FISCAL IMPACT
No impact to the General Fund to purchase these vehicles.
This vehicle purchase would cost $276,558.72 which includes upfitting, delivery and taxes. The approved FY 2021-22 Operating Budget includes funding for this purchase within the City’s Vehicle Replacement Fund.
Each department contributes funding to the Vehicle Replacement Fund to replace their department’s vehicles when appropriate. The Police Department has contributed funding to replace these vehicles.
DISCUSSION
The Equipment Replacement Fund is an Internal Service Fund with allocations spread across all departments utilizing vehicles or large equipment. The Public Works Department cooperatively works with other departments to determine vehicle replacement needs and purchases vehicles and equipment accordingly. The City collects these funds with the express purpose of replacing specified vehicles for each department, accruing replacement funding throughout the usual life of the vehicle.
The Police Department currently uses Ford Explorers (2016 and 2017 model years), a Ford Crown Victoria (2010 model year) and a Ford Ranger (2010 model year) to perform regular patrol duties. The mileage for these vehicles ranges from approximately 65,000 to 96,000. Patrol vehicles have a heightened importance for reliability and safety for our officers and the public. These vehicles must safely allow for high speeds and handling, when necessary. The combination of age, mileage and wear-and-tear of these types of vehicles, requires replacing the vehicles to ensure safety, mitigate maintenance needs and reduce vehicle down-time.
The City will transition to the Ford Interceptor model due to supply chain issues. Ford no longer makes the 2022 Explorer model. However, the Ford Interceptor performs at a consistent level of the Ford Explorer model, making them interchangeable in this situation.
To streamline the purchasing process, the City utilizes a cooperative purchasing model, authorized by Fullerton Municipal Code Section 2.64 and related City of Fullerton Policy and Procedures Manual – Procurement of Goods and Services – Policy 4.1.2 Section IV.D, which allows an exemption to the Open Market process when participating in an established governmental “Cooperative Purchasing Agreement.” Cooperative purchasing is “Procurement conducted by, or on behalf of, one or more Public Procurement Units” as defined by the American Bar Association Model Procurement Code for State and Local Governments.
The City will purchase vehicles from National Auto Fleet Group through Sourcewell contract number 091521-NAF which expires November 8, 2025. Sourcewell is a cooperative purchasing State agency that has competitively solicited bids for various products and services establishing predetermined pricing for other governmental agencies.
