September 2018
Mauricio is an experienced multimodal planner with 17 years of experience who prioritizes equity in all aspects of his practice. Originally from Bogotá, Colombia, he strives to incorporate bilingual public involvement strategies into the transportation planning process. He has a background working in micromobility and multimodal transportation, having led the implementation and evaluation of countless bike share programs throughout the US, as well as national studies for FHWA and the National Academies of Science. His experience spans the public and private sectors, including positions with the District of Columbia Department of Transportation where he helped implement one of the country’s first micromobility programs (Capital Bikeshare) and expand transit operations of DC’s Circulator Bus and DC Streetcar. Mauricio’s passion lies in the development and implementation of multimodal transportation projects with a focus on public engagement and data analytics.

Relevant Experience
Caltrans (District 4) Bay Area Transit Plan, CA
Mauricio served as Project Manager for the development of a Transit Plan for the Bay Area. The Plan which supports and complements the District’s Active Transportation Plans identified areas of need, developed best practices, prioritized improvements, and identified strategies to implement needed programmatic and capital improvements on the State transportation network to improve transit service and improve access to and integration between transit modes. The Plan also provided transit modal plan as a reference for treatments in prioritizing and nominating improvements to include in the District System Management Plan, Comprehensive Multimodal Corridor Plans, the State Highway System Management Plan, the State Highway Operation and Protection Program, and the RTP (Plan Bay Area 2050). The Plan included an analysis for corridor planning documents, informing the public, partners, and other internal Caltrans functional units of transit needs and prioritization.

Fresno Council of Governments Mobility Hub Feasibility Study, CA Mauricio serves as Project Manager in support of the Fresno Council of Governments to complete a Mobility Hub Feasibility Study to identify feasible mobility hub locations within the urban core as well as in the rural areas of the County, that can facilitate multi- modal transportation, such as e-bikes, e-scooters, carshare, and traditional public transit.

In addition to sites, the study will develop criteria for mobility hubs and implementation guidelines. Once the feasible locations have been identified, criteria will be applied to identify four specific locations at existing transit stops/stations – one each in Fresno, Clovis, the FCRTA service area, and an unincorporated community – to design mobility hub features at these places for future implementation. The study includes a robust public outreach campaign, emphasizing the underserved communities within Fresno County.

OCTA Mobility Hubs Concept of Operations Study, Orange County, CA Mauricio serves as Project Manager for the development of a Mobility Hubs Concept of Operations (ConOps) Study. The project focuses on identifying potential hub locations and develop conceptual design plans for hub services and amenities. The project also focuses on identifying the roles/responsibilities of the parties required to implement and operate mobility hubs successfully. Alta is also considering how mobility hub locations can influence equitable access to mobility and reduce single occupancy vehicle trips. The objective is to develop conceptual designs and a ConOps strategy that expands mobility access for disadvantaged populations, reduces greenhouse gas and smog-forming emissions, and increases the use of transit services.
