The resulting pavement condition index for FCH Runway 12-30 was 51 out of a scale of 0 to 100. FCH Runway 12-30 was repaved in 2003, the pavement has now reached its 20-year design life and has deteriorated to the point in which a major rehabilitation is needed.

EXPLANATION:

CEQA Guidelines Section 15301/Class 1
Class 1 exemptions, for projects pertaining to Existing Facilities, consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Examples include but are not limited to: Restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety , unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquake, landslide, or flood; and, the Addition of safety or health protection devices for use in conjunction with existing facilities, including navigational devices.

The proposed project involves milling of approximately 3 -inches of existing asphalt and resurfacing the runway to existing grade and repainting runway markings to ensure current standards of public health and safety. The project would not include incompatible uses or changes to the existing purpose of the airport. Implementation of the proposed project will not result in any changes or impacts to storm drain systems, lighting, or signage in the project area. The repairs
