FISCAL IMPACT
The FY 2021-22 CIP Budget has funding available from the Community Development Block Grant (CDBG) Fund and Gas Tax Fund. Therefore, staff recommends budget transfers in the amount of $120,000 of Gas Tax funds from Project 44589 Residential Street Program to Project 44059 and $480,000 of CDBG funds from Project 44589 Residential Street Program to Project 44059.
The City awarded the CDBG funds during the FY 21-22 budget process specifically for this project.
Staff has attached a Budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 2, respectively).
DISCUSSION
The project will rehabilitate approximately 0.77 miles of deteriorated residential street and include replacement of deteriorated curb, gutters, sidewalk, cross gutters and spandrel as well as the installation of ADA access ramps. See Attachment 3 for project limits.
Street pavement rehabilitation will involve asphalt concrete pavement grind and overlay on South Vine Avenue with a Type II slurry seal treatment over a 3/8” asphalt rubber and aggregate membrane (ARAM) on all other streets. The current Pavement Condition Index (PCI) scores for the residential streets in the project area are:
West Olive Avenue from South Lee Avenue to South Orange Avenue: 40 (Very Poor) Peckham Street from West Orangethorpe Avenue to Cul-De-Sac: 34 (Very Poor) Iris Court from South Gilbert Street to Cul-De-Sac: 44 (Poor) West Roberta Avenue from South Gilbert Street to Cul-De-Sac: 44 (Poor) South Vine Avenue from West Orangethorpe Avenue to Cul-De-Sac: 16 (Very Poor).
Staff expects PCI scores to reset to 100 (Very Good) upon completion of the improvements.
The City received four bids on January 14, 2022 for the Olive Avenue and Iris Court Area Street Rehabilitation Project. Hardy & Harper, Inc. of Lake Forest submitted the lowest responsible base bid in the amount of $369,000. The low bid as submitted is approximately 2.5% above the engineer’s estimate of $360,000. This project also included optional bid alternate items to perform a grind and overlay paving of South Vine Avenue. The submitted cost utilizing the optional bid items totaled $450,000. Staff evaluated the bid and found it acceptable. Staff recommends award of the project to Hardy & Harper, Inc.
The tentative construction start date is late February 2022 with an anticipated project completion in early April 2022. The City intends to have all construction work adjacent to Nicolas Junior High School performed during the week of their spring break starting March 21, 2022.
Staff has prepared an environmental assessment in accordance with the California Quality Act guidelines and it has determined that the project is categorically exempt.
