Staff attached a budget Data Sheet / Summary of Bids and the contractor’s Bid Schedule for reference (Attachments 1 and 2).
DISCUSSION
On April 6, 2021, City Council approved the use of RMRA / SB1 revenues for rehabilitation of West Valencia Drive from Magnolia Avenue to Gilbert Street, an approximate length of 0.66 miles. See Attachment 3 for project limits.
This roadway segment makes an ideal candidate for rehabilitation per the Orange County Transportation Authority and its Pavement Management Program (PMP) guidelines. The current Pavement Condition Index (PCI) scores for the proposed roadway segments range from 55 (Poor) to 36 (Very Poor).
The West Valencia Drive Infrastructure Improvements Project involves:
Pavement rehabilitation involving grind and overlay of the roadway pavement.
Replacement of deteriorated curbs, gutters, sidewalk, cross gutters, spandrels and construction of new ADA access ramps.
Upgrading the traffic signal system by installing vehicular video detection at the intersection of West Valencia Drive and Magnolia Avenue and the intersection of West Valencia Drive and Gilbert Street.
Replacement of several aged sewer manholes and modifying the sewer discharge connection within the Magnolia Avenue intersection to optimize system operations and reduce future maintenance needs.
The City received three bids on April 7, 2022 for the West Valencia Drive Infrastructure Improvements Project. Palp, Inc DBA Excel Paving Company of Long Beach submitted the lowest responsible bid in the amount of $987,568. Staff evaluated this bid and was found it acceptable. Staff recommends award of the project to Palp, Inc DBA Excel Paving Company.
The low bid as submitted is approximately 16% higher than the engineer’s $849,800 estimate. The steep rise of oil prices impacting the prices for related materials and equipment accounts for this higher cost.
Construction will tentatively start in early June 2022 with anticipated project completion in late July 2022.
Staff has prepared an environmental assessment in accordance with the California Quality Act guidelines and determined that the project is categorically exempt.
