Fresno Fire Department Regional Training Center Project EIR Addendum
APPENDIX E
Transportation Analysis

MEMORANDUM
Date: April 25, 2025
To: Annika Kiemm, SWCA Environmental Consultants
From: Michelle Matson and Joe Fernandez, CCTC
Subject: Fresno Fire Department Regional Training Center - Transportation Analysis This memorandum summarizes the transportation analysis for the proposed Fresno Fire Department Regional Training Center located at 3300 East North Avenue adjacent to the State Center Community College District (SCCCD) First Responders Campus in an unincorporated area of Fresno County. The site plan is attached.
SUMMARY
The proposed project continues development of an existing First Responders Campus to provide a Fire Department Regional Training Center. The Fire Training Center will generate low levels of traffic that are consistent with the previously analyzed project. Mitigation measures from the Environmental Impact Report prepared for the Campus would apply to the proposed project and no further mitigation measures are warranted or recommended.
We recommend additional on -site measures to enforce the outbound vehicle restriction at the western First Responders Campus driveway or restriping the driveway to allow outbound right turns.
BACKGROUND
The First Responders Campus Project was evaluated in a 2021 Environmental Impact Report which was supported by a detailed Traffic Impact Study (TIS) evaluating potential transportation impacts at nearby intersections under existing, near term , cumulative, and buildout cumulative conditions with and without the project. Impacts and mitigation measures from the 2021 EIR are excerpted below. • MM T-1: To ensure compatibility with the future planned widening of North Avenue set forth in the long-range planning of the City of Fresno and County of Fresno, the project site shall maintain a physical configuration which will allow for related improvements to facilitate appropriate widening of North Avenue as an arterial street, such as curb and gutter and utility relocations. • MM T -2: (Advisory LOS Measure – Not Required by CEQA) SCCCD shall be responsible for contributing its proportionate share of the installation of improvements at the intersections identified in Equitable Share Responsibility Calculation (Table 21 in the Traffic Impact Study included as Appendix E of this EIR). Fair share contributions shall only be made for those facilities, or portion thereof, currently not funded by the responsible agencies roadway impact fee program(s) or grant funded projects, as appropr iate. It is recommended that SCCCD work with the City of Fresno and Fresno County to develop the estimated construction costs. • MM T-3: To reduce the project’s generation of vehicle miles traveled (VMT), the following measures shall be implemented at the project site prior to its initial operation and maintained throughout its operation:
2 Fresno Fire Department Regional Training Center Transportation Analysis Central Coast Transportation Consulting April 25, 2025 o a. The project shall install infrastructure for at least 18 electric vehicle (EV) charging stations.
Further, the District shall pursue grant or other funding sources to implement EV charging stations on the site.
o b. The project shall install bicycle parking and shower/locker facilities. o c. SCCCD shall establish a program (or programs) promoting alternatives to single-occupancy vehicle trips at the First Responders Campus. This shall include establishing a ride-sharing or ride-matching program that functions to coordinate pooled travel betwee n the First Responders Campus and other SCCCD campuses, such that students and staff are able to make pooled trips to and from the First Responders Campus during periods of regular instruction at the project; parking charges for students and employees; and a transit subsidy for students (e.g., free bus passes, as funding allows).
The currently proposed project, described below, would continue development of the First Responders Campus. Accordingly, this analysis focuses on the current operational characteristics of the site compared to the operations envisioned in the prior EIR and TIS.
PROJECT DESCRIPTION
The project site is zoned for Heavy Industrial (M3) and currently has a State Center Community College District First Responders Campus . The proposed project would c onstruct an approximately 12,860 square-foot classroom/apparatus building with training grounds including a residential home prop and fire training tower among other training grounds. Daily staffing is expected to range between 15 and 30 people, with special events not to exceed 100 persons occurring up to six times per year. Between 20 and 30 visitors are expected to the site per day.
EXISTING TRANSPORTATION CONDITIONS
Intersection turning movement traffic counts were collected from 7:00 to 9:00 AM and 2:00 to -6:00 PM at the two existing First Responders Campus driveways on East North Avenue in February 2025. A seven -day roadway segment count was collected on East North Avenue just west of the project site . The traffic counts are attached.
The peak hour counts show that the project site currently generates 101 and 127 vehicle trips during the AM and PM peak hours, respectively. East North Avenue west of the project site carries 5,820 average daily vehicles on weekdays.
ANALYSIS
The following sections summarize the project effects on Vehicle Miles Traveled (VMT) and compares trip levels to the levels evaluated in the EIR.
Vehicle Miles Traveled (VMT)
The 2021 EIR for the project found that the project would have a Class I significant and unavoidable impact to VMT and required mitigation measures to reduce VMT.
The City of Fresno adopted CEQA Guidelines for Vehicle Miles Traveled which include screening criteria for projects that can be presumed to have a less -than-significant impact to VMT. The Guidelines note that “The development of institutional/government and public service uses that support community health, safety and welfare may also be screened from subsequent CEQA VMT analysis. These facilities (e.g. police stations, fire stations, community centers, refuse stations) are already part of the community and, as a public service, the VMT is accounted for in the existing regional average.”
3 Fresno Fire Department Regional Training Center Transportation Analysis Central Coast Transportation Consulting April 25, 2025 The proposed project qualifies for screening under these criteria.
Traffic Operations
The 2021 Traffic Impact Study (TIS) relied on traffic counts collected in 2021 which were adjusted upward based on 2018 counts to reflect atypical travel due to COVID. The 2025 traffic counts were compared to the 2021 study’s data for the segment of East North Avenue between the easterly project driveway and S Willow Avenue. The comparison shows less than six percent difference between the two counts . Note that the 2025 counts include the currently active uses on the site, which were not in place in 2021. This data shows that the 2021 analysis baseline conservatively reflects the current baseline and the findings of the 2021 study still apply.
The 2021 study estimated that the full project would generate 144 AM peak hour trips and 296 PM peak hour trips. The current uses on the site generate 101 and 127 vehicle trips during the AM and PM peak hours, respectively. This yields a trip buffer of 43 and 168 vehicle trips during the AM and PM peak hours, respectively.
The proposed project would be staffed by 15 to 30 people and would serve 20 to 30 visitors per day.
Conservatively assuming 30 staff members all drive alone and enter/exit the site during the peak hour results in 30 trips during the AM and PM peak hours. Visitors will likely be distributed throughout the day, or already on the campus, and are not expected to exceed the previously estimated traffic levels.
The proposed project would not impact roadway traffic operations beyond the levels evaluated in the 2021 TIS.
Site Access & Circulation
The two existing First Responders Campus driveways will be used for the proposed Training Center. The 2021 TIS noted that “a dedicated left-turn lane at the site access driveway is warranted in the near -term condition.
When North Avenue is ultimately developed as an arterial with a median , it is recommended that a medium break with the dedicated left-turn lane into the site be considered to minimize the need for U turns…” The western driveway is currently striped for inbound only; however, 33 vehicle s were counted exiting the driveway during the PM peak hour. We recommend outbound left turns continue to be restricted to a single driveway for the future arterial condition. We recommend additional on-site measures to enforce the outbound restriction or restriping the driveway to allow outbound right turns at the western driveway.
Note that the road is wide enough at the eastern driveway to accommodate a two -way left turn lane as a n interim condition prior to arterial median improvements . North Avenue west of the western project driveway is not wide enough to accommodate the needed tapers and transitions for a left turn lane.
Both project driveways do not currently meet peak hour traffic signal warrants and are not expected to under cumulative conditions with the addition of the Training Center.
Safety
Collision data was obtained from the California Crash Reporting System (CCRS) for East North Avenue within 350 feet of the existing First Responders Campus driveways between 2019 and 2023. Three sideswipe collisions were reported as summarized below:
• One collision was reported approximately 150 feet east of the western driveway when a westbound passing vehicle hit a westbound left turning vehicle.
• One collision was reported midway between driveways (approximately 350’ from each) when a westbound vehicle hit an eastbound through vehicle due to an unsafe turning movement.
4 Fresno Fire Department Regional Training Center Transportation Analysis Central Coast Transportation Consulting April 25, 2025 • One collision was reported occurred approximately 150 f eet east of the eastern driveway when a westbound passing vehicle hit another westbound passing vehicle.
No severe injury or fatal collisions occurred. There are no collision patterns or recommendations.
CONCLUSIONS AND RECOMMENDATIONS
The 2021 EIR and Traffic Impact Study adequately captures the potential impacts of the proposed project. The EIR mitigation measures address potential project transportation impacts, and no further recommendations are warranted.
