The Fire Department has identified available funds in its Fiscal Year 2020-21 budget to utilize for the matching contribution. The City will appropriate the $108,852.22 grant award in the Grant Fund (Fund 32).

DISCUSSION
The Fullerton Fire Department will install two new Source Capture Exhaust Extraction Systems (SCES) at Fire Station 5 and one new SCES at Fire Stations 2 and 4 to replace the existing systems which can no longer safely operate. SCES capture exhaust from fire engines to avoid inhalation by Fire personnel. An SCES system captures diesel exhaust gases from a fire engine directly via a device that attaches to the vehicle’s exhaust pipe. The system vents and releases gases through the conduit device to the exterior of the building, preventing on-site firefighters, personnel and/or members of the public from inhaling the exhaust. The SCES system is a high priority item under the modifications to Utilities Section.

The City submitted the grant application prior to its due date and received a grant award effective July 26, 2021. The City submitted an amendment to the grant on October 23, 2021. The grant amendment was approved on January 24, 2022. An environmental health report was completed and approved on February 22, 2022. FEMA requires the environmental health report to modify structures. The amount for the SCES System totals $119.737.44. The grant awards $108,852.22 to the City and the Fire Department has committed $10,885.22.

The grant funding applies to the Source Capture Exhaust Systems at Fire Stations 2, 4 and 5. The grant prohibits using funds for any other modifications or equipment.
