DISCUSSION
The Fullerton Museum Center Association (FMCA) manages and operates the Fullerton Museum with $100,000 of City funding approved in June 2021, along with revenues from programs and fundraising events. The City continues to provide building and landscape maintenance, custodial services, utilities and insurance during this transition period. This transition period maintains and enhances Museum operations and reduces the impact to the General Fund by entering into an agreement with the FMCA take over the Fullerton Museum formerly operated by the City.
The FMCA has successfully accomplished the following during this transition period:
presented three diverse cultural exhibits
opened the Beer Garden during the City’s Downtown Market provided several art and educational classes
provided several cultural events and exhibit openings
took over the City’s Winter Market event
re-established the Haunted Walking tours.
These programs brought a renewed vitality to that area of Downtown Fullerton.
The existing Museum agreement does not allow the FMCA to hire museum staff. Museum staff work as independent contractors rather than employees of the FMCA. The FCMA needs to hire employees to stabilize their staff. The FMCA proposes an MOU permitting them to hire staff, purchase workers compensation plans and benefits and collect payroll taxes. City staff will work with the City Attorney’s Office and the FMCA to finalize the draft MOU.
The City and FMCA will draft a long-term agreement for the Fullerton Museum management and operations. The Parks and Recreation Commission will review the amendment in late spring 2022 followed by presentation to City Council.
