Fresno Municipal Code Section 4-117 NATIONAL TARGETED HIRING IN CONTRACTS FOR PUBLIC WORKS CONSTRUCTION provides for targeted hiring for journeymen and apprentices residing in economically disadvantaged areas. That applicable public work of improvement contracts are paraphrased as follows:

1) Question: May work be performed on weekends?
Answer: Because the contract allows for two hundred forty (240) calendar days, the work may be performed on weekends although FAX prefers work to be performed during business hours between 7:00 am and 3:30 pm, Monday through Friday. FAX bus maintenance is a 24/7 operation.
2) Question: What are the requirements for lift deliveries? Answer: FAX prefers that the lift delivery not occur until immediately before it is ready to be installed due to limited space in and around the Maintenance facility because of other constructions/renovation projects underway. 3) Question: Is there any plumbing underneath the lift currently? Answer: There are hydraulic and drainage lines underneath the existing lift that lead to the clarifying equipment out in the maintenance yard. 4) Question: What is the thickness of the existing pad? REVISION FROM THE CITY OF FRESNO:
The "Bid Appeal Procedure" sections of the specifications are hereby deleted in their entirety and replaced with the following:
BID APPEAL PROCEDURE
The City has an appeal procedure in place as adopted by the City Council on May 7, 2026, in Resolution No. 2026-088. Any Bidder wishing to file an appeal should refer to that Resolution. A copy of the Resolution may be obtained from the City Clerk's Office, 2600 Fresno Street, Fresno, California 93721.
Once City staff has reviewed and evaluated the bid proposals received and has determined the lowest responsive and responsible Bidder for award, that determination will be posted on a public bulletin board outside the Purchasing Division's Office and on the City's website www.fresno.gov, Departments, General Services, Purchasing, Anticipated Formal Bid Award, a minimum of 5 working days prior to Council action to award a Contract for the project/purchase.
The bulletin board and website will generally be updated by Wednesday of each week, no later than 5 PM. It is the sole responsibility of interested bidders to seek this information from either of these sources.
Should bidders be found non-responsible and wish to appeal the staff determination, appeals must be received in writing within 3 working days from the time the determination is posted and conform to the requirements under Resolution No. 2026-088. "Working day" means a City of Fresno regular business day. In no event will appeals be accepted later than 5 p.m. on the day before Council is scheduled to take action on the Contract award. 5. Existing Concrete Slab Information:
Please provide any available structural drawings, as-built drawings, or information regarding the existing concrete slab within the vehicle lift installation area. Post-Tension Verification - Please confirm whether the existing slab contains post-tension cables. If post-tension information is available, please provide applicable drawings or tendon layouts.
Answer:
The existing concrete slab is 6" thick according to the As-Built information, but it is the Contractor's responsibility to verify. The existing slab has normal reinforcement {not post-tension} according to the As-Built information, but this is also the Contractor's responsibility to verify.
Question:
6. Existing Underground Utilities:
Please confirm whether any known underground utilities, conduits, drain lines, oil-water separator piping, electrical services, communication lines, or other underground facilities exist within the limits of demolition and excavation.
Answer:
There is a drain line present as shown in the plans and As-Builts. Location of other utilities is not known. Other utilities are represented to the best of our knowledge, and the Contractor is responsible for verifying and exercising appropriate care.
Question:
7. Existing Drainage System:
The plans indicate demolition and reconstruction of portions of the trench drain system while protecting the existing underground drainage system in place.
Please provide any available drawings or information regarding the existing trench drain piping, drainage structures, oil-water separators, and discharge routing and excavation.
Answer:
Available As-Built information is provided, Contractor to field verify.
Question:
8. Existing Foundations and Footings:
Please confirm whether any existing footings, equipment foundations, thickened slabs, grade beams, buried structures, or abandoned utilities are known to exist within the proposed work area.
Limits of Concrete Demolition:
Please confirm the exact limits of concrete demolition associated with the lift installation and identify whether any additional slab removal beyond the areas shown on the plans is anticipated.
Existing Concrete Strength:
Please provide any available information regarding the existing concrete compressive strength and whether any testing reports are available for the existing slab in the lift installation area.
Answer:
Depressions, pits. and drains have thickened edges as shown on As-Builts.
There are no additional known structures or utilities. The plans represent
known limits of demolition. Additional trenching may be needed for installation and routing. The existing slab and foundation minimum strength is 3,250. No additional known strength tests are available.

9. Utility Locating and Scanning Requirements:
Please confirm whether utility locating and/or ground penetrating radar (GPR) scanning are required prior to saw cutting, core drilling, anchor installation, and demolition activities, and whether these services are to be included in the Contractor's scope of work.
Existing Drainage System Capacity:
Please confirm whether the existing trench drain system and associated underground drainage infrastructure are intended to remain in service without modification beyond the work shown on the plans.
Answer:
No GPR is required. Contractor may use GPR, but such activities are not explicitly required. Contractor to exercise all care they require to safely complete the proiect. Contractor to Field Verify as necessary.
This system does not need to stay in service during construction. The System only serves the wash bay within the scope of this proiect.
Question:
10. Is it possible for one of my concrete workers to visit the job site today or tomorrow before the bid is due to perform some field verifications? Answer:
There will not be another site walk for this proiect.
Question:
11. During the site walk, I noticed there appears to be an existing color pattern/design on portions of the steam bay walls. For the wall cleaning and painting scope, please confirm whether the intent is to repaint all walls a single uniform color, or if any existing color bands, striping, patterns, markings, or accent colors are required to be restored as part of the project.
If multiple colors are required, please provide the color schedule or identify the limits of each color.
Answer:
As per the specifications, all walls will be repainted with industrial high performance epoxy. Before the epoxy is applied, contractor shall provide color options, and a choice will be made from the options provided.

12. We respectfully request a one-week extension of the bid due date. The plans/specifications require installation per manufacturer recommendations; however, the plans appear unclear regarding the electrical, hydraulic, compressed air, and utility rough-in requirements for the new lift installation. We are currently awaiting technical clarification and utility documentation from the manufacturer necessary to properly coordinate the work and prepare an accurate bid. Your consideration is greatly appreciated.
