DISCUSSION
The Equipment Replacement Fund is an Internal Service Fund with allocations spread across all departments utilizing vehicles or large equipment. A vehicle replacement fund accrues funding throughout the recommend useful life of the vehicle with the express purpose of replacing specified vehicles for each department. Since the City has not always funded the full replacement needs, staff develops the annual vehicle replacement schedule taking into consideration extended useful life of a vehicle, City needs, and budgetary constraints. The FY 2021-22 vehicle replacement plan included the sewer vacuum truck The Public Works Sewer Division uses a Sterling RT8500 diesel hydro-jet vacuum truck. The vacuum truck (sometimes called a vactor truck after a major manufacturer) pneumatically loads materials such as sludge, slurries, liquids and solids with the use of a suction line for sewer cleaning purposes. The diesel-powered vacuum truck scheduled for replacement is 22-years old (year 2000 model) with 82,382 vehicle miles. Due to its age, mileage and ongoing regular use, staff included this vehicle in the planned Equipment Replacement Schedule. The City is required to purchase an alternate fuel vehicle due to the size of this truck. The vactor utilizes CNG ensuring compliance with Air Quality Management District regulations.
To streamline the purchasing process, the City utilizes cooperative purchasing, authorized by Fullerton Municipal Code Section 2.64 and related City of Fullerton Policy and Procedures Manual – Procurement of Goods and Services – Policy 4.1.2 Section IV.D, which allows an exemption to the Open Market process when participating in an established governmental “Cooperative Purchasing Agreement.” Cooperative purchasing is “Procurement conducted by, or on behalf of, one or more Public Procurement Units” as defined by the American Bar Association Model Procurement Code for State and Local Governments.
The City will purchase the truck from Haaker Equipment Company through Sourcewell Contract #122017-FSC. Sourcewell is a cooperative purchasing State agency that has competitively solicited bids for various products and services establishing predetermined pricing for governmental agencies. Staff recommends awarding a $604,023.87 purchase contract to Haaker Equipment Company for a CNG Vacuum Truck (new CNG Vactor 2112i Plus Sewer Cleaner).
