SUBMITTED BY: JEFFREY W. COLLIER, ACTING CITY MANAGER
PREPARED BY: JUDY BOOTH, LIBRARY DIRECTOR
SUBJECT: HUNT LIBRARY REVITALIZATION PROJECT GRANT APPLICATION

SUMMARY
In 2021, the State of California notified the City that the Governor had appropriated $2.75 million as a second grant for the revitalization of the Hunt Library based on a request by Assemblywoman Sharon Quirk-Silva and State Senator Josh Newman. To accept these funds, the City must adopt a resolution approving the application for grant funds and submit an application to the State Library.

RECOMMENDATION
Adopt Resolution No. 2022-XXX.

RESOLUTION NO. 2022-XXX - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, APPROVING THE HUNT LIBRARY REVITALIZATION PROJECT GRANT FUNDS APPLICATION When awarded, accept grant award and authorize the appropriation of the grant award.

PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statements:

Infrastructure and City Assets.

Fiscal and Organizational Stability

FISCAL IMPACT
The recommended actions authorize receipt and use of an estimated $2.75 million in grant funding. Receipt of this award will increase budgeted revenues and expenditures by $2.75 million. The City will use the grant funding to make necessary facility improvements to ensure a safe and usable structure for future programmatic use.

BACKGROUND
The City received $2.5 million for the Hunt Library Revitalization Project from the State Budget in 2019. The California State Library will administer the disbursement of funds. The City must adopt a resolution approving application for the funds to accept and appropriate the grant funding.

DISCUSSION
The City anticipates receiving $2.75 million from the 2021 State Budget in addition to the $2.5 million provided in 2019. The City will use these State funds to continue Hunt Library renovation and rehabilitate the aging historic structure.

The Hunt Library was constructed in 1962 and added to the National List of Historic Places in 2019. The Hunt Library Revitalization Project scope of work includes significant improvements to the existing building. The City conducted a Facility Condition Assessment and identified nearly $2.8 million in needed improvements to the interior, exterior and landscaped areas of the building. This Assessment will enable the City to prioritize the revitalization improvements using the funding from the State. The improvements to the existing building will strengthen the Hunt Library’s role as a community gathering place and hub of civic engagement and education.
