DISCUSSION
City Council approved the use of RMRA / SB1 revenues for rehabilitation of Euclid Street from Fern Drive to Bastanchury Road, an approximate length of 0.70 miles, plus Valley View Place from Euclid Street to cul-de-sac, an approximate length of 0.10 miles. See Attachment 3 for project limits.
These roadway segments are ideal candidates for rehabilitation per the Orange County Transportation Authority and its Pavement Management Program (PMP) guidelines. The current Pavement Condition Index (PCI) scores for Euclid Street range from 30-33 (Very Poor), with Valley View Place having a score of 15.
Project improvements will also include:
Pavement rehabilitation involving grind and overlay of the roadway pavement.
Replacement of deteriorated curbs, gutters, sidewalk, cross gutters, spandrels and construction of new ADA access ramps.
Replacement of aged corrugated metal storm drain pipe.
Reconstruction of selected steep and damaged driveway approaches within Valley View Place.
Repair of broken trail fencing along the Bud Turner Trail, adjacent to Euclid Street.
Installation of asphalt concrete sidewalk along Bud Turner trail.
The City upgraded the traffic signal at Euclid Street and Valencia Mesa Drive to provide vehicular video detection in preparation for this project. This improvement will help with the traffic control and signal operation during the construction phase and eliminate the need and maintenance of in ground detectors upon completion of the project. The City previously upgraded the Euclid Street and Bastanchury Road traffic signal to video detection.
The City received six bids on February 16, 2022 for the Euclid Street Improvements Project. Towo Enterprise Inc. of Fullerton submitted the lowest responsible bid in the amount of $1,599,338.70. The low bid as submitted is approximately 3% below the Engineer’s estimate of $1,654,400. Staff has evaluated the bid documents and considers them acceptable. Staff recommends award of the project contract to Towo Enterprise Inc.
Staff anticipates construction will begin in May 2022 and conclude in August 2022.
Staff prepared an environmental assessment in accordance with the California Environmental Quality Act Guidelines and determined that the project is categorically exempt.
