VII. SCOPE OF WORK

PROJECT INFORMATION:

With a population of 591,531 people, Fresno is the fifth largest city in California covering an area of 159 square miles. Fresno Area Express (FAX) is the public transit agency and paratransit operator serving the City of Fresno. The FAX fixed-route network consists of a fleet of 138 buses, 110 in operation during peak periods servicing 18 routes covering 457 directional route miles. Paratransit operations are serviced by a fleet of 50 vehicles. In FY202 4, FAX provided 9,606,251 passenger trips while Handy Ride provided 154,181 transit trips.

The FAX fixed- route network consists of 1,518 bus stops. Because of the wide range of weather conditions experienced in Fresno, ranging from occasional sub-freezing temperatures in the winter to routine 100+ degree summers, bus stop shading is an important element of this project. A key focus of this project is recommendations for low -cost, and even temporary shading options for those fixed-route transit bus stops without shading.

SCOPE OF WORK:

This scope defines the comprehensive requirements for the selected vendor to undertake the development of the Transit Design Guidelines and Toolkit. These tools are intended to systematically document findings into a robust resource to facilitate the efficient design and standardization of station elements and amenities for FAX 's transit network. The primary goal of the Guidelines and Toolkit is to consolidate essential programmatic information necessary for the development of passenger facilities, encompas sing everything from small local bus stops to major neighborhood centers.

The foundation of the Transit Design Guidelines and Toolkit will be built upon NACTO standards, including lane configurations, stop locations, and bicycle interactions, customized to suit FAX's specific needs and operational context. The selected vendor will integrate existing FAX data and collaborate closely with the City of Fresno and Caltrans to ensure alignment with regional standards and requirements. Given Fresno's diverse weather conditions, including temperature extremes, particular emphasis will be placed on developing creative shading solutions. This will include exploring low -cost and temporary shading options that enhance passenger comfort and safety.

The resulting document will serve as a comprehensive guidebook, providing clear and actionable guidelines for the design and implementation of transit facilities across the FAX fixed-route network. By establishing a standardized approach, FAX aims to streamline future development efforts, improve consistency in station design, and enhance the overall quality of transit services provided to the community.

Task 1 – Project Management
The selected vendor will operate as an extension of FAX staff by providing project management, facilitating information exchange, coordinating, and conducting internal meetings, and the quality assurance (QA) review of deliverables. The project team will coordinate with the FAX Project Manager to manage the successful execution of this scope of work. The Project Management task ensures efficient delivery of the Transit Design Guidelines and Toolkit development project, facilitating seamless coordination and communication among stakeholders. Key activities include:
