DISCUSSION
City Council introduced Ordinance No. 3312 to adopt voting district Map 114 and the elections sequence for first reading by title only and waived further reading of the ordinance at its March 29, 2022 meeting by a 3 – 2 (Opposed: Silva, Zahra) vote. The recommended action would adopt the previously introduced ordinance. The ordinance would take effect immediately.
Some members of the public reported they could not access some of the redistricting public hearings remotely. To provide another opportunity for those members of the public to address City Council, staff scheduled the second reading of the ordinance as a public hearing, rather than following the City’s usual practice of placing ordinance second readings on the Consent Calendar.
The Fair Maps Act requires redistricting public hearings to occur at a specific date, location and time. Staff noticed the public hearing for 6:00 p.m. during the April 5, 2022 City Council meeting and requests City Council hold the hearing promptly at 6:00 p.m.
Staff also recommends City Council disband the Redistricting Advisory Commission and adopt the final set of Commission minutes on behalf of the Commission.
