Infrastructure and City Assets.

FISCAL IMPACT
The Cit will utilize grant awards from the Airport BIL to support the Fullerton Municipal Airport, including Capital Improvement Program initiatives. State anticipates a $295,000 formula allocation from FAA BIL in FY 2022-23. Future amounts will depend on programs and applicability to Fullerton’s General Aviation Airport. This action would enable the City to apply for future grants up to $15 million over the five-year funding period. The FAA Airport BIL grants have no required match. The City would handle award of contracts from FAA funds via standard purchasing processes, including City Council consideration and award, as appropriate.

DISCUSSION
On November 15, 2021, the President signed the H.R. 3684-Infrastructure Investment and Jobs Act (Public Law 117-58) of 2021, commonly known as the Bipartisan Infrastructure Law (BIL). Under one section of BIL, the Federal Aviation Administration (FAA’s) Office of Airports will administer approximately $20 billion in grant funds to airport sponsors. Of the $20 billion available, $15 billion is available, over 5 years, for Airport Infrastructure Grants (AIG), including approximately $14.45 billion of formulated allocations and $100 million for airport-owned Federal contract towers. The Fullerton Municipal Airport received a $295,000 allocation in BIL AIG funds in FY 2022.

The FAA will use the standard Airport Improvement Program to distribute these funds. The FAA will make grants to all airports in the national airport system, including commercial service airports, reliever airports and some public-owned general aviation airports. The following provides information from a recent presentation (attached) on the nationwide airport funding which will come available over the next five years.

The City will follow City procurement protocols, should the City receive funding from the various grants. Staff will make all arrangements to accept the funding and appropriate accordingly, including grant drawdowns and closeout paperwork.
