FISCAL IMPACT
The FY 2021-22 CIP Budget Water Fund has funding available for this project. Staff will make a $2,400,000 budget transfer from Water Fund Project 53250 Water Main System Replacement to Project 53022 – Hidden Lakes Water Main Replacement Project. Staff has attached a Budget Data Sheet / Summary of Bids and the contractor’s Bid Schedule reference (Attachments 1 and 2, respectively).
DISCUSSION
This project will replace 0.82 miles of water pipe on Shady Brook Drive, Quiet Brook Circle, Blue Water Lane, Lazy Creek Circle, Shade Tree Lane, Clear Springs Drive and Longview Drive, as shown on Attachment 3. The Hidden Lakes Homeowners Association (HOA) privately owns and maintains these streets. The City has utility easements in the streets to provide access to our facilities.
The water pipes in this area have a significant history of water main breaks and need replacement. The City also needs this project to meet the Water Rate Study water main replacement goals.
The majority of this project area is located on private streets within the Hidden Lakes Homeowners Association (HOA). The HOA maintains their own street pavement. The City will not repave the project area and will repair the pipeline trench to match existing street grade. Staff has been in regular contact with the HOA and made the HOA aware of this project.
The City received nine bids on March 16, 2022 for the Hidden Lakes Area Water Main Replacement Project. Big Ben, Inc. of Irvine, CA submitted the lowest bid in the amount of $1,825,200. The lowest bid, as submitted, is approximately 1.4% above the engineer’s $1,800,000 estimate. Staff has evaluated the bid documents and found them acceptable. Staff recommends award of the project to Big Ben, Inc.
While the winning bid came in close to the engineer’s estimate, staff had adjusted the engineer’s estimate from the original budget to account for recent significant increases in material and construction costs. Due to these unanticipated cost increases, the project will use most of the remaining funds allocated for water main replacements. The water fund balance will fund subsequent water main projects. The City needs these projects to meet the mileage goals as set by the 2019 Water Rate Study.
Upon approval, Staff will execute the contract (Attachment 4) with construction anticipated to begin in May 2022 and anticipated project completion in November 2022.
Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines and determined that the project is categorically exempt.
