RE: Request for Qualifications for AHSC Dakota Tra Bus Stop Improvements Design Request for Qualifications No. 12601691 Mr Turnipseed:

The City of Fresno has invested significant resources into improving their public transportation system to better serve the community who rely on ADA-compliant infrastructure for daily mobility. Through the AHSC Dakota Transportation Related Amenities (TRA) Bus Stop Improvements Design project, the City is seeking to deliver comprehensive design services for upgraded bus stop facilities throughout Fresno. Provost & Pritchard Consulting Group (Provost & Pritchard) brings a strong track record of delivering ADA- compliant transportation improvements across the Central Valley. We are prepared to support the City of Fresno Department of Transportation/Fresno Area Express (FAX) with full design services, from schematic design through construction support, for multiple bus stop locations, consistent with City standards and accessibility requirements. We are enthusiastic about contributing to a project that enhances accessibility, improves transit infrastructure, and positively impacts the daily lives of Fresno residents.

The Provost & Pritchard team is uniquely qualified to deliver a successful project because of our:
• Specific Project Knowledge and Experience. The Provost & Pritchard team has specific experience providing services to FAX We recently provided design engineering services for 75 stops in the FAX Standard Bus Stop Layout Design phases A through D which are in various stages of construction and are working with FAX on designing improvements to 80 stops in Phase E-H We previously provided plan check review services for the Bus Rapid Transportation (BRT) project, and engineering design services for FAX on the Courthouse Park Transit Shelter project and the FAX Facility Improvements Project Lastly, we developed City of Fresno Standard P-72 (FAX-1) in coordination with City of Fresno Department of Public Works and Transportation (FAX) staff. This core team is ready to utilize their FAX knowledge and experience gained from previous projects to bring a high level of efficiency, consistency, and quality to the development of this new project
• Local Presence and Staff Resources. We understand that the City is looking for a consultant that they can count on to provide responsive and timely services. For this reason, Provost & Pritchard has chosen Michael Osborn, PE, CASp, LEED AP to serve as Principal In Charge. Mr. Osborn is a seasoned engineer who brings nearly 25 years of civil engineering experience to the City. He has completed a number of urban infill and road improvement projects for the City of Fresno.

Michael will oversee Nick Carcha, EIT as Nick serves as the Project Manager for this project Nick has managed multiple projects in the Central Valley and has worked on numerous other projects during his 10 years in civil engineering Both Michael and Nick worked to lead the current FAX Standard Bus Stop Layout Design phases A through H and E through D, and have acquired valuable knowledge of FAX facilities through this work. Operating out of our Clovis office, Nick will serve as the primary point of contact for the City, working directly with you and your staff as well as working alongside Michael with a project team that has proven project experience on FAX and City of Fresno projects • Quality In-House Services. Providing high-quality, functional product is a core part of our culture. We prioritize strong client service from project initiation through completion, maintaining consistent communication and responsiveness at every stage. Civil engineering services will be performed by our “in-house” staff, allowing for efficient coordination and quality control. Provost & Pritchard’s commitment to quality and client service will provide the City of Fresno and FAX with confidence as we work to keep the AHSC Dakota TRA Bus Stop Improvements project within scope, on schedule, and within budget.

APPROACH & UNDERSTANDING
The City of Fresno Department of Transportation manages an extensive network of bus stops serving Fresno Area Express (FAX) riders across the City and County islands. While many of these stops have been constructed in accordance with City of Fresno Standard Drawings FAX-1 through FAX-4, numerous locations, particularly within older areas, do not meet current standards and are often situated along standard-section streets lacking compliant accessibility features.

This project is intended to address these deficiencies through the design of improvements at approximately 19 bus stop locations, in accordance with the FAX Standard Drawings FAX-1, FAX-2, FAX-3 and FAX-4 provided in the City’s Request for Qualifications. These improvements will enhance ADA accessibility, safety, and overall usability for transit riders. FAX has requested the preparation of site-specific improvement plans suitable for bidding and construction. Given that implementation may occur over multiple years as funding becomes available, it is important that the design approach be both efficient and adaptable to phased construction.

To support this, our team will utilize the City’s standard drawings to the greatest extent possible, promoting consistency, reducing design time, and streamlining construction. Where appropriate, we will also develop supplemental standard details that can be applied across multiple locations to further improve efficiency. Our recent experience implementing the City’s standard drawings also provides us with insight into how to develop solutions when the standards are not compatible with certain site locations.

Provost & Pritchard brings an established working relationship with FAX and City staff, which will be particularly valuable for a multi-year, multi-site project of this nature. We will continue to foster this collaboration to maintain clear communication, expedite coordination, and support timely decision-making throughout the duration of the project.

Our team will work closely with FAX and City personnel to develop complete plans, specifications, right-of-way (ROW) exhibits, and engineer’s opinions of probable construction cost (estimates) for the improvements desired. Our approach is structured to align with the City’s standard agreement and will be carried out in four phases (“Parts”), as outlined in the following sections.

PART 01 – SCHEMATIC (30%) DESIGN PHASE (8 WEEKS)
SD.1 PROJECT MANAGEMENT
Project management tasks include managing schedules and scope of work; maintaining project records; coordinating with the City and stakeholders; and preparing monthly invoices
SD.2 MEETING #1 – KICK- OFF MEETING
Following the execution of the contract with the City of Fresno, we will schedule a kick-off meeting to review all of the 19 bus stops locations and determine the anticipated repairs or improvements at each location. We will also discuss an overall schedule and the desired construction schedule for the project.

City to Provide:

Topographic survey in AutoCAD (.dwg) format of the 19 bus stop locations. Survey should provide the entire list of control points, city benchmarks, temporary benchmarks, monuments used in providing the topographic survey of each stop. The list should include the benchmark number with its description and USGS elevation based on the datum used. We request that the survey includes information on month and year that the topographic survey was performed. We will use the results of this survey as the basis for our design discussions and plan preparation.

CITY OF FRESNO - FAX AHSC DAKOTA TRA BUS STOP IMPROVEMENTS DESIGN 19 PROVOST & PRITCHARD CONSULTING GROUP
Deliverable:
• Memo with notes of discussion and actions items resulting from this meeting SD.3 SITE INVESTIGATION
Provost & Pritchard (P&P) will review the City’s topographic survey and request any additional information.

P&P will contact utility providers to determine if they have facilities in the vicinity of the bus stop locations. Maps and information provided will be reviewed and incorporated into our project base map, as appropriate.

P&P will review the surveyed locations along with the list of issues identified in our first meeting and identify any issues that were previously unknown, such issues would most likely be accessibility (ADA) compliance or surface drainage issues.

P&P’s in-house Geographic Information Systems (GIS) team will be utilized to help log and organize site visit information. The GIS Online Map will be developed by P&P’s GIS team for use on this FAX project. Access to the GIS Online Map will be provided to FAX for reference of current bus stop site conditions.

For any bus stops that need ROW or easement acquisition, we will prepare exhibits for anticipated affected bus stops shown at a 1” = 5’ scale for use by city ROW staff to communicate impacts to property owners and other city staff to conduct ROW acquisition work. We will coordinate with FAX and city ROW staff as needed to assist in the ROW acquisition process, if necessary.

CITY OF FRESNO - FAX AHSC DAKOTA TRA BUS STOP IMPROVEMENTS DESIGN SD.6 MEETING #3
The last meeting of this phase will be to review preliminary design plans and opinions of probable construction costs for each location. We will work with FAX personnel to anticipated budgets, location, and construction schedule.

Deliverables:
• Memo with notes of discussion and actions items resulting from this meeting • Matrix and map of all 19 bus stops.

PART 02 – CONSTRUCTION DOCUMENT PHASE (10 WEEKS)
Although the schedule is given in the RFQ, we believe that the straightforward nature of this project’s proposed improvements does not benefit from an intermediate design phase. Our team’s experience in designing these stops gives us the ability to develop a well thought out 30% initial design submittal. A strong 30% design package reduces the need for a 60% design submittal, and we recommend eliminating this submittal to reduce our overall design fees. If FAX selects our team and would like to include a 60% submittal as part of the scope of work we can then modify our scope and fee to include that submittal.

CD.1 PROJECT MANAGEMENT
Project management tasks include managing schedules and scope of work; maintaining project records; coordinating with the City and stakeholders; and preparing monthly invoices
City to Provide:

Written “Notice to Proceed” per the agreement with the City.

CD.2 CONSTRUCTION DOCUMENTS (PS&E)
Provost & Pritchard will review and incorporate the comments received from the City on the preliminary submittal to prepare 90% and 100% construction documents, and final construction documents.

These documents will define the limits of work and scope of asphalt, curb and/or gutter, and sidewalk to be repaired, replaced and/or upgraded, city right-of-way acquisition(s), and any easement(s) required. The plans will be in English units and prepared on a City of Fresno 24”x36” title block “B” per P-17. Technical specifications will be in CSI three-part format and incorporated in the City’s bid specification template.

The following will be included in the construction documents submittal:
• Cover sheet with specific project public works file, project identification, fund, and organization numbers , and map showing all 19 bus stop locations.
• General Notes, legend and abbreviations
• Plan view sheets showing each bus stop at a scale of 1”=5’, including a demolition plan view, proposed improvements plan view, and the individual bus stop location
• Details and Cross-sections as necessary
We will update the opinion of probable construction cost corresponding to the plans and add 4% annual inflation accordingly depending on which fiscal year they will fall in.

We will prepare the bid item list, explanation of bid items, and the technical specifications for inclusion into Section VII of the City’s Specification booklet.

For any bus stops requiring right-of-way or easement acquisition identified from the previous preliminary submittal and from city right-of-way staff, finalized exhibits will be developed for city staff to negotiate agreements and/or right-of-way acquisition with affected property owners.

PROFESSIONAL SUMMARY
Nikolaus Carcha has more than ten years of professional experience, currently serving as Assistant Engineer. In his role as Project Manager, he provides leadership in roadway design, grading and drainage design, ADA compliance, traffic signal design, and engineering calculations. He is also responsible for design drafting, exhibit preparation, and cost estimating on transportation planning, roadway, and roundabout improvement projects. Nick works directly on these projects at a high level and guides his team to deliver successful public infrastructure improvements.

RELEVANT EXPERIENCE

Fresno Area Express (FAX) Standard Bus Stop Layout Design, City of Fresno, Fresno County, California, Project Manager Mr. Carcha assists in managing this project which includes a total of 75 bus stop site improvements. Each site has unique challenges to overcome to design bus stop improvements that are ADA compliant and implement the FAX’s latest standard bus stop layout. To overcome these challenges Mr. Carcha led an innovative site visit approach utilizing P&P’s GIS capabiliti es to conduct efficient reviews of all 75 bus stop sites. The information recorded was then mapped via GIS and was made available to FAX which aide d in discussions of project issues. This information was vital to the design process which Mr.

Carcha led where ADA compliant site grading was developed. During this design process his team also identified property and utility impacts and developed ways to minimize those impacts while maintaining ADA compliance. Throughout this project it was key that P&P’s team maintained regular communication FAX, and ultimately that communication allowed us to resolve issues quickly and deliver the project in four phases . The first Phase has been constructed with the next three following closely behind in 2026.

Fresno Area Express (FAX Standard Bus Stop ADA Upgrade Design Phases E -H, City of Fresno, Fresno County, California, Project Manager
Mr. Carcha is currently managing the development of improvements for 80 bus stops as part of this project. The improvements include ADA- compliant upgrades to the current FAX standards. He is responsible for leading his team in preparation of plans for all four project phases (E -H), development of cost estimates, and supporting right- of-way acquisition efforts. The project is currently in the schematic design phase, and Nick is actively managing every aspect of this project towards a successful delivery for FAX.

Derrick & Oller Roundabout, City of Mendota, Fresno County, California, Assistant Engineer This project is located at the busy intersection of Derrick Ave and Oller St which is within Caltrans Right of Way as SR 33 & SR 180 respectively. The current intersection is stop controlled for NB Oller making left turns to continue NB difficult. Adjace nt to the intersection to the West is McCabe Elementary and pick-up and drop- off times exacerbate the issues at this location.

To improve the intersection P&P is currently designing a roundabout with 3 main legs to Derrick and Oller with a 4th leg serving as access to the vacant parcel to the East. Mr. Carcha has led the design of the geometrics and grading of the roundabout along with assisting in leading coordination efforts with Caltrans. Currently, the project is currently in construction with a target completion date of October 2025.

5th & Quince Reconstruction, City of Mendota, Fresno County, California, Assistant Engineer The reconstruction of 5th and Quince will complete the 5th Street reconstruction between the two state routes on Derrick Ave. & Oller Street. Reconstruction of 5th Street from Quince to Oller Street was completed in 2020 and this project completes reconstruction from Derrick Ave to Quince Street. Accompanying the reconstruction will be ADA compliance upgrades to the existing curb ramps and alley entrances. Mr. Carcha has assisted in the project's preliminary stages by developing preliminary designs and general coordination with various stakeholders as the project moves toward 50% design.

Matheny Tract Complete Streets, County of Tulare, Tulare County, California, Project Manager Mr. Carcha worked as a Project Manager for a complete streets project in Matheny Tract, an unincorporated community in Tulare County located just south of the City of Tulare. The project involved constructing new curb, gutter, sidewalk, curb ramps, driveways, and a widened roadway for all the northern region of Matheny Tract. In total, the project consists of about 5 miles of complete streets improvements. Tulare County requested the project be taken from complete streets plan conceptual design to 60% desig n. At the 60% design level all of the design and grading for the improvements were complete as well as design of new storm drain facilities and an accompanying drainage report. Mr. Carcha oversaw the project as the project manager and led his team to complete this task in a timely manner. Currently, the project awaits a funding source that the County is working to secure.

SB1 Local Streets and Roads Pavement Rehabilitation, City of Delano, Kern County, California, Project Manager/ Assistant Engineer
Mr. Carcha has worked as an Assistant Engineer and Project Manager for two SB1-funded street rehabilitation projects. These projects involve assessment of pavement conditions and identification of overlay and full depth reconstruction areas, curb ramp assessment and recommendations for compliance with accessibility standards, and design for curb, gutter, and sidewalk replacement and gap filling. The projects also included some sections of roadway widening, utility relocation, and construction of new curb, gutter, and sidewalk.

ATP-5 Bike Lane and Sidewalk Improvements, City of Delano, Kern County, California, Assistant Project Manager This aims to improve various streets to include Class II/Class III Bike facilities and construct new sidewalks to fill gaps i n the city's current bike and pedestrian system. Approximately 6,500 LF of sidewalks, 83,400 LF of Class II Bike Lanes, and 61,000 LF of marked Class III Bike Routes were designed by Mr. Carcha and his team to be constructed on various roadways around the City of Delano. Construction of this project was completed in April 2025, and it was selected as the recipient of the Outstanding Bike and Trail Project Award for the South San Joaquin ASCE Branch in 2025.

Various Roads Improvements, City of Lindsay, Tulare County, California, Assistant Engineer This project aims to rehabilitate various roads within the City of Lindsay. In total, about 2.3 miles of roadway will be rehabilitated with the project and over 40 curb ramps will be redesigned to meet ADA compliance. Miscellaneous sidewalks, alley entrances, drive approaches, and curb and gutter will be replaced as needed. Mr. Carcha has led design of the geometrics and grading of the project which is currently in the 60% design stage.

ATP-6 SRTS Sidewalk Gap and Crosswalk Improvement Project, City of Delano, Kern County, California, Project Manager This project includes the infill of various sidewalk gap fills and intersection improvements to curb ramps and crosswalks. Th e various project locations are all nearby Delano schools and progress implementation of the city's Safe Routes to School (SRTS) Plan. As Project Manager of the project, Mr. Carcha is overseeing the development of design of these improvements by his project team. He reviews for ADA compliance, constructability, cost effectiveness, and completeness. The project is currently in the 90% design phase and is scheduled for construction in 2026. His communication skills as a project manager keeps the project moving efficiently and the city receives bi-weekly progress updates which helps maintain project schedules.

The first phase of improvements has been fully constructed, with the remaining phases progressing toward completion.

Santa Fe Depot Exterior ADA Upgrades, City of Fresno, Fresno County, California, Design Lead Mr. Macagba led the design of the Santa Fe Depot Exterior ADA Upgrades, a two-phase project initiated after the Department of Justice identified noncompliant pedestrian routes and parking areas at the Amtrak facility. For Phase 1, he analyzed existing slopes, identified concrete panels for removal and replacement, reviewed curb ramps for ADA compliance, and recommended sealing expansion joints to eliminate pavement gaps. He prepared plans to define a continuous ADA path of travel from parking areas and adja cent streets to the station's entrance. Phase 2, coordinated with Amtrak's platform upgrade schedule, focused on platform improvements, where he assisted in developing an ADA- compliant route from a redesigned drop-off area to the platform. His responsibilities included reviewing site conditions, identifying concrete panels requiring replacement, and redesigning of the parking lot to achieve accessible stalls and routes. Phase 1 is currently on ho ld pending City direction, while Phase 2 remains active in coordination with Amtrak's construction timeline.

Woodward Park Parking Accessibility, City of Fresno, Fresno County, California, Assistant Project Engineer Mr. Macagba assisted in the Woodward Park Parking Accessibility Assessment & Redesign project, aimed at providing compliant accessible routes to programs, amenities, and services throughout the park. He conducted a parking stall study of all ten paved and 29 on -street lots, counting standard, ADA, and EV charging stalls using Google Maps and aerial imagery, followed by field verification of stall counts, restroom locations, and existing accessible routes. He helped create an Excel matrix to summarize stall counts and compare them to the City's planned ADA improvements for additional stalls. Based on this data, he prepared exhibits reflecting standard, ADA, and EV stalls for each parking area, along with a summarized table for ease of use. With the support of a CASp, he conducted a site visit to assess existing accessible routes, using a pre-prepared checklist to evaluate compliance and identify necessary improvements. He measured ADA stalls, analyzed slopes, and logged observations using GIS to track conditions and potential resolutions. Mr. Macagba helped develop concept -level recommendations and a memo summarizing findings, including a GIS-based map highlighting accessible routes.

Calwa Elementary School Access Control Improvement, Darden Architects, Inc, Fresno Unified School District, Fresno County, California, Assistant Project Engineer
Mr. Macagba assisted in the design of the Calwa Elementary School Access Control Improvements, a fast- paced retrofit project for Fresno Unified School District. He prepared the plan set with cross sections and construction details while coordinating with multiple disciplines, including landscape architects, architects, and the Division of the State Architect ( DSA) for approvals. His role included conducting site visits to evaluate existing slopes, finished floor grades, drainage conditio ns, and verifying utilities. He helped design several ADA -compliant walkways from the public right -of-way to onsite, ensuring accessible connections to existing routes. Additional improvements included two curb ramps connecting accessible parking stalls to the main office and new concrete flatwork to enhance accessibility across the site. Mr. Macagba assisted in laying out a trench drain with concrete infill to resolve drainage issues. He helped layout the improvements of two existing drive approaches and associated walkways with level landings at gate entrances and exits.

Land O’Lakes Truck Turnaround, American Inc, Tulare County, California, Design Lead Mr. Macagba led the design of the Land O'Lakes Truck Turnaround; a project aimed at improving onsite access to truck scales without utilizing public roads. He developed preliminary design concepts during the schematic design stage, including two conceptual layouts for truck parking and turnaround areas, and conducted vehicle tracking analysis to verify turning movements. Site visits were performed to assess existing conditions and coordinate with the facility owner to understand operational needs. He collaborated with city staff, the Fire Department, the owner, and the contractor to address accessibility and constructability. After a layout was selected, he advanced the project to the construction document stage, developing the full plan set with city -standard details, cross sections, and grading for all drive approaches, the connecting concrete slab, and the private street reconstruction. Mr. Macagba specified concrete pavement for the reconstructed areas to accommodate heavy freight truck loadings and prepared the building permit for city plan check. The project has successfully been constructed and was complete by late 2025.
