DISCUSSION
As part of the budget development process for the upcoming fiscal year, the City Manager assigned each department to prepare a Work Plan. The Work Plan will detail each department’s ongoing functions and activities, mandated requirements, proposed new projects and programs, staffing levels and capacities. It also identifies the priority level for each item within the work plan. These work plans include project goals and will drive staff’s budget preparation. Further, staff will review the Work Plan on a quarterly basis to assess progress in implementing the Work Plan as well as any needed adjustments as the year progresses.
It is critical to receive any desired City Council projects, programs, services and potential policy changes. Moreover, City staff would like to receive these directives and feedback from City Council early in the budget process so staff may adequately provide City Council with full information and cost implications on any requested item. City Staff will analyze any projects directed during the February 15, 2022 City Council meeting or by the March 15, 2022 City Council meeting. Staff will compile the projects and priorities conveyed by City Council and include in the FY 2022-23 budget development and review process.
Potential Projects:
To help City Council identify potential budget priorities, the following list provides ongoing discussions items that City Council may want to consider. This is by no means a recommended or exhaustive list but provides examples of potential items City Council may wish to consider. Similarly, the budget will have limited ability to fund significant new projects and programs so City Council should also consider that as it weighs the addition of recommendations for consideration in this year’s budget process.
Prepare an Economic Development Strategic Plan and retain staff to provide proactive economic development outreach and business community support Arts Programs
Assess options for long term management of natural open space areas (ranger and biologist needs) Scholarship programs for pre-school and elementary aged children Children’s Library services
Park safety enhancements (Park Compliance staff, security lighting etc.) City-wide high voltage streetlighting and replacement with low voltage LED fixtures Continue to assess City fees and assure cost recovery for services Cost efficiency and saving performance audit
Review and consider potential redesign of the Downtown Block Account trash system Finalize and complete Rail District Specific Plan.
Staff anticipates that some items reviewed in the budget process will not ultimately receive budget funding and recommends including these items in an “Unfunded, Unmet Needs List” for future consideration.
