RESOLUTION NO. 2022-XXX – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, AUTHORIZING AN APPLICATION FOR FUNDS FOR THE ENVIRONMENTAL CLEANUP TIER 1 GRANT PROGRAM UNDER ORANGE COUNTY LOCAL TRANSPORTATION ORDINANCE NO. 3 FOR THE ENVIRONMENTAL CLEANUP PROGRAM PROJECT

PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statements:

Public Safety
Infrastructure and City Assets.

FISCAL IMPACT
The cost to retrofitting 80 catch basins at selected locations totals an estimated $214,553. The OCTA Tier 1 Grant Fiscal Year 2022-23 requires a 20% local minimum contribution match. Therefore, the City requests $171,643 from ECP funds with the City’s contribution of at least $42,910. The City anticipates using use Drainage Capital Outlay Funds for the City’s contribution.

DISCUSSION
The State Water Resources Control Board adopted the Statewide Trash Amendments to the Water Quality Control Plan for Ocean Waters of California to address the significant trash pollution in California’s waters On April 7, 2015. These amendments, collectively called “the Trash Provisions,” require that cities install, operate and maintain Full Capture Systems in catch basins located in Priority Land Uses to effectively capture 100% of trash generated. Priority Land Uses include high-density residential, industrial, commercial, mixed urban and public transportation. The City must meet the Trash Provisions by 2030.

The OCTA Tier 1 Grant Program helps address the Trash Provisions and facilitate the reduction of visible forms of pollutants, such as litter and debris collected on roadways and catch basins, before they reach waterways and ultimately the ocean.

The City has applied for, and received, funding from the Tier 1 Grant Program for several years. As a result, the City has installed screens in approximately 70% of catch basins within the Priority Land Use area. Should the City continue to receive these grant funds, staff expects to address 100% of the catch basins within the next three years.

The OCTA Board of Directors authorized the Tier 1 Grant Program call for projects for Fiscal Year 2022-23 on March 14, 2022. Staff will apply for the OCTA Tier 1 Grant Program for a Connector Pipe Screen (CPS) installation project that will install 80 devices in Priority Land Use catch basins following City Council approval and authorization.
