PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Infrastructure and City Assets.

FISCAL IMPACT
The FY 2021-22 CIP Budget has funding available for this project. Staff recommends a $400,000 budget transfer of Sewer Enterprise Fund from Project 51419 Annual Sewer Replacement Program to Project 51028 Glenwood-Union-Brookdale Area Sewer Improvements Project.

Staff attached a budget Data Sheet / Summary of Bids and the contractor’s Bid Schedule for reference (Attachments 1 and 2 respectively).

DISCUSSION
This project will upsize and replace the aged sewer mains along East Glenwood Avenue, East Union Avenue and East Brookdale Place located east of Harbor Boulevard. Concurrently, the project will install new and replace all aged sewer manholes and upgrade the sewer lateral connections for each property. The Sewer Master Plan listed the sewer mains and sewer manholes as deficient and in need of replacement by Public Works Maintenance.

The work will also replace the aged sewer manhole located within the McAulay & Wallace Mortuary parking lot to aid with future maintenance activities.

Project Location Map (Attachment 3) shows the limits of the construction work.

The City received four bids on May 11, 2022 for Glenwood-Union-Brookdale Area Sewer Improvements Project. Dominguez General Engineering, Inc from Pomona submitted the apparent lowest bid in the amount of $325,800. Staff evaluated the bid and found it acceptable. The low bid as submitted is approximately 9.6% below the engineer’s estimate of $360,500. Staff recommends award of the project to Dominguez General Engineering, Inc.

Staff anticipates construction will begin and end in late summer 2022.

The City prefers to combine street pavement rehabilitation with sewer main replacement work whenever possible. This project, however, programs only Brookdale Place as a separate project for future pavement rehabilitation. Brookdale Place has a Pavement Condition Index (PCI) of 13 and the City has programmed it for rehabilitation in FY 2022-23 using primarily Community Development Block Grant funds. Glenwood Avenue and Union Avenue have PCI scores of 90 and 83 respectively. Therefore, these projects do not warrant rehabilitation at this time. Staff expects to program these streets for preventive maintenance treatment (slurry seal) as part of a proposed multi-street project in FY 2023-24.

The City has prepared an environmental assessment in accordance with the California Environmental Quality Act Guidelines and determined that the project is categorically exempt.
