Staff has attached a budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 2, respectively).

DISCUSSION
The Miscellaneous Storm Drain Repair FY 2021-22 Project consists of rehabilitation of three existing storm drain pipes at various locations as shown on Attachment 3. Public Works Engineering and Maintenance staff identified the pipes as having potential issues and in possible need of repair. Review of the storm drain pipe video inspections for these three locations confirmed lengths in need of replacement and areas acceptable for lining. Staff is targeting repair of older, corrugated metal pipe (CMP) located within private drainage easements and requested by Public Works Maintenance to reduce potential issues and damage to private properties. The project will line all three locations at the end of construction to extend the service life of the pipes.

Location #1 includes replacement of an existing aged storm drain catch basin as well as replacing approximately 41 feet of aged and damaged CMP with reinforced concrete pipe (RCP). The project will locate improvements within street right of way and a City easement on private property.

Location #2 includes replacing approximately 64 feet of aged arch CMP with high-density polyethylene pipe (HDPE). The project will locate improvements within street right-of-way.

Location #3 includes replacing approximately 31 feet of aged CMP pipe with HDPE. The project will locate improvements within a City easement on private property.

Construction work at Location #3 will also involve removing a portion of the resident’s concrete patio within the City easement. Engineering Division policy will remove, but not replace, private property improvements in conflict with the project scope of work. This policy eliminates City responsibilities for workmanship concerns and/or liability issues related to the private improvements. Instead, staff has negotiated compensation with the property owner for the cost to replace the hardscape based on estimates coordinated by City staff.

The City received two bids on February 10, 2022 for the Miscellaneous Storm Drain Repair FY 21-22 Project. Lucas Builders, Inc. submitted the lowest responsive bid in the amount of $223,746. The low bid, as submitted, is approximately 9.5% higher than the engineer’s estimate of $204,100. Staff has reviewed the bid documents and considers them acceptable.

Staff expects construction to start in April 2022 and completed in May 2022.

Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act (CEQA) guidelines and determined that the project is categorically exempt.
