DISCUSSION
This project will rehabilitate approximately 1.5 miles of deteriorated residential street, replace deteriorated curb, gutters, sidewalk, cross gutters and spandrel and install ADA access ramps. See Attachment 3 for project limits. In accordance with current City guidelines for residential street rehabilitation, Staff programmed this project to closely follow the construction on Nutwood-Yale Infrastructure Improvements project which is currently nearing completion.
The project will remove several street trees to facilitate repair of the curb and gutter and/or sidewalk. The City Arborist inspected these trees and recommended removal due to health of the trees and liability concerns upon completion of the project. Public Works Landscape Division will schedule tree replacement upon available funding and preference of the adjacent property owner.
Street pavement rehabilitation will involve a combination of either asphalt concrete pavement grind and overlay or full reconstruction. The current PCI scores for the residential streets in the project area are as follows:
North Yale Avenue from Chapman Avenue to Glenwood Avenue: 36 (Very Poor) College Place from Yale Avenue to Lincoln Avenue: 36 (Very Poor) East Brookdale Place from Princeton Circle to Lincoln Avenue: 68 (Fair) East Nutwood Avenue from Yale Avenue to Raymond Avenue: 28 (Very Poor) East Union Avenue from Yale Avenue to Raymond Avenue: 39 (Very Poor) East Glenwood Avenue from Yale Avenue to Raymond Avenue: 49 (Poor) North Stanford Avenue from Glenwood Avenue to Dorothy Lane: 19 (Very Poor).
PCI scores will reset to 100 (Very Good) upon completion of the improvements.

Staff recommends award of the project to Sequel Contractors, Inc. The low bid, as submitted, is approximately 0.8% below the engineer’s estimate of $1,409,164.
The tentative construction start date is early April 2022 with an anticipated project completion in early August 2022.
Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines and determined that the project is categorically exempt.
