PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:
Infrastructure and City Assets.
FISCAL IMPACT
There is no impact to the City’s General Fund. Airport Enterprise Funds will support project design costs and the FAA AIP Grant will fund construction costs for this project.
Project 49009 Airport Terminal / Administration Building Project has Airport Enterprise Funding available for this project. This project is currently on hold as staff expects the project scope to change. Staff recommends a $100,000 budget transfer to Project 49015. This transfer will cover the cost of C&S Companies, Inc. and enable the City to apply for the FAA grant. Staff has attached a Budget Data Sheet for reference.
DISCUSSION
This project will replace the existing Pulse Light Approach Slope Indicator (PLASI) system for Runway 6 with a more modern Precision Approach Path Indicator (PAPI). Both these navigational aids assist pilots on approach to the runway by giving them a lighted indication that they are above, below or on the established glideslope. The PLASI system is antiquated making obtaining replacement parts very difficult and costly. In addition to upgrading to the modern Precision Approach Path Indicator (PAPI) system, project will upgrade the existing electrical system to support the PAPI system.
The City must provide project design plans for FAA review and approval as part of the FAA grant application. The Airport Enterprise Fund has initially sponsored the plan development and associated staff administration costs. These costs are eligible for reimbursement as part of the approved total grant funding amount. The FAA has programmed the grant for Federal Fiscal Year 2022-23.
Staff recommends awarding $58,547.40 for project design engineering services to C&S Companies, Inc., which is on the City’s on-call engineering, planning and environmental consulting firms list. The City awarded C&S Companies, Inc., an agreement for on-call services on April 21, 2020 after the City advertised a Request for Qualifications (RFQ) solicitation and deemed them the most qualified firm during the evaluation process. Staff has reviewed the C&S Companies, Inc. design cost proposal for this project and found it acceptable.
The design portion of this project will require environmental clearance and FAA approval in addition to the typical design requirements. Staff anticipates design completed by fall 2022 with construction in summer 2023.
