FISCAL IMPACT
The FY 2021-22 CIP Budget has funding available from the Sewer Enterprise Fund and the Drainage Capital Outlay Fund, Water Fund available fund balance and the approved $2.0 million ARPA funds obligated for water main replacements. Staff recommends the following budget transfers and appropriation:
$367,000 Sewer Enterprise Funds from Project 51419 Annual Sewer Replacement Program $16,000 Drainage Capital Outlay Funds from Project 52591 Annual Storm Drain Repair program $2,352,000 appropriation from Water Fund balance
$852,000 transfer and appropriation of ARPA Fund (Fund 38) to Project 53021 Marion Area Infrastructure Improvements (Fund 74).

Staff has attached a Budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule reference (Attachments 1 and 3, respectively).

DISCUSSION
This project will replace approximately 1.61 miles of water pipes that have reached the end of their useful service life, upgrade 17 brick manholes to the precast sewer manhole standard, rehabilitate approximately 0.84 miles of deteriorated residential street as well as installation of ADA access ramps and traffic signal video detection. See Attachment 2 for project limits.

The existing water pipes in this area have a significant history of water main breaks and require replacement. This project will also help meet the water main replacement goals of the 2019 Water Rate Study.

Street pavement rehabilitation will involve asphalt concrete pavement grind and overlay on Helen Drive, Elsa Drive, Avalon Drive, Park View Drive and Barbara Boulevard. The following lists the current Pavement Condition Index (PCI) scores for these residential streets:

Helen Drive from North Brea Boulevard to Cul-De-Sac: 22 (Very Poor) Helen Drive from Park View Drive to Cul-De-Sac: 28 (Very Poor) Elsa Drive from Helen Drive to Avalon Drive: 22 (Very Poor) Avalon Drive from Marion Boulevard to Cul-De-Sac: 24 (Very Poor) Park View Drive from Marion Boulevard to Cul-De-Sac: 17 (Very Poor) Barbara Boulevard from Brea Boulevard to Cul-De-Sac: 30 (Very Poor).

PCI scores of these street segments will reset to 100 (Very Good) upon completion of the improvements. All other streets in project area (Marion Boulevard and Melville Drive) have PCI scores above 70. Staff recommends including these streets in a future pavement preservation project currently programmed for FY 2023-24.

The City received four bids on April 7, 2022 for the Marion Area Infrastructure Improvements project. Lucas Builders, Inc. of La Habra submitted the lowest responsible base bid. While the bid schedule reflects a different number, the City’s specifications indicate that in the event of a calculation error, it will utilize the unit prices to determine the award. The award has a $3,222,346 base bid. The low bid, as submitted, is approximately 0.04% above the engineer’s estimate of $3,221,000. Staff evaluated the bid and found it acceptable. Staff recommends award of the project to Lucas Builders, Inc.

While the winning bid came in close to the engineer’s estimate, staff had adjusted the engineer’s estimate from the original budget to account for recent significant increases in material and construction costs. Due to these unanticipated cost increases, the funds allocated for water main replacement are insufficient and, therefore, Water Fund balance will fund the water main portion of this project.

The construction will tentatively start in late June 2022 with an anticipated project completion in November 2022.

Staff has prepared an environmental assessment in accordance with the California Quality Act guidelines and determined the project categorically exempt.
