FISCAL IMPACT

Use of Project P Grant funds requires a 20% local match. The City’s share (approximately $277,500) comes from Measure M2 Fund and Traffic Mitigation Fees, with other agency contributions providing the remaining matching funds.

Staff has attached a Budget Data Sheet / Summary of Bids and the contractor’s Bid Schedule for reference (Attachments 1 and 2 respectively).

DISCUSSION
The Orangethorpe Avenue / Esperanza Road Regional Traffic Signal Synchronization Program project will improve and enhance signalized intersection and freeway interchanges along multi-jurisdictional corridors. Recognized improvements include fuel savings, reductions in greenhouse gasses and other harmful emissions, trimming an average of 13% off travel times, reducing the average number of stops by 31% and improving average safe speed by 15%.

The Orangethorpe Avenue / Esperanza Road Corridor extends from Walker Street in the City of La Palma through the cities of Buena Park, Fullerton, Placentia and Anaheim plus Caltrans and Orange County jurisdiction, to New River Road in the City of Yorba Linda. The corridor has a total length of approximately 17.27 miles and includes 57 signalized intersections, of which 16 are in the City of Fullerton. Staff has included a Project Location Map (Attachment 3) for reference.

Based on prior discussions with our partner cities and OCTA, the City of Fullerton will serve as the lead agency for the administration and management of the project, while the cities of La Palma, Buena Park, Placentia, Anaheim and Yorba Linda and Caltrans have agreed to fully participate and contribute their fair share of the match funding required.

An OCTA pre-established and pre-approved consultant completed the project design. City Council approved the design contract during its February 19, 2019 meeting.

The scope of construction work includes upgrades to fiber optic or wireless communication, new traffic signal controllers and cabinets, new video detection systems, upgrades to Traffic Management Centers, new closed circuit traffic surveillance cameras, signal modifications, new GPS time servers, new emergency vehicle preemption, implementation of new coordination regional timing and replacement of antiquated equipment.

The City received four bids on February 17, 2022 for the Orangethorpe Avenue / Esperanza Road Regional Traffic Signal Synchronization Program project. Dynalectric L.A. of Los Alamitos submitted the lowest responsible base bid in the amount of $1,891,361. The low bid as submitted is approximately 15.8% below the Engineer’s estimate of $2,246,000. Staff evaluated the bid and found it acceptable. Staff recommends award of the project to Dynalectric L.A.

This project also included optional bid items for additional traffic system equipment to better improve the overall traffic system. The incremental cost increase for including all optional bid items totals $131,472. The submitted total cost utilizing all the optional bid items totals $2,022,833, which is approximately 9.9% below the Engineer’s estimate. Staff recommends including all optional bid items in the project since the lowest responsible total bid sums to less than the Engineer’s estimate.

Staff prepared an environmental assessment in accordance with the California Environmental Quality Act Guidelines and determined that the project is categorically exempt.
