PROJECT LOCATION : Intersections of Abby Street/Clay Avenue, Abby St reet/Harvey Avenue, and Blackstone Avenue/Illinois Avenue

(City of Fresno Council District 3)

PROJECT DESCRIPTION:

The City of Fresno, Public Works Department propose s to make improvements to the three (3) intersections of Abby Street and Clay Avenue, Abby Street and Harvey Avenue, and Blackstone Avenue and Illinois Avenue. The improvements at all three intersections will provide a new complete High-Intensity Activated Crosswalk (HAWK) system, curb ramps, sidewalk and crosswalk signage and striping.

This project is exempt under Section 15301/Class 1 of the California Environmental Quality Act (CEQA) Guidelines. None of the exceptio ns to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.

EXPLANATION:

Section 15301/Class 1 of the CEQA Guidelines exempts from the provisions of CEQA, projects consisting of the operation, repair, maintenance, p ermitting, leasing, licensing, or minor alteration of existing public or private structures , facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The types of "existing facilities" itemized below are not intended to be all-inclusive of the types of projec ts which might fall within Class 1. The key consideration is whether the project involves negli gible or no expansion of an existing use.

Examples include but are not limited to: (c) Existing highways and streets, sidewalks, gutte rs, bicycle and pedestrian trails, and similar faciliti es (this includes road grading for the purpose of public safety).

The proposed project is consistent with Section 153 01/Class 1 exemption because the project is proposing alterations to existing utilities and street improvements facilities and structures which are existing streets, sidewalk and similar facilities. The proposed improvements are minor and do not constitute an expansion of use. No additional traffic or associated traffic impacts will result from the addition of safety and operational upgrades.

Based on staff analysis, it was determined that no a dverse environmental impacts would occur as a result of the proposed project and none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines Section 15300.2 apply to this project. Therefore, a categorical exemption, as noted above, has been prepared for the project.
