FISCAL IMPACT

Staff recommends a $1,265,500 budget transfer of SB1 Funds from Project 44400 Annual Arterial Street Program to Project 44056 Rosecrans Avenue Street Improvements. Staff has attached a budget Data Sheet / Summary of Bids and the contractor’s Bid Schedule for reference. (Attachments 1 and 2 respectively).

DISCUSSION
On April 6, 2021, City Council approved the use of RMRA / SB1 revenues for rehabilitation of Rosecrans Avenue from the westerly City boundary to Sunny Ridge Drive, an approximate length of 0.87 miles. See Attachment 3 for project limits.

The Orange County Transportation Authority considers this roadway segment an ideal candidate for rehabilitation per its Pavement Management Program (PMP) guidelines. The current Pavement Condition Index (PCI) scores for the proposed roadway segments range from 33 to 40 (Very Poor).

Pavement rehabilitation will involve a grind and overlay of roadway pavement. Improvements will also include replacement of deteriorated curbs, gutters, sidewalk, cross gutters, spandrels and construction of new ADA access ramps.

A section of the roadway is located within the City of Buena Park boundaries. Buena Park recently improved that section as part of a Buena Park project. This project will join those recent improvements to provide a complete rehabilitated pavement section throughout.

The project will remove several street trees to facilitate repair of the sidewalk. The City Arborist inspected these trees and recommended removal due to health of the trees and liability concerns upon completion of the project. Public Works Landscape Division will schedule tree replacement upon available funding.

As part of this project, the City will upgrade the traffic signals at Emery Ranch Road, Ralph B. Clark Regional Park and Sunny Ridge Drive to provide vehicular video detection. This improvement will eliminate the need for, and maintenance of, in-ground detectors. The City will share the cost of the traffic signal at Ralph B. Clark Regional Park with Buena Park and Orange County Public Works. The existing maintenance agreements cover the payment process.

The City received five bids on January 26, 2022 for the Rosecrans Avenue Street Improvements Project. The RJ Noble Company of Orange, CA submitted the lowest responsible bid in the amount of $1,113,745. The low bid as submitted is approximately 7% below the engineer’s estimate of $1,198,000. Staff has reviewed bid documents and considers them acceptable. Staff recommends award of the contract to The RJ Noble Company.

Staff anticipates construction will begin in March 2022 and conclude in May 2022.

Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act Guidelines and determined that the project is categorically exempt.
