Good afternoon,

I am a constituent of yours in District 3 in the City of Fresno. I would like to express my concern and share my thoughts about Jerry Dyer announcing his intention to run for additional terms as Mayor as well as the use of Flock cameras in Fresno.

As a social science educator, I can identify when leaders attempt to abridge that social contract between the government and the public. Pressuring the city council to change the rules in an effort to hold power for longer is not what this democracy is about.

I remember a conversation with you, Miguel Arias, about how you do not intend to endorse candidates because you felt your role should not be to pick a successor. I hope you feel similar about with what Mayor Dyer is attempting to do. When his time is up as Mayor at the end of his second term, that should be it. If we change the rules, then it should apply after the current mayor is already out of office. That is the only way I truly see that a rule change should take place.

In regards to Flock cameras, it seems like there are many security issues with it and it truly makes me feel like we are in a police state. I understand the role they may play in identifying criminals but we truly do not know where our information is going and how it is being used. ICE has already been accessing Flock camera information. We should not support this private company who support MAGA's terror campaign against people of color.

At this time I urge you to vote against any effort to extend term limits, even if it is to be put in front of the people to vote on in November. I also recommend a vote against continuing a contract with Flock cameras.

Thank you for your time and please let me know if you have any questions.

Peace,
David Paredes

Meeting: City Council on 2026-07-30 9:00 AM - Regular Meeting Item: 2.-KK. ID 26-1030 ***RESOLUTION - Submitting to City Electors A Proposal to Amend the Charter to Amend Provisions Related to Political Officers. (Subject to Mayor's Veto) eComment: I respectfully oppose the proposed Fresno City Charter amendment that would allow the Mayor and City Councilmembers to serve three consecutive terms. The current two- consecutive-term limit strikes an appropriate balance between allowing elected officials enough time to accomplish their goals while ensuring regular opportunities for new leadership and fresh perspectives. Extending the limit to three consecutive terms would increase the advantage of incumbents, making it more difficult for qualified new candidates to compete and reducing political accountability. Please reject this proposed charter amendment and preserve the existing two-consecutive-term limit. Thank you for considering my comments.

Meeting: City Council on 2026-07-30 9:00 AM - Regular Meeting Item: 2.-KK. ID 26-1030 ***RESOLUTION - Submitting to City Electors A Proposal to Amend the Charter to Amend Provisions Related to Political Officers. (Subject to Mayor's Veto) eComment: Extension of terms create multigenerational governing. People who really care about their community will hand the baton to the next generation by way of fair and equal elections without having to increase terms which can escalate to multiple extensions of such terms .

It€™s time to welcome a new generation of representatives that represent this changing county. The population is not made up of multi-generational residents that have only lived in fresno county. There are many transplants that have established roots here, that arrive with new ideas not only for them but for everyone. If the county were a non profit organization it would be easy to say that the leader has Founders Syndrome. They just can€™t let go and in doing so cause the org to atrophy. We dont need elected mayors syndrome here. You do what you can and you move on. Public service should not be used to become a career politician. It€™s time to move on. Sincerely , a home owner who pays property taxes.

ID 26-1030 ***RESOLUTION - Submitting to City Electors A Proposal to Amend the Charter to Amend Provisions Related to Political Officers. (Subject to Mayor's Veto) eComment: Amendments used to extend political office is a slippery slope. To even entertain the idea that lawmakers and those in political office can extend their even once, will open the possibility of amending term lengths again. I for one, would not want to see our elected official tarnish their legacies by being the ones to allow this preverbal €œcan of worms€ move forward. Best regards.
