September 17, 2026
Topic/Subject This is a request to be placed on the 9/17/26 agenda to speak and continue sharing new information and complaints regarding Republic Services failures affecting Service area 1. I am requesting 3-minutes time to present a prepared powerpoint/ PDF visual aid as I have done before. Seperate to this request, I woudl like some training guidance and instruction from a the clerk's office before the meeting on how to properly use the slide clicker. On my last two presentations, i had trouble manipulating and transitioning the slides due to technical difficulties. Please advise me when the last day to provide the city clerk's office with my digital material will be so that I can know when to have it ready and submitted to you by. Thank you. The Problem: What Republic Services Claims
• On July 9 Republic told the City it runs GPS, cameras, and AI. • The NOD files show those tools fail and bill customer incorrectly. • The tracks, video and AI data for the dates they promised us are still not here.
What They Said vs What They Filed
Republic statement to the Bee & the City → Republic’s NOD attachments (CPRA R103203) They said Their default file
Problems are isolated--Due to site
conditions. One resident complaining.
246 complaint tickets/156 accounts. May 2026 missed-pickup spike. Same themes on the log: missed pickups, neighbor’s dumpster billed as theirs, GPS/AI errors, Access fee removed. Zero rows name Mansionette or our account — after the May 29 meeting, the failure list, promised credits, photo, video and AI data were never produced.
They speak only to the manager /
authorized user.
Supervisors still call, meet, and credit other complainants (~130 contacts).
Franchise agreement names customer as the Occupant. No account-holder exception. Communication cutoff began after my complaints went to the City. In 2025 they spoke to me and credited $1,013.91.
Reliable collection w/ Same-day
recovery.
No-shows still occur (August 14) No same-day recovery. Neighboring property (Horizons) experienced missed pick up on August 28. Printed schedules show MFD 5 a.m. start time before 5:30 a.m. contract floor (§ 8.1.A).
We have a plan. Improvement Plan is one page with the Progress Update column blank.
The Machines That Print The Extra Fees
July 9 letter claims use of GPS, AI cameras, Hot List, daily meetings. Then their own tickets:

Customer complaint and credit issued for “charges incorrectly applied through AI” Customer complaint about neighbor’s dumpster being billed as the customer’s Customer Complaint about “GPS is assigning wrong for many of them” Customer complaint about “AI cameras are a scam”-- Taking it to the city of Fresno.
Customer complaint about $20.56 organic container access fee-- removed Nothing produced for May 2026, Aug 11, or Aug 14. § 9.1 — withheld records may be treated as conclusive What the City Must Do Now
1. Count complaints made to the city and Public Utilities. Republic’s 246-ticket extract is not the universe. (Where are Mansionette’s complaints being recorded at Republic?)
2. Serve the 24-hour §9.1.3 inspection notice for GPS, Video, Photos and AI data for service failure dates
3. Stop & Credit Container Access Fees, and every fee billed “per commodity” until a written §11.2.A authorization exists
4. Instruct Republic to communicate with Occupants under Article 1. and §7.3
5. Assess Exhibit H liquidated damages on hours, missed collections, and occupant communication failures, and complaint response counts already in the open NOD.
