Thank you for considering ScrubCan for RFP No. 12601967 for janitorial services at FAX Facilities. We are pleased to submit this proposal and are confident that our experience, systems, management structure, and current performance for the City of Fresno make ScrubCan a strong partner for this scope of work.

ScrubCan currently performs Citywide custodial services for the City of Fresno and has developed direct working knowledge of City standards, reporting expectations, facility access requirements, quality control needs, security protocols, and the importance of responsive communication with City project managers. This experience allows us to approach the FAX Facilities scope with an established operating model rather than a start-up learning curve.

Our company is founded and headquartered in Fresno, and we have more than a decade of experience delivering locally driven cleaning solutions throughout the Central Valley. We combine trained personnel, standardized procedures, field supervision, and technology-enabled accountability to deliver reliable, consistent, and measurable service outcomes.

Please find enclosed our proposal detailing how ScrubCan will meet and exceed the custodial service requirements for FAX Facilities under RFP No. 12601967. Thank you for the opportunity to continue serving the City of Fresno.

Founder & CEO
ScrubCan | RFP No. 12601967 - FAX Facilities Janitorial Services Profile of Firm
Company Biography
ScrubCan is a locally owned and operated small minority business founded in 2014 by Corey Jackson, with offices in Fresno, California. The company began by addressing the growing health and environmental hazards associated with dirty residential trash containers through a specialized cleaning system that used recycled water and reclaimed wastewater. After successfully launching that residential service, ScrubCan expanded into commercial cleaning and facilities support.

Today, ScrubCan provides janitorial services, litter control, fleet cleaning, solar panel cleaning, disinfecting, and commercial power washing throughout the Central Valley. Our service model is built around three operating pillars: people, process, and product.

People
We recruit, train, coach, and place
employees in roles where they can
succeed. Field employees are
supported by managers who
emphasize accountability, safety, and
consistent communication.

Process
We rely on clear SOPs, checklists,
software tools, and inspection
routines so that custodial work is
performed consistently across
multiple facilities and shifts.

Product
We design the service experience
around the client. Cleaning quality,
responsiveness, reporting, and
communication are treated as core
deliverables, not add-ons.

This operating foundation has allowed ScrubCan to scale into larger, more complex commercial and public-sector work while maintaining a local service culture and hands-on leadership presence.

6. Questions regarding Insurance Requirements Clarification Section V – Insurance Requirements:

a. The Commercial General Liability (CGL) policy is written by a non-admitted carrier. Will authorization from the City’s Risk Manager be required, and if so, should this be obtained at proposal time or post-award?
Answer: The City will not reject non-admitted carriers as long as the requirements are met and there are no unreasonable restrictions on City protections. Please specify this in your proposal.

b. The CGL policy does not include ISO form CG 00 01, and the Auto policy includes ISO forms but not the most current version. Will equivalent coverage forms be acceptable?

Answer: The City does not require specific endorsements. As long as the PNC endorsement is as broad as a CG 20 01, it will be acceptable. The ISO forms do not have to be the most current version.

c. The current CGL policy does not include a separate aggregate limit for Products & Completed Operations. Is a separate aggregate required? Answer: Yes, the products and completed operations aggregate should apply independently of the general aggregate.

d. The CGL policy provides defense costs within limits. To comply with the stated limits, this would require increasing excess coverage beyond our current limits. Please confirm whether this is required at bid submission or only upon award.

Answer: Only upon award.

e. Please advise whether Builder’s Risk and Pollution Liability coverage quotes are required at this stage or only after contract award.

Answer: Builder’s Risk insurance is not required for the awarded contract, but Pollution Liability is. It will be required to have before services may begin after contract is awarded.

f. The Auto, Workers’ Compensation, and CGL carriers provide notice of cancellation or non-renewal as a courtesy only and do not provide notice of reduction in limits. Will this be acceptable?
Answer: The responsibility will fall on the contractor to provide notice in the same timeframe.

g. The insurance carriers will not provide certified copies of policies, and non -ISO endorsements would not be executed by the broker. Please confirm whether these requirements can be waived or satisfied through alternate documentation.

Answer: All endorsements must be attached to a COI issued by the insurance agent. Copies of policies will be accepted without being certified.

Why are business taxes assessed?
In most instances, a separate Business Tax Certificate must be filed for each location of the same business within Fresno.

With few exceptions, a Business Tax Certificate must be renewed either monthly, semi-annually or annually for it to remain valid.

Obtaining a Business Tax Certificate does not entitle the holder thereof to carry on any business without having complied with all applicable provisions of the Fresno Municipal Code (FMC), or carry on any business in any building or location where the conduct of such business would be in violation of the FMC.

Your Tax Certificate is attached at the bottom of this form. Please detach and display your Tax Certificate in your place of business. Businesses which do not maintain a fixed location, or are located outside the City of Fresno, should carry this Tax Certificate www.businesstax.fresno.gov/webrenewals
Your Web Security Code is found on your renewal form.

Some business may receive additional tax return or permit renewal forms from the City. Additional taxes or permit fees may be required if your business is located within certain special assessment districts or engaged in a particular type of business activity. Additional taxes or permit fees are required for hotels and motels (room tax ), taxicab companies and drivers, card rooms, billiard rooms, mobile food vendors and certain other activities.
