RESOLUTION NO. 2022-XXX – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, REPEALING A PORTION OF RESOLUTION NO. 6666 PERTAINING TO NO STOPPING ANYTIME ROSECRANS AVENUE
PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:
Infrastructure and City Assets.
FISCAL IMPACT
The City would incur a nominal cost to relocate the existing bike lane and remove existing “No Stopping Anytime” signs. The City has programmed restriping the bike lane and removal of the no stopping signs as a part of a roadway restriping plan for the Rosecrans Avenue Pavement Rehabilitation Project recently approved by City Council.
DISCUSSION
The City of Fullerton and the City of Buena Park jointly own Rosecrans Avenue between Sunny Ridge Drive and Emery Ranch Road. The City of Fullerton prohibits parking and provides bike lanes on its part of Rosecrans Avenue, while the City of Buena Park permits parking along the south curb of Rosecrans Avenue adjacent to Ralph B. Clark Regional Park. Demand for on-street parking adjacent to the Park on the south side of Rosecrans Avenue has increased significantly in recent years. As a result, park patrons often park their vehicles adjacent to the south curb of Rosecrans Avenue in violation of the posted no stopping signs and block the eastbound bike lane within the City of Fullerton.
The City of Buena Park resurfaced and restriped their portion of Rosecrans Avenue in 2021 to provide both curb parking and an eastbound bike lane by readjusting lane widths. City Council approved the Rosecrans Avenue Pavement Rehabilitation Project in 2022. The Public Works Department intends to adjust the roadway striping along Rosecrans Avenue within the City of Fullerton to provide a buffered bike lane on the north side of the roadway as part of the project and match the City of Buena Park’s recently revised striping layout on the south side of the roadway to allow parking and a bike lane west of Sunny Ridge Drive. This action requires City Council adopt a resolution to repeal a portion of Resolution No. 6666 from 1980 to permit the implementation of the revised striping plan for Rosecrans Avenue.
