraints.
5. Provide technical revisions as necessary to obtain City approval based on review feedback for the development of a Final Technical Memorandum.

DPU-B Eng. CSA, Short Form T&M – Contingency (04-2026) Page 5 of 10 Exhibit A
The purpose of this task is to continue the development of the project design specifications, drawings, and construction cost estimates for the development of the 60%, 90%, and 100% deliverables. For these submitta ls, the major design elements are well established. Drawings, specif ications, and cost estimates for all disciplines will be complete, providing sufficient detail to properly bid the project. All specifications and the cost estimate will be complete and detailed enough for bidding purposes. If electrical or structural calculations are required, the construction cost estimate and project schedule will be updated to reflect the status of the deliverable The following activities are included in this task:
1. The project will be split into three packages. Each bid package will be delivered separately, with independent deliverables, workshops, and review periods for each package. The scope of each bid package and number of packages will be further defined following preliminary design.
2. Develop the design submittals at the 60%, 90%, and 100% stages to progressively refine the project design specifications, drawings, and construction cost estimate, building on the work performed in the preliminary design deliverable task.
3. Provide a design-level construction cost estimate to be included as part of the preliminary design phase. Carollo shall specifically identify any changes in contingency percentages at each stage of design.
4. Prepare a full list of anticipated specifications using the Construction Specifications Institute Master Format 50-Division numbering system for each stage.
