Agenda Report
Fullerton City Council
MEETING DATE: APRIL 5, 2022
TO: CITY COUNCIL / SUCCESSOR AGENCY
SUBMITTED BY: JEFFREY W. COLLIER, INTERIM CITY MANAGER
PREPARED BY: Gregory Pfost, INTERIM community AND ECONOMIC development director SUBJECT: ANNUAL housing element progress report

SUMMARY
California Government Code Section 65400 requires that all local planning agencies prepare an Annual Housing Element Progress Report (“Annual Progress Report”) on the status of the General Plan Housing Element, identifying progress made in its implementation. Local agencies must report on all phases of housing production as well as progress on the implementation of programs identified in the General Plan.

The Annual Progress Report describes progress made on housing production that the City can count toward the mandated Regional Housing Needs Assessment (RHNA) allocation. The RHNA represents the number of new housing units needed for various income categories to meet projected housing demand established for the “5th Cycle,” covering the 2014-2021 planning period. The Annual Progress Report process is separate from the Housing Element update currently underway for the “6th Cycle” housing element October 2021 through October 2029 planning period.

DISCUSSION
The State Department of Housing and Community Development (HCD) modified the format of the Annual Progress Report (APR), beginning with the 2018 report, to provide HCD with a complete picture of the housing pipeline, including units completed and information on progress made on the implementation program identified in the Housing Element of the General Plan. Reportable milestones include building permit issuance and construction completion (Attachment 1 - Table A-2). Additionally, for projects requiring entitlement review, HCD tracks project approval date (Attachment 1 - Table A-2) and the date when the project becomes ready for the public hearing(s) associated with the entitlement review (Attachment 1 - Table A). 45 housing projects received 84 Certificates of Occupancy in 2021, as detailed in Table A-2 of Attachment 1. The City has another five single-family units and four Accessory Dwelling Units (ADUs) in progress as detailed in Tables A and A-2.

Table 1 summarizes major projects reported in Table A and A-2 for 2021 as well as other significant housing projects for which no reportable milestones occurred in 2021. This table does not represent all units mentioned in the 2021 APR document.
