SUBJECT: CITY COUNCIL MEETING START TIME CHANGE (continued from January 18, 2022)
SUMMARY
On January 18, 2022, Mayor Jung continued this item to consider changing the start time for second session of City Council regular meetings to 5:30 p.m. on the first and third Tuesdays of each month in the Fullerton City Council Chamber to the February 1, 2022 City Council meeting.
RECOMMENDATION
Adopt Resolution No. 2022-XX.

DISCUSSION
City Council Resolution No. 2019-77 sets the time, date and place for regular City Council meetings, establishing a 4:00 p.m. start time for the first session of regular City Council meetings and 6:30 p.m. for the second session of regular City Council meetings. Historically, City Council uses the 4:00 p.m. session for Closed Session and Study Session items and the 6:30 p.m. session for all other agenda items. The resolution also states that Public Hearings will occur during the 6:30 session.
City Council meetings frequently run very late into the evening with the 6:30 p.m. second session start time. To better accommodate the time of those attending City Council meetings, Mayor Jung has requested changing the second session start time to 5:30 p.m.
Staff proposes City Council adopt a resolution changing the start time for the second session of regular City Council meetings to 5:30 p.m. City Council may consider Closed Session, Study Session and some business items during the first session at 4:00 p.m. and hear the remainder of the business items at the 5:30 p.m. session. Staff also recommends City Council schedule public hearings on a regular meeting agenda to occur no earlier than 5:30 p.m. to provide a reasonable time for all interested parties to attend the meeting.
