3 To optimize the City’s existing parks and recreation and administrative services resources and assets, as well as to strategically plan for the future, the City completed organizational reviews of both departments. Reviews and recommendations on how to properly structure both departments for greater efficiency were completed in 2020 with implementation of recommended changes beginning in 2021.
Examples of recommended changes include combining of positions, moving programs and project tasks to new areas within each department, and implementing cost recovery plans. 2 Administrative Policy Reorganization and Reindexing 2023 Continuous Ongoing until complete

15 Communication Strategic Plan 2023 One-Time/As
Needed
Not Started 4 The City's current communication program is decentralized. Long-term planning and core tasks are managed through the City Manager's Office, but individual City departments handle much of their communications independently. For example, Public Works and Community Development do most of their own public outreach and Parks and Recreation, Library, Fire, and PD publicize their own events and news. Departments turn the Public Information Office for support as needed, but the decentralized approach relies on all departments to communicate effectively with the community.
An assessment to ensure compliance with the Public Records Act, Open Public Meetings Act, Record Retention Requirements, ADA is needed for all tools. As well as an assessment of organizational capcity and coordination for maintaining and enhancing communication efforts.
Followed by recommendations for changes in current practice, organizational structure, and mediums in current use.
