WHEREAS, Leefong Mouavangsou has contributed to legislative and executive functions in the City of Fresno by rendering more than six years of exemplary public service on behalf of City Council President Nelson Esparza in the 7th Council District, the City’s Plannin g and Development Department, and City Councilmember Brandon Vang in the 5th Council District; and WHEREAS, Leefong, a first -generation college graduate, earned his Bachelor’s degree in Political Science from California State University, Fresno, and his Master’s degree in Public Policy Administration from California State University, Sacramento; and WHEREAS, Leefong began his career in public service with Council President Nelson Esparza’s office as a Services Aide and advanced to Deputy Chief of Staff, where he managed the Councilmember’s schedule, led community events, assisted with constituent services, and performed policy research that improved neighborhood infrastructure to support the creation of city-wide policy; and WHEREAS, in October 2022, Leefong joined the City’s Planning and Development Department as a Project Liaison, where he played an important role in facilitating development -related communication and helped align projects with municipal processes and expectations, supporting positive outcomes for business, neighborhoods, and stakeholders navigating the development systems; and
WHEREAS, in May 2025, Leefong joined Councilmember Brandon Vang’s office as Chief of Staff, overseeing daily operations, budget planning, policy priorities, constituent services, and coordination with City departments and community organizations; and WHEREAS, Leefong contributed to several noteworthy initiatives including efforts related to the Responsible Neighborhood Market Act, the Eviction Protection Program, smoke -free housing protections, and improvements to the Veterans Affairs Hospital parking district; and WHEREAS, a dedicated and steadfast public servant to the City of Fresno, Councilmember Vang, and District 5 constituents, Leefong Mouavangsou has earned the admiration and respect of those who had the good fortune to work with him.
NOW, THEREFORE BE IT PROCLAIMED, that we, Mayor Jerry P. Dyer and the Fresno City Council, do hereby recognize July 30th, 2026, as:
“Leefong Mouavangsou Day”
