FISCAL IMPACT
The FY 2021-22 CIP Budget has funding available from the Water Fund for a portion of the project. Staff recommends budget transfers and appropriations in the amount of $200,000 of Water Funds from Project 53010 Water Well Rehabilitation and $490,000 of Water Fund from Water Fund balance.
Staff has attached a Budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 3, respectively).
DISCUSSION
This project will rehabilitate the existing potable water well Christlieb 15A, performing a well cleaning and replacing the pump. The City installed this well 1992 and has no record of any significant work performed on this well in the past 30 years. It is recommended that the City evaluate the well and clean the well casing every ten to fifteen years, making this well overdue for this work. Southern California Edison (SCE) tested the well’s pump efficiency in October of 2020 and found it inefficient. The original efficiency operated at about 85% and the well currently operates at about 63.4% efficient. SCE estimates replacing the pump could greatly increase its efficiency. This increased efficiency would potentially save the City almost $20,000 annually on electricity costs as well as reducing our electrical demand. Staff considers it prudent to perform both tasks - well casing cleaning and pump replacement - at the same time.
The City received one bid on April 14, 2022 for the Christlieb Well 15A Rehabilitation project. Well Drilling and Pump, Inc. of Colton submitted the only bid in the amount of $357,550. The bid, as submitted, is approximately 6.34% below the $381,750 engineer’s estimate. Staff evaluated the bid and found it acceptable. Staff recommends award of the project to Well Drilling and Pump, Inc.
While the winning bid came in close to the engineer’s estimate, staff had adjusted the engineer’s estimate from the original budget to account for recent significant increases in material and construction costs. Additionally, the consultant recommended optional bid items for a few common issues that may arise, totaling $170,000. If the need arises, staff will process the optional bid items as part of a change order. Due to the increased costs and the potential optional items, the existing funds allocated for this project will not cover the project cost. As a result, the water fund balance will fund the remaining costs of this project.
Staff requested a quote to perform this work from the consultants who designed the project, due to the specialized nature of the construction inspection needed. The consultant, JIG Consultants, is on the City’s on-call list for Water Design Consultants and the City has an existing agreement and rate schedule available. JIG Consultants provided a $82,130 quote. Staff reviewed the quote and the original rate schedule did not have an hourly rate for the Inspector available, but staff found a $145 proposed hourly rate acceptable. Staff recommends accepting the Inspector’s hourly rate and amending their rate schedule and awarding the project inspection to JIG Consultants.
The tentative construction will begin in late June 2022 with an anticipated project completion in January 2023.
Staff has prepared an environmental assessment in accordance with the California Quality Act guidelines and determined the project categorically exempt.
