Jason Kraus submitted a new eComment.

Meeting: City Council on 2026-09-03 9:00 AM - Regular Meeting Item: 2.-N. ID 26-1187 RESOLUTION-Initiating a Text Amendment to Chapter 15 of the Fresno Municipal Code Pursuant to FMC Section 15-5308-A Relating to the Prohibition of Data Centers Within the City of Fresno
eComment: I believe in the promise of AI as a commodity, but it's development does not need to sacrifice our environment to succeed. The large dara centers they are building are not sustainable and will be rendered obsolete when this technology becomes more affordable. Just as we saw mainframes get replaced with personal computers, the same will happen for AI.

New eComment for City Council on 2026-09-03

Ashley MirelesGuerrero submitted a new eComment.

Meeting: City Council on 2026-09-03 9:00 AM - Regular Meeting Item: 2.-N. ID 26-1187 RESOLUTION-Initiating a Text Amendment to Chapter 15 of the Fresno Municipal Code Pursuant to FMC Section 15-5308-A Relating to the Prohibition of Data Centers Within the City of Fresno
eComment: Given our already limited resources and the droughts we have faced time and again, an outright ban on data centers is not only warranted but essential to protecting the livelihood and quality of life of ALL Fresno residents. Data centers can place enormous demands on our water and energy resources at a time when Fresno cannot afford to gamble with either. And while water and energy use receive much of the attention, the impacts don€™t stop there.

Noise pollution, increased strain on infrastructure, higher energy costs, and the public costs of expanding and maintaining infrastructure can all extend far beyond the district or zone where a data center is located. These costs will ultimately be passed on to residents and taxpayers, while the benefits will not be shared equitably across our community, and many such benefits LEAVE the city altogether. Every single council member owes it to their constituents to pass this resolution and give it teeth. Fresno deserves responsible economic development that protects our natural resources, infrastructure, neighborhoods, and residents, not extractive development that asks our community to absorb the risks and costs. The City of Fresno deserves better. No on Data Centers.

eComment: Data Center impact should be reviewed and studied with public input before any major ones are allowed anywhere in the city (or ideally not in the county or Central Valley!).

Despite their claims to use recycled water systems, etc, they are a net negative impact on communities, using HUGE amounts of power, causing noise pollution, and taking up farmland.

Not to mention the huge ethical issues of consolidating our data for mega companies. We don€™t need this. Some will argue €œthey€™re already tracking our data€ and €œthey€™re going to build these anyway, why not get the jobs and property tax revenue from these?€ A: We don €™t have to facilitate data consolidation, and this land could be preserved for growing food or building future homes; things that are beneficial for our community.

eComment: "Data centers don€™t comprise a huge amount of the energy footprint of the planet compared to things like air conditioning or other big electrical uses, but they are the most concentrated energy demands we€™ve ever created. And because the energy grid is very localized, they spike the power rates in the communities where they are built. In addition, they are too often located in communities that can least afford it, so these impacts are multiplied." UC Berkeley, Carl Boettiger We Fresnans can barely afford our current electrical bills. With a data center nearby, we will be forced to choose between paying our PG&E bills vs. purchasing groceries. If environmental scientists are saying that they won€™t touch AI because of its environmental impacts, we need to take pause on building mega AI centers near our homes. No Massive AI Date Centers in Fresno!

eComment: Data centers have proven to be disastrous and disruptive and I have recently learned that they want to put one in our neighborhood in the SEDA. I never would€™ve bought a house in this area had I known. Our PGE already struggles to keep up with the growth and we have lost power already more than a dozen times in the last month a half, and Fresno is already plagued by water issues as it is without adding the unnecessary strain of a data center.

eComment: Fresno California and the Central Valley do not need data centers. It€™s a huge drain on our life sustaining resource, WATER! Furthermore, to waste resources on the data collected. 99.9% of it is false information generated by AI. WHAT SPECIFICALLY DO THEY WANT TO SAVE? The data collected is not worth it. 99.9% of the citizens are boring, and a drain on the systems collecting the information.

eComment: We don't want mega hyperscale AI data centers in the Central Valley! They have terrible noise pollution and not only do they use up a lot of water, but they pollute with water waste. Do what's right for the people of Fresno and please consider saying NO to SEDA and to support council members introducing data center bans within our city limits, to further protect our families with an outright ban. We need to take a stand right now more than ever. Please stand with the people of Fresno and do what's right for our children and help build a Fresno we can all support. Thank you.

eComment: Dear Council Members, Please vote NO on allowing data centers in Fresno and reject any connection to the SEDA plan. In a region plagued by drought, we cannot afford to gamble with our scarce water resources for industries that offer few local benefits. Data centers place enormous demands on water and energy, and Fresno residents, not corporations, will bear the burden of higher utility costs, infrastructure strain, and noise pollution. The profits leave the city; the costs stay with us. As Councilmember Richardson noted, €œThe last thing we need is a business disproportionately taking more than it€™s contributing to the community€ .

Please stand with our community and say NO to SEDA and NO to data centers. Also someone buy Mike Karbassi some new suits? Dude looks like a walking version of my grandma's couch.

eComment: I am in strong support of the ban on data centers in the city of Fresno. This ban is the minimum we should be doing to avoid the disasters caused by data centers in other cities including severe water and power shortages, ecological and environmental pollution, noise and light pollution, and displacement of people and wildlife just to name a few. We should not be allowing tech companies to force harmful tech before you can examine the long term consequences and effects it has on people and the environment. This includes Flock and ALPR surveillance technology. Ban AI centers and mass surveillance in Fresno. I have attended multiple meetings with people from across Fresno and across party, cultural, and religious lines who all voice strong opposition to tech-facism. We ask the council to stand with the community and support this measure.

eComment: I am in immeasurably strong support of a ban on data centers. Data centers consume excessive amounts of water such to the point of causing and/or worsening water shortages. Our community is already plagued with drought. Speak nothing of the noise pollution, the support of widely hated Flock surveillance, and ecological disasters, If you want to keep your jobs in city council, you will support a ban on all data centers. Fresno doesn't need another cause of power or water shortages. Fresno doesn't need to displace more of its community members in pursuit of a data center that will only cause us harm. Fresno doesn't need the deafening noise data centers create, or the light pollution that already plagues our skies. Support the ban.

Meeting: City Council on 2026-09-03 9:00 AM - Regular Meeting Item: 2.-N. ID 26-1187 RESOLUTION-Initiating a Text Amendment to Chapter 15 of the Fresno Municipal Code Pursuant to FMC Section 15-5308-A Relating to the Prohibition of Data Centers Within the City of Fresno
eComment: I vehemently oppose data centers being built. We are a region already plagued with droughts, extreme hot weather, bad air quality, and noise pollution. Allowing data centers within our city is a crime and a slap to the face against the residents of this city. Make informed decisions and not decisions influenced by money or greed. Think of the consequences for our youth. Think of the people that live in these areas that already have to deal with contaminated water! You guys work for US and WE DO NOT want data centers in our town! Show us that you are all intelligent individuals and are not easily swayed by money. Don€™t be an embarrassment to our town and set an example all of California (and our nation) can look to.

eComment: Fresno must listen to the community and pass 2.-N. ID 26-1187. Notice how your constituents are not showing up to meetings or submitting comments begging for a data center to be built in their backyard. That isn€™t because we€™re ignorant and don€™t grasp the €œvast benefits€ data centers will provide our struggling communities. It €™s because we ARE informed and we deeply care about each other and our collective future and wellbeing. As our elected officials, we direct you to vote the will of the people who trusted you to faithfully represent us when we elected you. A vote in support of this resolution carries with it the power to keep you employed after your next employee evaluation - Election Day. Thank you for your time and honest consideration. Lin Kivett

eComment: Given our already limited resources and the droughts we have faced time and again, an outright ban on data centers is not only warranted but essential to protecting the livelihood and quality of life of ALL Fresno residents.

There are parts of Fresno county that already has yellow water we don€™t need that happening to the rest of the county. We need to fix that issue and data centers are going to make it worse. We need to focus on how to improve the city of Fresno like making it safer, having resources for those in need and making the city beautiful. FRESNO DOES NOT NEED DATA CENTERS!

eComment: Data centers are a proven environmental detriment. The infrasonic impact on the mental and physical health of those who live nearby, as well as the water usage to cool these systems is a well documented net negative, especially in a state consistently plagued by drought. We do not need more data centers contributing to the techno fascist surveillance state and climate catastrophe that some seem adamant to be speeding towards. AI does nothing beneficial. Offloading cognitive work only makes people dumber. We should instead invest in free public education through the university level. I support a ban on the expansion of data centers in Fresno CA and the United States at large.

eComment: I dislike this proposition. Data centers are not a front that we should be pushing towards. We have much more dire issues that need to be addressed in Fresno. The building of a data center will not touch up on any of them. This proposition is a slap on the face to all the residents of Fresno who are struggling to pay for their rent and groceries. While the ordinary citizen struggles to live, Fresno pushes for the building of a data center to feed more money into the funnel of those who do not need it. Disappointing that this has to be contested. Do not build data centers in my city.

eComment: I support a ban on data centers. The biggest issue with Fresno building a data center is the amount of water and electricity it would use, especially since both are already major issues in the Central Valley. Data centers also take up a lot of land and require expensive infrastructure, while creating relatively few permanent jobs once construction is finished. On top of that, Fresno will end up dealing with more noise pollution, pollution from backup generators, and potentially higher utility costs to support it.

eComment: I support a ban on data centers in the Fresno area. These centers are based on false promises of bringing jobs to the area. In reality, these data companies are already pursuing technology to automate the maintenance and repair of their systems. These centers will be a burden on our limited resources, while providing minimal to no benefit to anyone but the rich technocrats that own and operate these centers. The AI boom is a gold rush, and these data centers are the shovel salesmen of our era. Don€™t let us get swept up in the hype, throwing good money after bad in the name of fear of missing out.

eComment: I support the ban on Ai data centers. We are a city of agriculture. If these data centers are here, communities health will be affected, farmers will have to compete with water for their crops, and wildlife will have even more land and resources taken away from them. Stop the building of Ai data centers, for our future and the ones that will come after us.

eComment: I support this ban on data centers, though I wish it was for more than just Fresno. A data center will bring mass distress to thousands of your loyal home and business owners because of all the publicly unbiased problems a data center drags along with it. Nobody wants to live in a city with a data center, even the manipulated residents that had initially thought it was a fine idea. Data Centers aren€™t helping humanity, let alone going to help the City of Fresno, they simply fill the pockets of apathetic greedy men while the fools using AI have a bit of fun before realizing they€™ve aided in their own misery. There is no place for people like that to be involved in Fresno, nor the world.

eComment: I support the ban of data centers in, around, and near Fresno. The SEDA project would directly affect myself as the plans show they want to build directly in my area. Data centers can absolutely run without water and there are other options that can be used besides stealing water from the farmers and the people while we are currently in a water crisis. I do not want to be stuck hearing the "hum" of a data center 24/7, along with the increase of heat within the surrounding area of that data center. No data centers in Fresno! The negative environmental impact they pose are reason enough to be completely against it. eComment: I am writing to formally register my opposition to any current or future data center developments in our city. While technology companies benefit from these facilities, our community bears the burdens.Data centers demand immense amounts of power and millions of gallons of water for cooling, which threatens our grid stability and local water resources.

Furthermore, the constant, high-frequency noise from industrial cooling fans directly harms the quality of life for nearby neighborhoods.Unlike traditional businesses, data centers are highly automated and create almost no long-term employment for locals once built. They occupy large tracts of land while providing minimal economic return to the community. I urge the city council to protect our resources, protect our residents' quality of life, and reject these projects.

Meeting: City Council on 2026-09-03 9:00 AM - Regular Meeting Item: 2.-N. ID 26-1187 RESOLUTION-Initiating a Text Amendment to Chapter 15 of the Fresno Municipal Code Pursuant to FMC Section 15-5308-A Relating to the Prohibition of Data Centers Within the City of Fresno
eComment: We here at The Fresno Fig have a long history of supporting municipal resolutions intended to improve life in Fresno. Accordingly, we are delighted to see this Council consider a resolution prohibiting data centers by directing staff to draft a future prohibition, conduct environmental review, send it to the Airport Land Use Commission, then the Planning Commission, and finally return it to the city council so that the city council may eventually consider actually prohibiting them. It is supremely fulfilling to see the administrative bureaucracy functioning at full capacity. We at The Fig look forward to reviewing the review of the proposed amendment once it has been reviewed by the Airport Land Use Commission, reviewed again by the Planning Commission, and returned to the city council for its review of everyone else's reviews. We would also like to use our remaining time to implore local coffee-cup manufacturers to stop ruining shirts Councilmember Richardson's mother bought him for his birthday. He dearly loves his mother, and we would never suggest there is anything unusual about that. Plenty of perfectly well-adjusted adult men have enjoyed exceptionally close relationships with their mothers. Norman Bates, for example. We urge Council to approve this resolution immediately, so Fresno can begin the important work of someday deciding whether to do what the resolution says Fresno has decided to do.

eComment: I am a Fresno resident, business owner and healthcare professional writing in strong opposition to allowing commercial or hyperscale data centers in our city. Working in the medical field, I have witnessed how environmental stressors compromise our community€™s health.

Fresno already faces severe public health challenges, including high rates of asthma, cardiovascular disease, and heat-related illness. Data centers will significantly worsen these burdens while draining the resources our families depend on: Water Depletion: Industrial cooling consumes millions of gallons of potable water daily, threatening our already vulnerable Central Valley water table. € Power Grid Instability: Massive electricity consumption strains our local grid, increasing blackout risks during extreme summer heat when medically fragile residents rely on power for home medical devices, oxygen, and medication refrigeration. € Air and Noise Pollution: Large-scale diesel backup generators release toxic particulate matter into an already compromised air basin, while continuous low-frequency noise harms sleep and elevates cardiovascular stress. These facilities offer negligible permanent jobs while extracting our vital water and energy. Fresno cannot sacrifice public health for outside tech infrastructure. I urge the City Council to protect our residents and prohibit data centers in Fresno.

It€™s well known of their detrimental effects on the environment with their heavy use of water for cooling systems and the noise pollution the centers create. eComment: I support this resolution because Fresno deserves development that actually serves Fresno. Data centers consume 150,000-300,000 gallons of water daily and 50-150 megawatts of power, yet create only 50-200 permanent jobs per million square feet. That means straining our most precious resources for minimal local benefit. Fresno already faces drought and extreme heat. We should not sacrifice our future for the benefit of facility operators elsewhere. Our industrial land is finite. We could use it for businesses that employ our neighbors and keep revenue circulating here. That's wealth-building for Fresno families, not extraction for distant shareholders. This resolution protects Fresno's water, energy, and land for Fresno's growth. We are saying yes to our own future. Pass this resolution.

eComment: I support a ban on data centers. There€™s currently no proper regulation on data centers. There€™s no clear indication the data centers will benefit Fresno. Data centers create noice pollution that makes whole families sick, they draw necessary resources like water and energy that Fresno residents will end up fronting the bill for. Data centers need to be studied, reviewed and regulated before being considered anywhere. Regardless of a study, Fresno is not a good candidate for experimental data centers as Fresno needs homes and a more affordability and a data center will do the opposite.

AI Data centers will have the following impact on OUR community: -increase the strain on our fragile energy infrastructure -increase air and noise pollution -use and pollute our water infrastructure - ruin neighborhoods in the surrounding areas. I urge our City Council Members to pass this resolution to protect their citizens and not to prioritize businesses that will have no care for the community's well-being.

eComment: I strongly oppose data centers being built. We need to conserve our resources and protect our communities from the detrimental effects of data centers such as air pollution, high electricity usage, noise pollution, and water usage already being seen in areas with them. In fact, research conducted by the University of Riverside estimated that by 2028, data centers could contribute to roughly 600,000 asthma cases and 1,300 estimated premature deaths. Moreover, data centers will further disrupt biodiversity, further harming just not humans but the life around us. Overall, the circumstances right now regarding our healthcare system, water, power grid, and environment in general is not good. If you choose to place a data center knowing these effects and the circumstances we are in, you would choose profit over the well-being of our community.

Moreover, these companies such as Global Stack have shady 100-year lease contracts and are not to be trusted.

Thank you to Councilmember Richardson for initiating the resolution for a prohibition of data centers within the City of Fresno. I support this and urge all council members to support this resolution as well at the scheduled hearing of this item (2.-N. ID 26-1187) this Thursday Sept 3.

Below I’m including a few questions regarding the current text of the resolution (link is below), as well as some suggested additions, and reflections on the pros and cons of data centers.

Thank you.

Shelly Spencer
District 5 Resident

Questions
pt 3 Reviews. Does this mean that this resolution is essentially “pending” until after feedback from the commissions and a final City Council vote? This resolution could be strengthened by encouraging the County Board of Supervisors to consider the same prohibition for the entire County of Fresno. Could an amendment be added?
I’ve heard there are some small data centers operating in Fresno already. (How is that possible if not specifically allowed in the development code?) This resolution addresses the type of centers that facilitate Ai. Do those need to be called “Major data centers for Ai training, maintenance, and development?” How would the city distinguish between centers for storing data and ones for processing data for Ai that require more water/generate water waste and consume greater electrical resources?
How would this resolution impact the potential SEDA or ‘south SEDA’ plan? If a plan was approved, would those SEDA areas become ‘city of Fresno’ designations and so have this prohibition applied?
On a related note, could city staff clarify what “research and development” in the SEDA plan is referring to and how that relates to large data centers? The original SEDA plan specifically contained a mention of data centers but now that’s obscured with this phrase.

Suggestions

The resolution does not include a ‘Whereas’ explaining the reason for the resolution. Perhaps a statement about that would strengthen the policy, giving criteria to satisfy to prior to any change being made. For example:

“WHEREAS, significant concerns have been raised regarding negative environmental, noise, energy, and agricultural impacts of major data centers which call for further study, …”

Or perhaps even

“WHEREAS, additional large scale water use or waste is of significant concern for our agricultural region…”

Pros & Cons

When this resolution comes up for discussion, there likely will be many examples given of cities that do or don’t allow data centers. There will be near-endless examples cited of the problems these data centers have caused residents, which are worthy of noting.

I trust the majority of Council members share these same concerns and would want a Council-reviewed study done prior to any authorization given for a data center.

At the same time there will likely be calls to ‘not limit development in Fresno,’ or to be ‘responsive to investment opportunities,’ or to ‘be receptive to progress’ - none of which actually address the concerns causing this resolution to be proposed. We’ve even heard President Trump throwing his weight behind data centers, implying a political preference for them.

For those who do not want a prohibition, please find a location in your district where your constituents would welcome a data center.

As stated so well “The last thing we need is a business disproportionately taking more than it’s contributing to the community.”

Meeting: City Council on 2026-09-03 9:00 AM - Regular Meeting Item: 2026 CITY COUNCIL MEETING SCHEDULE
eComment: I respectfully urge the Council to permanently prohibit the construction of data centers within the city of Fresno. Our infrastructure cannot absorb the strain a data center would impose. Fresno residents already contend with poor air quality and recurring drought. We should not also have to worry about water scarcity and degraded water quality, both of which data centers are known to cause through their massive cooling demands. Our electrical grid is similarly unprepared. Many residents already struggle to keep up with PG&E and utility bills €” I€™d invite the Council to review the city€™s own past-due utility account numbers as evidence of this hardship. Adding a data center€™s enormous power draw risks driving rates even higher for households already stretched thin. Data centers create very few permanent local jobs relative to their resource footprint, while the companies behind them can relocate at will.

Fresno families cannot. We would bear the environmental and financial costs long after any economic promises fail to materialize. Please don€™t let corporate interests outweigh the wellbeing of the people who actually live here. This is our home, we must protect it. Thank you for your time.

We should not also have to worry about water scarcity and degraded water quality, both of which data centers are known to cause through their massive cooling demands. Our electrical grid is similarly unprepared, we experience rolling blackouts every summer. There must a limit to corporate greed and political favors, let this be it. Thank you for your time.

eComment: Data centers in Fresno is a terrible idea. In other places they make the water undrinkable. We already live in a drought in Fresno, we don€™t need data centers ruining the water we have. The Colorado river is already drying up, more data centers will just make it worse. Please do not let the corporations drive our planet to extinction. I vehemently disagree with any data centers and will not support anyone who is in favor of them and I will make sure to tell the people around me also to not support.

We've all seen news stories describing the ways large data centers hurt their communities by putting an immense strain on local water and energy resources. Building a data center in Fresno right now would bring that same strain to a community that already has these issues. A 10 year suspension gives big tech developers time to address these issues. I urge all council members to support Councilmember Richardson's proposal.

Please Ban the ability to build AI Data Centers here in Fresno county it’s our home and the research of how it affects the lives of us citizens including wild life as well as affecting our water supply when we’re already in a drought would be extremely and highly irresponsible for anyone to build something so devastating in our home, county, city, and communities.

Hello!

This email comes from a very concerned constituent that lives in district 6.

I encourage all council members that at the september 3rd council meeting they vote against allowing installations of AI data centers in Fresno.

Please, do not allow data centers in fresno. We do not want harsher environmental/ climate hazards, hotter summers, and pollution. We should rather look into other ways we can help improve
our community. A data center is not a solution (even though they are claimed to open up more jobs; these are severely underpaid with plenty of safety hazards.)

Also, please remove flock camaras! literature has warned us from happening in "Fahrenheit 451" and
"1984" ,aswell in so many more titles.

Reminder: AI is your dumb friend that "sounds smart", therefore you don't know how really dumb they are

Thank you!

To the Members of the Committee,

As a concerned member of Fresno, I am writing for clarification regarding the removal of Agenda Item #2-N (26-1187) from the upcoming meeting schedule. The well- documented opposition and community interest regarding the ban on data centers in our region and the commission of this item on the agenda raises serious concerns regarding transparency within the Committee and efficiency of processes. These delays only serve to eradicate public trust and the delay of critical oversight.

Local policies should be focused on on the long-term needs of the Valley. We SHOULD be prioritizing agricultural sustainability by working with local farmers on securing water rights and lowering their operational costs. They are the primary economic engine of our Valley and should be treated as such. We SHOULD be focusing on investing into educational and vocational programs so our children and our valley have sustainable regional growth. We SHOULD be creating policies and resources that bring more healthcare workers to the Valley and solutions to homelessness and access to mental health services.

I need not remind you all that elected and appointed leaders will be held accountable to the community they represent. If you choose to moving forward with initiatives that explicitly disregard the public feedback and undermines us, if the committee chooses to ignore the clear mandate of its constituents and advance these developments, we voters will actively mobilize during upcoming election cycles to ensure this leadership is replaced with representatives who prioritize community interests.

Data Centers DO NOT align with the core values of our community nor does it offer a

return on investment for our local residents. I urge you to reinstate Agenda Item #2-N for public discussion.

eComment: The people of Fresno do not want any AI Data Centers built here. The harm they cause to the communities where they are built has been well documented. They use a ton of water, something everyone here knows to be a scarcity, so why would we bring in something that would only make that problem significantly worse? In addition they use a lot of electricity and our city already struggles in the summer to make sure there is enough to go around. Data centers are also loud and disruptive to those who live nearby and to any wildlife in the area. I strongly encourage the council to listen to what the people of this city want and I can assure you that what we want is a ban on the building of any AI Data Centers here. This is a hot button issue and if you go against what the community wants on this I truly believe the political repercussions will be swift and merciless. At a time where people are so politically opposed to one another this is one issue where we seem to all be in agreement. NO AI DATA CENTERS IN FRESNO!

Hello my name is Champ Ortiz, I’m hereby writing that I’m not in favor of data centers in our Central Valley, to be quite frank it’s ugly as it is , we need to build up Fresno and I don’t believe data centers are the key to doing that, it brings more pollution, more background noise , and no one knows the causes it’ll have 20 years from now but I know one thing it’s that the Central valley does not need them.

External Email: Use caution with links and attachments
Dear Fresno City Clerk and Members of the Fresno City Council, Please include this email in the public record for Item 2-N (ID 26-1187) regarding initiation of a text amendment relating to the prohibition of data centers within the City of Fresno.

My name is Jewell Burrows, and I am writing in support of Item 2-N and initiating a prohibition on data-center development in Fresno.

I am not opposed to technology, innovation, or responsible economic development. I am opposed to committing Fresno’s finite land, water, energy capacity, infrastructure, and taxpayer resources to resource-intensive development without first proving that the long-term benefits to Fresno residents outweigh the long-term costs.

Fresno and the Central Valley possess something far more difficult to replace than a data center: some of the most productive agricultural resources in the world.

The Central Valley produces approximately one-quarter of the nation’s food, and California produces nearly half of America’s vegetables and more than three-quarters of its fruits and nuts.

What grows here doesn’t just feed Fresno. It feeds America.

Before allowing hyperscale data centers or similarly resource-intensive development, residents deserve independently verifiable answers regarding:
• Projected water consumption
• Electricity demand and grid impacts
• Permanent jobs created after construction
• Number and quality of jobs guaranteed to Fresno residents • Local tax revenue actually retained by Fresno
• Infrastructure construction and maintenance costs
• Public subsidies or incentives
• Impacts on agricultural land and surrounding communities • Who assumes the financial risk if projected benefits fail to materialize Economic investment and community benefit are not automatically the same thing.

If developers promise Fresno jobs, infrastructure investment, environmental protections, or other community benefits, those promises should be measurable, enforceable, and made publicly available—not simply included in projections or presentations.

Fresno is not empty land waiting for someone wealthier to discover its value.

We already have value.

Our farmland has value. Our water has value. Our electrical capacity has value. Our neighborhoods have value. And our children’s future has value.

Technology can be built in many places.

The Central Valley cannot.

I respectfully urge the Council to support Item 2-N and protect Fresno from data-center development unless and until the public can be shown—with independent evidence—that such development would provide greater long-term value than the resources and opportunities Fresno would sacrifice to accommodate it.

Price every cost. Prove every benefit. Protect what cannot be replaced.

If a proposal is genuinely good for Fresno, it should survive that level of scrutiny.

And if it cannot survive the questions, it should never survive the vote.

Thank you for including my comments in the public record.

Sincerely,
Jewell Burrows
Fresno County resident

Dear Fresno City Council,
I am in support of BANNING ALL AI DATA CENTERS in Fresno County and all of California.

AI Data Centers use water we cannot give up. California is in a drought. In addition, AI Data Centers use massive amounts of electricity which may drive up our costs for household electricity. Also, noise and pollution are not something we want from AI Data Centers. Fresno has our own pollution issues to fix. Another thing to consider is the land or farm land that will be taken away forever if an AI Data Center is built. Farm land is irreplaceable.

Sincerely,
Crystal Martinez

To whom it may concern,
I would like to support the 2N agenda to ban all data centers in Fresno. I do not want any data centers, in, near, or around Fresno. The SEDA data center directly affects myself and I do not want water taken from us or the farmers. I do not want to hear the "hum" of a data center 24/7 since it would be placed so close to my home and information has shown that data centers increase the level of heat in the surrounding areas of where the data center is located.

No data centers or AI centers in Fresno.

Thank you,

Good Morning,
No to AI Data Center, pls. We are not yet here to build a greater metropolis. Let us remember our small farmers and local community members and their contributions to Fresno. Let's make Fresno Green(er). Let's keep Fresno green.

Why not instead embellish our freeways and neighborhoods with inland sequoias and fir trees, ash trees especially (the wild and tall, giant and big ones) and more flowers for our pollinators?
Fresno translates to Ash Trees.

Why not create effective gathering of our unhoused communities into effective rehabilitation centers that also center education on money literacy, social, spiritual, and economic engagement? That focuses on spinal alignment and energetic healing and wholeness? This is how we grow our community and the trust of our constituency. Perhaps then, our unhoused members will cease from living or hiding in these oases
of trees (which have been cut down terribly due to their living and hiding in these trees). Heal our members properly. Do the thorough work, pls.

As exciting as AI may be, there are a lot of reparations and restorations to be had for our Indigenous members, also, aside from the unhoused communities. YOU ARE LEADERS. You are responsible for all your constituents to have the ability to be good standing constituents. So a lot of your conferences and meetings should be about this (healing our community members,
reinfrasturing our leadership, and greening our
lands).

This is where conversations of policy and growth, recovery and gratitude require your attention. When there is clean air, water, and healthy community members lead by caring leadership, then the idea of money and enoughness will cover its own bases.

Leadership might then be honored for the work they are doing and recognize the pay they deserve. Same with constituents, they'll recognize their own collaboration, roles, pay, and ability to respond well to leaders while maintaining healthy relationships.

STOP the conservation around "This sounds like Socialism, Communism, and or Captialism." EVERY SOCIETY in all of history requires a bit of each of these insights/foundation for a strong and healthy society.

Capitalism
allows individuals and private companies to price their work base off their own time and effort worthiness. It allows these individuals to own land and production of their products and the patented products themselves. Believe this, Capitalism requires a Cap as is in its name. This is what allows it to check and balance itself in the world of fair play. It requires an addendum that promises to give

back to the Earth a fair trade in the amount it takes from the Earth to produce its products, production, and profits. It is all a relationship. (You're not separate from Capitalism) Free Markets allow these individuals and private companies to fluidly change their prices based on supply and demand.

Socialism is not separate from the IRS, our public roads, schools, and healthcare programs. This includes our National Defense and Courts. So there is a lot of gratitude for The People, By The People. This allows for contributions and collaborations of public services. We are all part of the USA constituency (you too, so you're not separate from Socialism). We are all a part of this story.

As for the Big Bad C word Communism: let us rephrase or perceive it a little more newly. How about we remember villages and tribes that each and every one of our ancestors are a part of and that we are from? When we do this, we can replace the word Communism entirely. I get that Communism on a big scale solely just like Capitalism is not without the IRS and its public services. As both are needed in all forms of government. As both feed into both parts of every human design. So let's be practical and logical here. Primitive Communism as Karl Marx once considered Tribal Nations, is not Primitive nor is it this Big Bad Wolf so-called Communism. Insteaad, Communal responsibility and growth is real and possible on small scales and is already happening.

Fresno is a community. As all Counties and Cities are. It requires commardery and communal efforts to thrive and sustain. Think of Indigenous ways of life and the idea of enoughness. Replace the negative connotative word Communism altogether.

Remember all the Measures and Grants and Monies you have dealt with and redistributed. That comes from your community. Have a better way of speaking of your community from all perspectives and grow your leadership, pls. (The reason for this conversation of money and governance and types of economies is a gentle and firm refresher for you as I've watched you in recordings where some of you may have spoken out of context. Also to remind you that yes, money can move mountains, but money is a relationship that is not one sided. The mountain has to be ready to be moved; it has to be healthy enough. And Fresno and a lot of the USA is not ready for an onslaught of AI Centers especially given the disastrous outcomes with water pollution, air, light, and noise. The USA is in recovery mode. When AI Centers can be managed and sustained properly then we can reintroduce it to our lands, but until then, it needs to cease. Pick the mountain. Pick your relationship to the land and the people. To yourself. Then watch as pure currency pours back into your life and leadership.

Please consider your drive to and from the Council Chambers and look to our neighborhoods and envision a healthy Fresno. Let us be a great example as the heart of California to the rest of California that we can work together. When you take into account all that I've shared with you above-- whether you already have an understanding of these structures in your personal and communal lives--I ask you to scale it to the size of Fresno County and City.

Can we center our attention, money, and efforts upon our people and healthy
elements? Please say, vote, and choose No To Data Centers until we heal a majority of our communities with purified air/water/Soul/soil. Comprehensive healing and recovery is complete and possible.

Thank you,
Trust,
Truly,
Treasure

P.S. I thank you all for the roles you have taken on to lead. You are heroes in my eyes. I am so amazed by your devotion and reverence.

Dear Members of the City Council,
I am writing to you today as a Fresno resident to express my strong support for the proposed measure to ban AI data centers within our city.

While technological innovation plays a significant role in today’s economy, the infrastructure requirements of modern AI data centers present severe environmental, financial, and community challenges that our city is ill-equipped to absorb. I encourage the council to consider the following factors:

Resource and Power Strain
Long-term Risk to Our Local Water Supply
Environmental Impact and Noise Pollution
Limited Local Economic Benefit
Our city’s zoning and resource planning should prioritize sustainable residential development, local businesses, public parks, and eco-friendly enterprise. Allowing data centers into Fresno jeopardizes our climate and shifts heavy environmental and financial burdens onto local taxpayers.

I urge the council to protect our city’s future by voting to support a ban on AI data centers. Thank you for your leadership, time, and dedication to serving the best interests of our community.

Sincerely,
Stephanie Hernandez-Avina

Hello,
I wish to voice my support for the Resolution banning data centers - especially AI data centers - in the City of Fresno. (9/03/2026 Item #2N 26-1187)
The Central Valley is already suffering from too high a demand on our limited water and too- expensive power resources. Data Centers will only compound that problem and cost our citizens more, extracting that wealth to corporations and private equity in their continued drive to capture us in a Techno-feudal society.

Once this bubble bursts - like the "dot com" bubble before it - we will be left poorer and with yet more facilities we cannot fill.

Our dollars should be spent on improving existing infrastructure and filling existing commercial buildings with viable businesses that keep our dollars here, working for us. Data centers will not further that goal.

If any data centers are to be built in Fresno in the future, which I reiterate I oppose, it should be at the total expense of the company attempting to build them. Not one penny of tax dollars or other City of Fresno revenue should be spent, including on any infrastructure construction or connection. They should also be required to hire and train a specific, high percentage of their workforce locally in order to receive any approvals; no relocating people here to fill roles.

Thank you.

Corey A. McLaughlin
District 1 (Pine and Wishon)

challenges, additional infrastructure costs, or environmental mitigation, Fresno residents will be the ones left paying for it. Taxpayers will bear those costs. Residents will bear those impacts. The City has an opportunity to address these concerns now instead of asking Fresno residents to pay for the consequences later.

Second, I urge the City Council to consider prohibiting data centers within the City of Fresno.

We are already seeing the impacts of large-scale data centers across the country. These facilities can place massive demands on electricity and water while also contributing to noise and air pollution, and other environmental impacts.

Fresno already faces some of the worst air quality in the country, extreme heat, aging infrastructure, and neighborhoods that have spent generations carrying a disproportionate share of environmental harms. Why would we knowingly invite another resource-intensive industry into our city without first asking what that will cost the people who already live here?
The SEDA proposal includes land designated for research and development that could attract future data center development. At the same time, interest in building data centers on publicly owned land is growing. This is not a good thing. Just a few months ago, the High-Speed Rail Authority suggested it would consider building data centers on property it owns, including properties within Fresno's city limits and in communities that have already spent decades dealing with blight, disinvestment, and environmental harms.

This is not just a problem for one neighborhood or one district.

When a project puts
additional strain on our water supply, electrical grid, or public infrastructure, that burden does not stop at the edge of the neighborhood where it is built.

If infrastructure needs to be expanded, who pays?
If utilities are strained, who pays?
If environmental damage has to be mitigated, who pays?
If the City ends up in court because it failed to properly review a project, who pays? More often than not, the answer is Fresno residents and taxpayers.

Before we find ourselves responding to individual proposals one at a time, the City should establish a clear policy now. We should not wait until communities are forced to fight projects after developers have already identified a site and invested millions of dollars into making them happen. As the City Council, you have the opportunity to decide what kind of development we want to encourage and what risks and burdens we are unwilling to place on our residents.

I am asking you to act before these decisions become irreversible:

Request a rehearing on SEDA and ensure the Planning Commission can fully evaluate the project's viability and its environmental, infrastructure, and citywide impacts.

Consider an outright prohibition on data centers within the City of Fresno before residents many years from now are left dealing with the consequences of decisions made today.

Please do right by your constituents and take the long-term environmental, economic, infrastructure, and legal consequences of these decisions seriously. The risks are high, not only for those of us who live and work in the city now, but also for our children and grandchildren. Now is the time to save Fresno's future.

Sincerely,
Ashley Marie Mireles-Guerrero
