City Council resolution sets the parameters for compensation and other terms of employment for employees in this unit rather than representation by a recognized bargaining unit In keeping with City Council objectives, the proposed change to the salary schedule matches changes recently approved for the Fullerton Fire Management Association, Fullerton Firefighters’ Association and Fullerton Municipal Employees Federation.

The proposed resolution amends Resolution No. 2022-003 Appendix A, limited to a 5.25% across-the-board increase for all salary control points within the Executive Salary Schedule. All employees covered by this resolution will receive the increase to their current base salary effective April 30, 2022.

Confidential / Nonrepresented Employee Group
Employees covered by the draft resolution under consideration serve in 19 classifications assigned to Human Resources, Administrative Services and the City Manager’s Office.

As with the Executive group, members in this unit, consisting of a mix of mid-management and general employees, do not have representation by a recognized bargaining unit. City Council resolution sets forth parameters for compensation and other terms of employment.

Highlights of the proposed resolution include:

A 5.25% across-the-board increase for all salary ranges within the Confidential / Nonrepresented employee group effective April 30, 2022. As already indicated, this increase matches those recently approved for other bargaining groups.

Revision to vacation conversion reducing the eligibility requirement of the use of 80 hours of vacation during the previous year to 40 hours and increase the number of hours eligible for conversion from 40 to 80. City Council approved a similar revision for the Fullerton Management Association (FMA).

The inclusion of Deputy Director Assignment Pay to match the same provision in the FMA Memorandum of Agreement.

This agenda report includes a redline version of the resolution, reflecting all changes including outdated provisions, clarified language, reference corrections and formatting updates, highlighting new language in bold print and deleted language in strike-through.
