POLICE OFFICER
(additional reduction of 4 officers) 804,424
Future grant opportunities will need to be foregone as there will not be sufficient staff to fulfill grant obligations. Less officers available for Patrol and increasing calls for service can result in longer response times. Folding specialized units eliminates enforcement of gang activity, spikes in crime such as burglaries/robberies, and aggressive driving such as speeding; plus Further reduction in amount of detectives in investigative unit increases case load assigned to each detective, and results in a longer timeframe for investigation and providing a disposition. If any more detectives are reassigned from Investigations, thresholds will need to be established and certain crimes will no longer be investigated.
PD
POLICE RECORDS SPECIALIST
(1 position) 90,738
The Records Division, per Department of Justice requirements, must be a 24/7 operation so that the receipt and sending of confidential criminal information may be distributed between law enforcement officials. The Records Division also provides the public with access to legally obtainable information on a timely basis. Staff will also take longer to fill out state/federal cost recovery forms to obtain reimbursement.
Fire
FIREFIGHTER
(4 Positions) 565,130
This reduction would require negotiating the current MOA which requires constant staffing. Constant staffing requires other firefighters to cover the shifts with overtime (at a 1.5) which would reduce this reduction by $475,000 with no constant staffing for the 3 defunded / eliminated positions. Constant staffing enables each station to be fully staffed 24/7/365.
Fire
UTILITY WORKERS
(2 Nonregular part‐time positions) 7,375
No administrative or emergency support between the 10 stations and City Halls. Delay response time to internal customers, which could have an external impact. During large scale emergency incidents, the utility driver will also respond to the command post to offer support services to the incident. This may include assisting with evacuation locations, Firefighter rehab, medical monitoring, bringing additional needed equipment, etc. The utility driver works under the shared command staff and as such, incurs costs which are split by both cities.
PW Adjust Electricity Budget 3,067 Lower Electricity budget to more closely align with actuals.
PW MAINTENANCE WORKER (1 position) 63,002
Will result in significant delays in attending to landscaping and maintenance efforts on trails and lower priority parks. Limits staff's ability to provide homeless encampment clean up or special projects requested by Council or other departments, results in the suspension of maintenance to the Harbor Boulevard Banner Program, and less frequent maintenance of bus stops/downtown cleaning.
P&R PARKS & RECREATION ASSISTANT 91,408

Operating Reduction Description 2.5% Reduction Impact P&R Reduce 0.5 front desk non‐regular hours 10,654
Front desk support will be reduced to one‐hour to cover lunch breaks. This position permitted reservations for unstaffed park buildings, park pavilions, picnic tables and other park areas. Reservations will be limited to the buildings and larger pavilions and moved to the front desk at the Fullerton Community Center. All other park reservations will be on a first come basis with no reservations allowed.

Pass on building maintenance costs for
community centers to non‐profits. 71,940
Garnet, Gilbert, Maple & Richman neighborhood centers are being taken over by non‐profits who will pay for building maintenance costs.
P&R Eliminate First Night New Year's Eve Event 90,924 Reduction or elimination of popular community event.
P&R Reduce the Downtown Market 17,000
Reduce the Downtown Market season by 9 weeks from April to August and starting 1/2 an hour later from 4:30 to 8:30. The Market will be open one day at the end of October for Octoboofest. The Market has low participation before 5:00 and in the months of September and October when school restarts. The only well attended Market is at the end of October ‐ Octoboofest.
P&R
Eliminate Fishing Derby & Tree Lighting

Eliminate Summer Concerts from Hillcrest
(concerts at Sports Complex to remain) 8,500
The Fishing Derby was well attended by many families outside of Fullerton. The County is now providing an annual fishing derby in April at Clark Regional Park which is in Fullerton and Buena Park; and The Summer Concert Series was split between the Fullerton Sports Complex (in the Brea Dam) and Hillcrest Park Front Lawn.
Concert attendees did not enjoy the concerts that took place at Hillcrest Park. The concerts series will be reduced to only 4 concerts at the Sports Complex , a much more popular venue.
P&R Reduce 4th of July Event to fireworks show 74,302 Eliminate festival portion. Fireworks only with music over radio.
Library LIBRARY TECHNICAL ASSISTANT I 73,186
Delays in purchased library materials (books, audiobooks, etc.) being received and made available to public from four weeks to twelve weeks; delays for repairing damaged items or processing donated library materials extended from six weeks to several months.
Library ADMINISTRATIVE ASSISTANT I 72,246
General office work in Library Administration and all personnel paperwork and reporting/follow‐up of facility needs to PW.
This 30 hour position would need to be reduced to 20 hours and come from the library's non‐regular staff budget.
Library Non‐Regular hour positions 39,313
Less service provided in shelving materials, unpacking newly received materials, setting up meeting rooms and other non‐ technical duties. As these positions were separated due to COVID‐19, use of ARPA to fill these NR positions may be an eligible use.
HR Legal Services 44,000 Reduces access to legal services on personnel actions and personnel matters could increase City's exposure to liability.

Restructure clerical duties and administrative support functions of City Manager / City Clerk / City Council. With pending retirement of current Administrative Aide and vacant Executive Assistant and Deputy City Clerk position, restructuring these functions would yield ongoing savings of ~$71,000. These positions would be removed from the personnel summary and replaced with an Administrative Assistant ‐ Confidential and an Administrative Analyst (Series). This restruturing will ensure basic continuity of administrative support for these functions.

PD POLICE OFFICER (4 Positions) 929,722
These vacancies have had a negative impact to the Traffic Unit: patrol officers necessarily take longer to arrive to traffic accident scene, there are no longer motorcycle officers deployed in City, there is less ability to enforce speeding and aggressive driving, less ability to provide DUI checkpoints and saturation patrols. If additional police officer cuts result in the reassignment of non‐patrol officers to patrol and Special Units are resultingly curtailed, the department will likely see greater attrition and difficulty in hiring new officers as there will be limited opportunities to promote outside of the patrol division.
PD SECRETARY 82,581
Secretary duties have been reassigned to Community Liaison Officer in Administration Division, taking incumbent away from important community outreach and events.
PD POLICE COMMUNITY SERVICE OFFICER 80,505
This has reduced the department's ability to host and participate in community events and programs, and negatively impacted our relationships with community groups.
PD PARKING CONTROL (2 Positions) 163,566
Reduces Parking enforcement staff by 50% requiring intermittent assistance from contract staff. Also reduces the ability of these employees from performing other duties such as providing for traffic control at accident scenes.
PD POLICE DISPATCHER 105,047
Exacerbates already short‐staffing in Dispatch, requiring the use of more expensive overtime. May compromise public safety when staffing shortages cannot always be backfilled by employees available to work overtime.
PD POLICE RECORDS CLERK (3 Positions) 275,560
Reduces department's ability to meet state mandated reporting requirements in a timely manner which delays responding to public reports requests, and negatively impacts department's ability to fill out reports for revenue and full cost recovery.
Fire CUSTOMER SERVICE REPRESENTATIVE 84,299
The duties of this position have been reallocated to other positions in the unit. This has increased time frames in accomplishing tasks such as Fire Department budgeting, processing paperwork, returning telephone calls from the public in a timely manner.
Fire ENVIRONMENTAL COMPLIANCE SPECIALIST 151,428 No impact as Hazardous Materials Disclosure Program recently transferred to County as cost savings measure.
Fire PLAN CHECK SPECIALIST ‐ FIRE 159,401
The work for this position has been contracted out. Contracting out the service, although less expensive, has resulted in a reduced continuity of service and less ability to build relationships with other City department staff involved in inspection process due to different contractors being assigned to Fire inspections.
Fire HAZARDOUS MATERIALS SPECIALIST II 118,385 Hazardous Materials Disclosure Program transferred to County so position will be deleted.
PW CLERICAL ASSISTANT II 8,410 Managers/Supervisors now required to do clerical work taking them away from managerial duties.
PW MAINTENANCE WORKER (6 Positions) 378,132

P&R DIRECTOR OF PARKS & RECREATION 233,260
The duties of this position were placed under the Deputy City Manager and shared with the Acting Deputy Director of Parks & Recreation.
P&R PARKS & RECREATION ASSISTANT 89,005
This has been a cost savings measure as the City has turned over operations and staffing the Garnet Neighborhood Center and will be turning over the Gilbert and Maple neighborhood centers to non‐profit organizations.
Library LIBRARY TECHNICAL ASSISTANT I 71,441
Reduces staff available to check out books to public in a timely manner; slows down preparation of library circulation statistical reports.
