1 Measure M Funding
Measure M funding is a ½ cent sales tax within Orange County.
In 2006, over 70% of voters approved extension of the funding until 2041.
This funding extension is known as Measure M2 or OC Go.
Revenue from the sales tax is currently allocated to:
Freeways
Streets
Transit
Environmental Programs
2 Measure M Funding
In general, funding is allocated for:
OCTA projects
Direct allocations to local agencies
Competitive grant programs
Direct annual allocation received by the City:
Street Local Agency Funding
Project Q – Local Fair Share – approximately $2.7M for FY2022-23 Senior Mobility Program
Approximately $130,000 for FY2022-23
3 Measure M Eligibility Requirements
Local agencies must meet eligibility requirements to continue receiving annual funding and award of funds from competitive grant programs.
OCTA requires an annual eligibility process relying upon a variety of reporting methods to verify local jurisdiction adherence to the eligibility requirements.
Every year, the City provides the necessary documentation to certify compliance with the eligibility requirements.
The required documentation is shown on the following slides. 4 Eligibility Requirements for FY22/23

Pavement Management Plan (PMP) Background
The Pavement Management Plan (PMP) is required by OCTA in order for the City to be eligible for Measure M2 (also known as OC Go) funds.
Public Works prepares and updates the PMP every two years.
The plan determines the typical existing roadway condition and assigns a Pavement Conditions Index (PCI) rating from 0-100 for each roadway segment.
Certification from OCTA is required to prepare the Pavement Management Plan.
City contracted with Bucknam Infrastructure Group, Inc. to prepare the 2022 update.
Bucknam also prepared the 2016, 2018 and 2020 PMP updates. 7 Pavement Management Plan
City maintains approximately:
70 miles of arterial (major) roads
228 miles of local roads (residential/industrial roads) Arterial roads must be visually inspected every two years (every update) Local roads must be visually inspected every six years
The PMP objective is to:
Determine typical existing pavement conditions for roadway segments Assist with development of pavement rehabilitation strategies Assist with forecasting future pavement rehabilitation projects Assist with future budget needs
8 The PCI is a function of overall condition of the pavement. Condition problems include potholes, cracking, failures, rutting, etc.
Fewer problems = higher PCI rating
Pavement Condition Index
9 Factors That Impact Pavement Life
Delay of Preventive Maintenance
Traffic Volume and Loading
Age of Pavement
Type of Pavement (PCC vs AC)
Soil and Base Material Under Pavement
Storm Water Infiltration into Subgrade
Utility Trench Cuts
* The above factors will not impact all streets in the same manner 10 PMP Update - PCI Rating Summary
